TOWN OF NEWCASTLE General Purpose & Administration Committee October 1, 1984 Roll Call Minutes of a meeting of the General Purpose and Administration Committee held on Monday, October 1, 1984, at 9:30 a.m., in Court Room #2. Present Were: Councillor E.R. Woodyard, Chairman until 12:10 p.m. Councillor A. Cowman, Member Councillor D. Hamre, Member Councillor I.M. Hobbs, Member Councillor M. Hubbard, Member Councillor R. B. Taylor, Member Mayor G.B. Rickard, Member . Delegations Also Present: Chief Administrative Officer, D. Johnston Town Clerk, D. W. Oakes Deputy Clerk, G. Gray Director of Planning, T.T. Edwards until 3:20 p.m. Director of Public Works, R. Dupuis at 10:30 a.m. Fire Chief, J. Aldridge from 1:15 to 2:35 p.m. Mr. Randy Walters spoke to Committee on behalf of his family and the petitioners who are objecting to the proposed Official Plan Amendment, Part Lot 31, Concession 2, Clarke (Pedwell). He felt that more houses on the west side of Bellwood Drive would cause problems with increased traffic, safety for children, and dewatering of wells. He said that the present residents had no municipal services (water, sewers, garbage collection, playgrounds. lights) but were satisfied. He felt that allowing this amendment would set a precedent for other areas in the municipality. He also said that the property of the proposed amendment was Class 1, Agricultural land. He enjoyed the country life and the unrestricted view. Mr. Al Strike of Strike & Strike, represented Mr. M. Pedwell, the owner of the land. At the outset, he said that 16 more residents should be allowed to enjoy all the same benefits of which Mr. Walters had spoken. He said that the lots would not be estate residential lots, but would be lots in a 'rural cluster.' Mr. Pedwell would retain one lot as access to the property behind the proposed lots. He stated that all the services, natural gas, telephone, electric were already in place and the road had been upgraded. Bus services for schools is available and there is declining enrollment in the area schools. A soils report has been filed with the Regional Planning Department showing the adequacy of the soil for tile beds and a water supply. There have been no water and seotic problems on the lots on the east side of Bellwood Drive. . G.P.A. Minutes - 2 - October 1, 1984 . The property for the proposed amendment drains to the west and the lots on the east side of the road, to the east. The road is a dead end and 16 additional homes should not generate much more traffic. The owner of the land from 1929-1974 has said that it is not agricultural reserve land. Only one crop, hay, can be planted on this part of the farm. The proponent is requesting a 'rural cluster' zone designation and that the Region be asked to amend the Official Plan to permit rural clusters on both sides of the road. Mr. Harry Wade said that he had been divining welts for 40 years. He had examined the parcel in Question and there were 2 underground streams which would provide adequate water without affecting the houses on the other side of the road. . Mr. Hannu Halminen said that he is a resident of Bellwood Drive and a builder. He built 27 of the homes on the east side of the road. The well depthS are 35' - 115'with an average of 45' and 4 gal. per minute. The north half of the land on Bellwood Drive is orchard. The proposal takes up one half of frontage on Bellwood Drive. The north half drains to the east. Half acre lots would be large country lots outside of the Region. As a builder he feels the market potential is good for this type of development. Resolution #GPA-907-84 Moved by Mayor Rickard, seconded by Councillor Taylor THAT Don Welsh be heard representing the Durham Federation of Agriculture. "CARRIED" Mr. Welsh said that the Federation is concerned with the effect on agriculture in the future. The approval of these rural lots would set a precedent. Rural lots have serious implications on farming operations and devalue the farm property, as it is difficult to sell a farm surrounded by residential dwellings. Official Plan Amendment - Pedwell 60.30.124. - 3 - October 1, 1984 Resolution #GPA-909-84 Moved by Councillor Hobbs, seconded by Councillor Hamre THAT the following reports be received for information: PD-161-84, Summary of Land Division Committee Applications, August 1984; PD-162-84, Monthly Building Report for August 1984. "CARRIED" Resolution #GPA-910-84 Moved by Councillor Taylor, seconded by Mayor Rickard THAT the recommendations in Report PD-163-84 be endorsed; and 1. That Report PD-163-84 be received; and 2. That the Region of Durham be advised that the Town of Newcastle recommends that the application, submitted by M. Pedwell to amend the Durham Regional Official Plan to permit the Development of Sixteen (16) Estate Residential Lots in Part of Lot 31, Concession 2, Clarke, be denied without prejudice; and 3. That a copy of Council's decision be forwarded to the Region of Durham and each of the residents who have made submissions to the Town and the Region with respect to this application. Resolution #GPA-911-84 Moved by Councillor Cowman, seconded by Councillor Hobbs THAT Report PD-163-84 be TAbled, and the Town of Newcastle request that the Region review the Official Plan section on Clusters in rural and open space areas, and further that the Region review the rounding out and/or infilling in residential groupings that are not now defined as Clusters. Minutes Offical Plan Amendment - Luverme Investments 60.30.126. - 4 - October 1, 1984 Resolution #GPA-912-84 Moved by Councillor Hobbs, seconded by Councillor Hamre THAT the recommendations in Report PD-164-84 be endorsed; and 1. That Report PD-164-84 be received; and 2. That the Region of Durham be advised that the Town of Newcastle has no objection to the application submitted by Luverme Investments Limited to amend the Durham Regional Official Plan to permit the creation of nineteen (19) Estate Residential lots in Part of Lot 14, Concession 2, former Town of Bowmanville; and 3. That a copy of Council's decision be forwarded to the Region of Durham and the applicant. Proposed Subdivision Agreement 594829 Ontario Limited 60.46.135. "CARRIED" Resolution #GPA-914-84 Moved by Mayor Rickard, seconded by Councillor Taylor THAT the recommendations in Report PD-167-84 be endorsed; and 1. That Report PD-167-84 be received; and 2. That the attached by-law authorizing execution of a Subdivision Agreement between 594829 Ontario Limited and the Corporation of the Town of Newcastle be approved; and 3. That the Mayor and Clerk be authorized to execute the Subdivision Agreement between 594829 Ontario Limited and the Town of Newcastle at such time as an agreement has been finalized to the satisfaction of the Director of Public Works and the Director of Planning. Minutes Request for Crossing Guard - Orono 68.26.2. - 6 - October 1, 1984 Resolution #GPA-920-84 Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT the recommendations in Report CD-57-84 be endorsed; and 1. That this report be received; and 2. That the request for the placement of a School Crossing Guard to be located on Mill Street in the area of Millson Hill, Orono, be denied; and 3. That a painting program be undertaken by Public Works that would see the marking of the shoulder of the pavement on the west side of Mill Street from the island at Highway 35!1t5 southerly approximately 300 metres; and that pedestrian crossing lines be painted on the road surface at the intersection of Mill Street and Pigott Lane, and that the signage identifying the crossing be improved; and 4. That Public Works examine the possibility of constructing a sidewalk on the west side of Mill Street southerly from Pigott Lane to the vicinity of Millson Hill. "CARRIED" Resolution #GPA-931-84 Moved by Councillor Hamre, seconded by Councillor Hobbs WHEREAS considerable energy and dollar savings are possible through low cost/no cost energy conservation measures; THAT the Town of Newcastle commit the Municipality to a program of energy conservation with: a) an Energy Management Committee being formed; b) an Energy Co-Ordinator from staff being assigned to act as the contact and liaison person for energy; c) that the Energy Management Program involve all Town-owned properties; d) that the Deputy-Treasurer be responsible for monitoring all government grant programs and keeping the appropriate committee and staff informed of financial assistance available to the Municipality; . . .
