Minutes of a meeting of the General Purpose and Administration Committee, held on Monday, October 15th 1984, at 9:30 a.m., in Court Room #2. Present Were: Councillor E.R. Woodyard, Chairman, until 12 Noon Councillor A. Cowman, Member Councillor D. Hamre, Member Councillor I.M. Hobbs, Member Councillor M. Hubbard, Member Counci llor R.B. Taylor, Member Mayor G. B. Rickard, Member Also Present: Chief Administrative Officer, D. Johnston Town Clerk, D. W. Oakes Deputy Clerk. G. Gray Director of Planning. T.T. Edwards, until 12 Noon Director of Public Works, R. DupuiS Treasurer, K. Campbell Mr. Devitt was not present at this time. Resolution #GPA-939-84 Moved by Councillor Taylor, seconded by Councillor Hamre THAT Committee continue with the Agenda and Mr. Devitt of the Regional Health Services, be heard when he arrives. Minutes Minutes Recess Newtonville Water Supply Study - 2 - October 15th 1984 Resolution #GPA-942-84 Moved by Councillor Hobbs, seconded by Mayor Rickard THAT a Town Flag be established with crest in centre and one or more apple blossoms in each corner on a white background. Resolution #GPA-943-84 Moved by Councillor Hubbard, seconded by Councillor Cowman THAT the matter be referred to a committee of Councillors Cowman, Hamre, Hobbs, and the Mayor as an ex-officio member, to consider and make a recommendation. "CARRIED" Resolution #GPA-945-84 Moved by Councillor Cowman, seconded by Councillor Taylor THAT there be a 5 minute recess. "CARRIED" Mr. Brian Devitt, Durham Regional Health Unit, introduced the other members of the delegation re the Newtonville Water Supply Study: Mr. Brian Howieson, C.E.L, Ministery of the Environment, Project Manager and Co-ordinator; Mr. Raj Dhillon, P.Eng., Ministry of the Environment; Mr. R. Cargil, P.Eng., Project Manager for McLaren Consulting Engineers; Mr. Dave Ruttan, P.Eng., McLaren Consulting Engineers; Mr. Walter Evans of the Regional Works Department; Mr. D. Trembley, Public Health Department. Mr. Devitt asked Mr. Cargil to introduce the Study. Mr. Cargil gave a presentation of the organization of the document and a summary of the report. He said the survey area covered the hamlet and extended to some neighbouring lots. He presented the 2 alternatives for correcting the problem of the contaminated wells: . . . G.P.A. Minutes - 3 - October 15th 1984 1) Repairing existing wells and drilling 123 new wells; 2) Installing a communal water supply system. The Study recommended alternative #1) for economic reasons. Mr. Raj Dhillon gave an explanation of the grants which would be prOVided for a project of this kind. 75% for repairs and improvements and 15% for a communal water system, which would be installed by the Region of Durham. He said that it would require a resolution of Council as soon as possible, to implement the report. The deadline for applications for grants was October 1, 1984 for next season, but might be considered if submitted in the next couple of weeks. Money would be advanced Quarterly to the Municipality in the case of the repair of existing wells, and the Municipality would be responsible for administration. There would be 2 summer construction periods. The approval of a communal water supply system might take from 3 - 5 years. Resolution #GPA-946-84 Moved by Councillor Hamre, seconded by Mayor Rickard THAT the delegations be thanked and the Chief Administrative Officer co-ordinate a meeting of Town and Regional staff, Public Health Officials, representatives of the Ministry of the Environment, to review the study and bring forward a recommendation; and Further that in the meantime, a meeting be held for information purposes. Resolution #GPA-949-84 Moved by Councillor Taylor, seconded by Councillor Hamre THAT the recommendations in Report TR-83-84 be endorsed; and 1. That this report be received; and 2. That Council accept the written proposal from Office Equipment Company of Canada, Markham, Ontario, to rent to purchase one only Canon NP500AF Photocopier at a fixed monthly cost of $341.00 for a period of 60 months with a buyout option of $1.00 at the termination of the rental period; and 3. That the funds be drawn from the current operating accounts which are allocated for the payment of the current photocopy lease. That in accordance with provision of Chapter 302, Section 81(1) of the Municipal ACt, R.S.O. 1980, The Treasurer reports to Committee that the cash position of the Town of Newcastle for the month ended September is as shown on the attached schedule; and 2. That the expenditures for the month of September 1984 be approved. That this report be received for information; and 2. That a copy of this report be forwarded to Mr. James A. Gordon. "CARRIED" Resolution #GPA-955-84 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT Report WD-80-84 be received for information. "CARRIED" Mayor Rickard declared a Conflict of Interest in Report WD-80-84, as the bridge comes within a few rods of his property and his property abuts the road in Question, and refrained from discussion and voting. . . . Minutes Other Business Tour of Industries Citizen of the Year Adjournment - 6 - October 9th 1984 Resolution #GPA-956-84 Moved by Mayor Rickard, seconded by Councillor Hubbard THAT the Mayor arrange for Council to tour a number of industries in the Town on October 29, 1984. "CARRIED" Resolution #GPA-957-84 Moved by Councillor Hamre, seconded by Councillor Taylor THAT the Mayor send a letter to all groups in the Town and to the editors of the newspapers, reminding them of "Citizen of the Year" nominations.
