Delegations
Mr. Alfred Garrard spoke to Committee relative to the
intersection, 8th Concession and Middle Road, ~ mile east
of Haydon Hamlet.
He said that with the increase in traffic it was
dangerous. When proceeding west on the 8th Concession,
there is a small sign "Intersection" at the base of the
hill. The speed limit is 80 km. It takes 175 feet to
come to a stop under the best of conditions.

He recommended a flashing light at that intersection.

Re: Amendment to the Official Plan of the former
Township of Darlington (Courtice Urban Area)
The Chairman announced the purpose of the public meeting:
As required under the new Planning Act (Section 17(2),
Council is holding a public meeting on the proposed amendments
before either adopting or rejecting the proposed amendments,
to the Official Plans for the former Township of Darlington
(Courtice Urban Area), and adoption of the proposed neighbourhood
Development Plans for Neighbourhoods 3B and 3C Courtice North.
The proposed amendment to the Official Plan would amend the
boundary of the Courtice Urban Area. The proposed neighbourhood
Development Plans would define the scale and scope of development
within Neighbourhoods 3B and 3C.
The Chairman asked if there were any persons present wishing
to speak to this matter. Before hearing from those wishing
to speak to this matter,she asked the Clerk to advise on the
manner of notice.
The Clerk advised that the notice was published in the area
newspapers, the Oshawa Times, the Canadian Statesman, on
November 2, 1983, and the necessary procedures had been
fo 11 owed.
The Chairman advised any person wishing further notice of
the approval of the Official Plan Amendment if it is approved,
to please leave his name, address and telephone number with
the Clerk before leaving.
The Planner described briefly the purpose of the amendments
which would amend the boundary of the Courtice Urban Area.
The proposed Neighbourhood Development Plans would define
the scale and scope of development within Neighbourhoods
3B and 3C.
The Chairman advised that questions may be asked concerning
the manner of notice or the purpose and effect of the by-law.
All questions must be addressed through the Chair.

Mr. Pollard questioned the re-alignment of Adelaide Street.
He spoke of his application for rezoning and said he felt
that 10 - 14 acres of his land in the environmentally
sensitive area is high, dry and covered with birch trees
and should be included in the area to be rezoned.
Mr. Bill Manson, spoke for the Courtice Heights Development.
He objected to Courtice Urban Area envelope being drawn in.
He advised that he was not aware this matter was before
Committee and would make further submissions.
Mrs. White who lives in the subdivision north of Nash Road,
questioned the population density in neighbourhood plan
for her area, N. Plan 3(b) for Courtice Urban Area. She
would prefer to have the area left as is.
Mr. Don McKenna who lives in the subdivision north of Nash
Road, agrees with the Official Plan Amendment.
Mrs. Pat Spencer who lives on Jane Avenue in the Pollard
Subdivision, questioned the method of arriving at the
Environmental Study.
Mr. Barry Johnson who lives in the Pollard Subdivision,
said he had no objection to the Official Plan Amendment.
Zoning By-law Amendment, Part Lot 29 & 30,
Concession 3, former Township of Darlington(Pollard)

by-law, which was to change the zoning category of the subject

By-law. The proposed Official Plan Amendment and zoning by-law
amendment would permit the development of a Sr. Citizens

Public Meeting

Apartment Complex and permit 452 units on a 3.4 hectare
(8.5 acre) parcel in Lots 29 & 30, Concession 3, Darlington.
The Official Plan and Neighbourhood Plans and Darlington
By-law, would have to be amended to permit high rise.
Staff is not recommending approval at this time.
Mr. McKenna presented a petition objecting to the rezonin~
that he had taken up. He said that the rezoning
would hurt the resale value of his propercy. He lives on
a 90' x 200' lot. The variety store on plan would be opposite
his home. The Planner advised, that the variety store had
been deleted from the plan.
Mr. McKenna said the lowering of the present water table
would affect present wells, as they were shallow wells
in his area.
He spoke of loss of privacy with multi-units overlooking
private single level residences. He said the quality of
life would be diminished and the present roads were not
meant to carry increased traffic.

Johanna Uhlmann, who lives on Westmore Street in the
Subdivision, said the units would be right behind their
yard, and cause loss of privacy, and devaluation of
property. She objected to the rezoning.
Mr. Ray Shepherd, Jane Street, lives on a pie-shaped lot.
He felt the townhouses would add to drainage problems. He
has seen flooding where townhouses will be built. He felt
the density far exceeds permitted uses.
Mrs. White lives in the area. She
that the area remain low density.
- Increased traffic on the roads;
- Dewatering of wells;
- Environmentally sensitive area.

She said all house plans in the present subdivision had
been approved by Mr. Pollard. She felt it was a break
of trust on Mr. Pollard's part to suggest high density.
Council should carefully consider this rezoning.

Mrs. Pat Spencer presented a letter from herself and
her husband. She said they purchased in a low density
neighbourhood. Her concerns are:
- Is Road access suitable;
What is exact boundary of proposal in relation to the
environmentally sensitive area;
- Senior Citizens need subsidized housing.

The proposal should be considered an adult complex.
She suggested the property be low density development,
subject to present day restrictions and
frontages incorporating the hard services available
at Trull's Road.
Mrs. Gerald W. Prusinski said she is very concerned as she lives
next to the proposal. Her house plans had to be approved by
Mr. Pollard who put an injunction against their property.
They had to change their plans.

Mr. Bill Bickle has lived on Glenview in the subdivision for
16 years. He required the approval of Mr. Pollard when he
built his home. The subdivision is well laid out. He
objects to new concept of multi-units. His concerns were:
- Water table sensitive - dewatering of wells if sanitary
sewers and major services required. He does not object
to development on same concept;
- No public transportation;
- Still waiting for improved roads in the subdivision;
- Presently there are country roads, development would
require wider roads and sidewalks;
- Would devalue property.
Mr. Barry Johnson of Westmore Street in the Pollard
Subdivision, was concerned that the development would
raise very serious problems such as extension of sanitary
sewer systems and water systems. There had been no real
development to this point. He also spoke of dewatering
of wells, traffic increases, need to upgrade roads,
drainage problems with run-off.
He said the development cannot be called a Senior Citizens
Complex - should be called an adult complex. There is a
need for a buffer zone between high and low density. He
asked for further public meetings on this issue before
final decision is made.
Henri Lacroix, who lives in Lot 30, Darlington, asked if
this affected his land and was advised he was not in the
area being rezoned.

Mr. Pollard introduced the architect responsible for
planning the project, Mr. Derek Owen. He explained the
complex. He said that this type of housing is now
required in every area. He is conscious of preservation
of natural environment. He said the percentage of landscaped
areas for this project was higher than required.
The emphasis was on the creation of open space. It is
difficult to integrate open space. There is a need to
preserve privacy. The maximum height of the buildings
is 70 ft. There are landscaped patio areas, increasing
landscaping up the building and onto the roof. The problem
with Sr. Citizen housing being in a town centre there> is
a limited amount of land. This concept is more like private

living The neighbours can participate in amenities
of complex such as tennis courts. Parking regulations
require 1 parking space to 4 units in Senior Housing.
C.M.H.C. requires 6 units. A mini bus service will be
provided.
Mr. Pollard stated that he felt the petition with 90 names
was obtained by not giving full information. He has a sheet
of 40 names supporting a Sr. Citizens complex and some are
the same names. The petition included some juniors, some
non-taxpayers or landowners.
He reviewed the 6 items on the petition:
1. Single family zoning - The present subdivision was
planned when there was no planning department in
Darlington. He had required that he approve the
building plans for reasons such as fire safety;
2. This would be a well designed complex which should
not devalue present properties.
3. Every home in the subdivision has full basement, some
with swimming pools. The deepest footing would be 5 ft,
and would be connected to the Regional sewer and water
system which is in place at present time;

4. A traffic study is in place. The project will be
built in phases over a three-year period. Senior
Citizens would not generate as much traffic as the
high school;
5. Locations - This project would be 135 feet from the
property line. The homes have 200 ft. depth. The
mews would be further away from any house than
present neighbours;
6. Quality of life - The residents of the subdivision have
used this land as their park. Although the land has been
posted, it has been used by snowmobilers and other vehicles.
Present Lot size and structure of new proposal is a fair
transition. If complex not approved, single family dwellings
may be built. This would result in more crowded schools.
A Senior Citizens complex would not require more schools.
If public transportation is not in place, a mini-bus
service would be provided.
He said he will give Region easement across his land so
water and sewer services could continue to Courtice Road.
There would be 3 outside hydrants which would provide
protection to surrounding homes and reduce their insurance
rates.

He saw no comment from C.L.O.C.A. in the Planner's Report.
C.L.O.C.A. had advised they were not interested. In Appendix
"D" to Attachment "I", 12 - 14 acres should be included in area
of rezoning. He wishes to dialogue with Planning Department re
Senior Citizen Housing.

THAT the recommendations in Report PD-182-83 be endorsed; and
1. That Report PD-182-83 be received; and
2. That Council approve the proposed amendment and
request the Region of Durham to amend the Official
Plan of the former Township of Darlington, as
proposed by Attachment #1 to Staff Report PD-182-83,
as follows:
(a) Schedules 1, 2, 3 and 4 be amended to reduce
the area included within the Courtice Urban
Area and to amend the boundary of the Urban
Area accordingly; and
(b) Schedule 1 be further amended to amend the
population allocations for Neighbourhoods
3A, 3B and 3C; and
(c) Schedule 4 be further amended to modify the

THAT the Town of Newcastle accept the offer to renew
the Lease Agreement with the Durham REgional Police, at
132 Church Street, Bowmanville, for the term of one
year commencing January 1, 1984; and
THAT the Durham Regional Police shall have the option
to renew said lease for a further period of one year at
a rental rate to be negotiated at that time; and
AND FURTHER THAT the Clerk's Department prepare a by-law
to execute said renewal with the Durham Regional Police.

WHEREAS it is a pol icy of Durham Regional Pol ice to
maintain a police presence in the form of a police
station in each of the urban areas of the Region (see
Ontario Police Commission Inspection Report, June 18, 1982); and
WHEREAS the aforesaid report also stated "there is no doubt
that citizens prefer this 'store front' operation to the
occasional presence of a police vehicle only, in their
communi ty"; and
WHEREAS the recent study commenting on policing in Metro
Toronto reiterated the need for police presence in "core"
areas;
THEREFORE BE IT RESOLVED THAT the Board of Commissioners of Police
for the Region of Durham be requested to reconsider the intent to
relocate the #16 Division Station to an area other than
an urban area of the Town of Newcastle, and further that they
look to acquiring a location for #16 Division Station that

3. That the Clarke Museum Board remit five equal payments
to the Town of Newcastle on a semi-annual basis commencing
on November 1, 1983, in the amount of $677.40 in order
to retire the debt.

Diesel Fuel respectively, being the lowest responsible
bidder meeting terms, conditions and specifications of
Tender T83-24, be awarded the contract to supply bulk
petroleum products to the Town of Newcastle; and
That the funds expended be provided by the 1984 current
operating fleet budgets.

bidder, meeting all terms, conditions, and specifications
of Tender T83-23, be awarded the contract to provide
garbage collection services as required by the Town of
Newcastle; and
3. That the funds expended be drawn from the 1984
Public Works Budget.
