Councillor Hamre, Chairman of the Task Force, gave the report of the Task Force relative to the Ganaraska Forest Centre. Report of the Task Force Relative to the Ganaraska Forest Centre She explained that the Report was in two sections: Introduction, Historical Background, Terms of Reference, Information Gathering and the minutes of the meetings and correspondence received. The factors considered by the Task Force were budget, buildings, equipment, programs, staffing and funding. The Report lists the recommendations of the Task force and, if they are adopted, there is a further recommendation that the Watershed Plan be reviewed. She left a copy with the Clerk for Council's Information. . G.P.A. Minutes Request for B.M.H.A. Hockey .Tournament Grant Rezoning - Mr. C. Skerratt Rezoning - Oshawa General .RaCing Pigeon Club Toronto-Dominion Bank - proposed Subdivision Agreement . - 2 - July 16, 1984 Mr. Bruce Lush spoke to Committee and requested a grant of $100.00 towards trophies for a B.M.H.A. Pee Wee Hockey Tournament in the Christmas Break. The Tournament will attract teams from New York, Michigan and Ontario Centres. Resolution # GPA-781-84 Moved by Councillor Hobbs, seconded by Councillor Hamre THAT the recommendation in Report PD-132-84 be endorsed; and 1. That Report PD-132-84 be Tecei ved;1 and 2. That the application submitted by Mr. C. Skerratt to rezone a .99 ha parcel of land in Part of Lot 14, Concession 8, former Twp. of Darlington, from "Agricultural" to "RH-Residential Hamlet" to permit the development of three (3) residential lots, be received and referred to staff for processing and a subsequent report and public hearing. That the Clerk proceed with the requisite notices in accordance with the provisions of the Planning Act. Chapter 379 RSO 1980 as permitted by Section 74(6) of the Planning Act, 1983. That the attached by-law authorizing execution of a Subdivision Agreement between Toronto-Dominion Bank and the Corporation of the Town of Newcastle, be approved; and 3. That the Mayor and Clerk be authorized to execute a Subdivision Agreement between Toronto-Dominion Bank and the Town of Newcastle at such time as an Agreement has been finalized to the satisfaction of the Director of Public Works and the Director of Planning. Manson, on behalf of Court ice Heights Development to rezone a 5.297 ha parcel of land in Part of Lot 30, Concession 3, former Twp. of Darlington, from "R3-Residential" and "D-Deferred Development" to "A Special Provision By-law" to permit the development of 70 Townhouse units one Apartment with 96 units and a Neighbourhood Convenience Commercial Block be received and referred to staff for processing and a subsequent report and publiC hearing. Resolution # GPA-786-84 Durham Regional Official Plan - Special Study Area No. 8 Moved by Councillor Hamre, seconded by Mayor Rickard THAT the Recommendation in Report PD-137-84 be endorsed; and I. That Report PD-137-84 be received; and 2. That the Region of Durham be advised that the Town of Newcastle has no objection to the deletion of Special Study Area No. 8 from the Durham Regional Official Plan; and 3. That the Region of Durham be further advised that the Town of Newcastle recommends that those lands covered by Special Study Area No.8 on Schedule A5 of the Regional Official Plan, be given land use designations consistent with tho,~of abutting lands; and That the Region of Durham be further advised that the Town of Newcastle recommends that those lands covered by Special Study Area No.8 on Schedule A4 of the Regional Official Plan be redesignated so as not to be included within the limits of the Major Urban Area of Oshawa; and 4. 5. That Report PD-138-84 be received; and 2. That the proposed modifications to By-law 84-63 included as Attachment No. I hereto, be approved and that Staff incorporate said revisions and modifications into By-law 84-63 prior to second and third reading_ of said by-law. "CARRIED" Councillor Cowman declared a Conflict of Interest in "Residential Designations R-l" in the Comprehensive Zoning by-law and refrained from discussion of the section and voting on the resolution. That Council approve the request of the Millbrook Correctional Centre Old Timers Hockey Team for permission to operate a Beer Garden at the Kendal Baseball Park on August 18th, 1984; and 3. That upon receipt of letters of approval from the various agencies the Club be prOVided with a letter directed to the Liquor Licensing Board, advising that the Council of the Town of Newcastle has no objection to the issuing of a Special Occasion Permit by the Board with respect to this event; and 4. That prior to the tendering Council approves the plans; That a letter be sent to the Chairman of the Newcastle Community Services Planning Board explaining that Council is acting on this matter at this time as the negotiating for the purchase of the property was authorized by Council in advance of the formation of the Newcastle Community Services Planning Board; and That the Baseline Community Centre Hall Board be advised of Council's actions. 6. 7. "CARRIED" Resolution #GPA-829-84 Moved by Councillor Hobbs, seconded by Mayor Rickard THAT Report TR-66-84 be received; and I. that Horst Hoensch, Orono, Ontario, with an offer in the amount of $13,000 be accepted for the sale of the Old Orono Fire Hall in accordance with all terms, conditions of Tender SD84-2; 2. that the funds generated from approved recommendation be credited to Municipal Acquisition of Real Property, #2900-X-3-6.
