Purpose and Administration Committee,
held on Monday, October 15th 1984,
at 9:30 a.m., in Court Room #2.
Present Were: Councillor E.R. Woodyard, Chairman, until 12 Noon

Mr. Brian Devitt, Durham Regional Health Unit,
introduced the other members of the delegation re
the Newtonville Water Supply Study:
Mr. Brian Howieson, C.E.L, Ministery of the
Environment, Project Manager and Co-ordinator;
Mr. Raj Dhillon, P.Eng., Ministry of the Environment;
Mr. R. Cargil, P.Eng., Project Manager for McLaren
Consulting Engineers;
Mr. Dave Ruttan, P.Eng., McLaren Consulting Engineers;
Mr. Walter Evans of the Regional Works Department;
Mr. D. Trembley, Public Health Department.
Mr. Devitt asked Mr. Cargil to introduce the Study.
Mr. Cargil gave a presentation of the organization of
the document and a summary of the report. He said the survey
area covered the hamlet and extended to some neighbouring
lots. He presented the 2 alternatives for correcting the
problem of the contaminated wells:

1) Repairing existing wells and drilling 123 new wells;
2) Installing a communal water supply system.
The Study recommended alternative #1) for economic reasons.
Mr. Raj Dhillon gave an explanation of the grants which
would be prOVided for a project of this kind. 75% for
repairs and improvements and 15% for a communal water
system, which would be installed by the Region of Durham.
He said that it would require a resolution of Council
as soon as possible, to implement the report. The deadline
for applications for grants was October 1, 1984 for next
season, but might be considered if submitted in the next
couple of weeks. Money would be advanced Quarterly to
the Municipality in the case of the repair of existing
wells, and the Municipality would be responsible for
administration. There would be 2 summer construction
periods. The approval of a communal water supply system
might take from 3 - 5 years.

THAT the delegations be thanked and the Chief Administrative
Officer co-ordinate a meeting of Town and Regional staff,
Public Health Officials, representatives of the Ministry
of the Environment, to review the study and bring forward
a recommendation; and
Further that in the meantime, a meeting be held for
information purposes.

THAT the recommendations in Report TR-83-84 be endorsed; and
1. That this report be received; and
2. That Council accept the written proposal from Office
Equipment Company of Canada, Markham, Ontario, to rent
to purchase one only Canon NP500AF Photocopier at a
fixed monthly cost of $341.00 for a period of 60 months
with a buyout option of $1.00 at the termination of
the rental period; and
3. That the funds be drawn from the current operating
accounts which are allocated for the payment of the
current photocopy lease.

position of the Town of Newcastle for the month
ended September is as shown on the attached schedule; and
2. That the expenditures for the month of September
1984 be approved.
