Dupuis, at 10:15 a.m. Re: Zoning By-law Amendment, Part Lot 15, Concession 3, former Township of Darlington (Van Andel & Gust 542985 Ontario Ltd.) Public Meeting . The Chairman announced the purpose of the Public Meeting: As required under the new Planning Act, Section 34, Council is holding a Public Meeting on the proposed rezoning for Part of Lot 15, Concession 3, in the former Township of Darlington, before either adopting or rejecting the proposed zoning by-law amendment. He asked if there was any person present who wished to speak to this by-law. Before hearing from anyone wishing to speak to this matter, he asked the Clerk to advise on the manner of Notice. The Clerk advised that the Notice was sent by prepaid mail on October 1, 1984, to all owners according to the last assessment roll within 120 metres of the property, a sign had been posted on the property, and the necessary procedures had been followed. The Chairman advised that Questions may be asked concerning the manner of notice or the purpose and effect of the By-law. All Questions must be addressed through the Chair. . G.P.A. Proposed Plan of Subdivision 18T-84021 - And Rezoning, 542985 Ontario Limited 60.35.235. . - 2 - November 5, 1984 The Chairman advised any person Wishing further notice of the passage of the by-law, if it is passed, to please leave his name, address and telephone number with the Clerk before leaving. The Director of Planning described briefly the purpose and effect of the by-law which was to change the zone category of a portion of a 2.443 hectare (6.04 acre) parcel of land located in Part Lot 15, Concession 3, former Township of Darlington from "A-Agricultural" to "RE-Residential Estate" and would permit the development of five (5) residential estate lots. No person spoke in objection to or in support of the application. The Chairman declared this portion of the public meeting closed. Mr. Patrick Meehan of Neon Products Ltd., spoke to Committee relative to a sign for the Fifth Wheel Truck Stop. He said that he was asking for a billboard sign on the Keith Crago Farm, 5 km from the Truck Stop. He said that drivers need a lead time on the highway to be prepared to stop. The necessary by-law amendment had been advertised and there had been no objections, however, Council had denied the amendment to the Sign By-law which would permit this type of sign. He asked Committee to reconsider the amendment at this time. That the Region of Durham be advised that the Town of Newcastle recommends approval of Plan of Subdivision 18T-84021 dated November 21, 1983, subject to the conditions contained in Attachment No. 1 to this report; and 3. That application for rezoning in respect of Part of Lot 15, Concession 3, former Township of Darlington be approved, and that the attached By-law to amend By-law 84-63 be forwarded to Council for approval; and 4. That a copy of Staff Report PD-170-84 be forwarded to the Region of Durham. "CARRIED" G.P.A. Resolution #GPA-962-84 Proposed Amendment Moved by Councillor Hubbard, seconded by Councillor Hobbs to Darlington Official Plan (Courtice) and THAT the recommendations in Report PD-180-84 be endorsed; and Neighbourhood 3B Development Plan 1. That Report PD-180-84 be received; and 60.34.102. 2. That staff be authorized to proceed with the Public Notice for an amendment to the Official Plan for the former Township of Darlington related to the locational and bUffering requirements of medium and high density development; and 3. That staff be further authorized to proceed with a public notice for a related amendment to the Courtice Neighbourhood 3B Development Plan. "CARRIED AS AMENDED" . That Report PD-181-84 be received; and 2. That the attached by-law authorizing the execution of an amending agreement between Walter Schleiss and Raymond D. Holland and the Corporation of the Town of Newcastle be approved. That the Ministry of Natural Resources be advised that the Town of Newcastle has no objections to the proposed Wetland Guidelines at this time and that the Ministry be requested to provide the Town with further information relative to the Wetland Evaluation System and a statement relative to their position on municipal works which may impact upon wetlands; and 3. That a copy of Staff Report PD-182-84 be forwarded to the Regional r~unicipality of Durham for their information. That this report be received; and 2. That Report PD-143-83 be lifted from the Table and dealt with; and 3. That the request by the Local Architectural Conservation Advisory Committee that the Clarke Museum/Library be designated as an historic building be denied; and 4. That the L.A.C.A.C. be advised of this decision. . The Chairman declared a Conflict of Interest as the owner of abutting property, and asked Councillor Cowman to take the Chair. Minutes .priorities 10.57.5. . . 1985 - 7 - November 5, 1984 Resolution #GPA-976-84 Moved by Councillor Hamre, seconded by Councillor Hubbard THAT the recommendations in Report Admin 70-84 be endorsed; and 1. That Administrator's Report ADMIN 70-84 be received; 2. That Council authorize staff to consider as part of the 1985 current budget and capital forecast the following items: a) Budgeting $67,000 in 1985 towards the Bowmanville Memorial Hospital Renovation Expansion Fund; b) Recommending to the incoming Council for 1986 to 1988 that similar contributions be made in the years 1986 and 1987 for a total contribution from the Town of Newcastle of $201,000 over three years; c) Continuing to take maximum advantage of subsidies available through the Ministry of Transportation and Communications; d) Tabling any consideration in the funding of a new Bowmanville Arena until the feaSibility study is completed; 3. a) That Council establish a policy that any monies in excess of $400,000 in the general surplus from 1984 and subsequent years be transferred to the Administrative Improvement Reserve Fund; b) That during 1985 Council select a preferred site for a new administrative centre. That Administrator's Report ADMIN 86-84 be received; 2. That Mr. Joseph P. Caruana be named as Energy Conservation Program Co-ordinator; 3. That an Energy Conservation Committee composed of one member of Council, the Energy Conservation Program Co-ordinator and Department Heads be formed to meet as required to implement low-cost no-cost energy conservation measures; . That Fairway Property Maintenance Ltd., Bowmanville, Ontario, with a bid in the amount of $491.00 per call-out, being the lowest responSible bidder, meeting all terms, conditions, and specifications of Tender T84-19 be awarded the contract to provide snow clearing and winter maintenance to sidewalks and parking lots as required by the Town of Newcastle for the 1984/85 winter season; and 3. That this report be received; and 2. That the Works Department install a fence and gates on unimproved road allowances, as follows: a) the road allowance between Lots 2 & 3 in Concession 4 of the former Township of Darlington; b) the road allowance between Lots 24 & 25 in Concession 9 of the former Township of Darlington. 3. That recommendation 2, above, be subject to the condition that all abutting property owners agree with the proposal in writing. 4. That all abutting property owners be provided with complementary keys to allow them access to their lands. "CARRIED" The Director of Public Works Reported that 3 teams from the Town's Works Department, one from each division, competed in the 1st Annual Durham Region Public Works Snow Plough Competition and made a very good showing, one team placing 4th and one 6th out of 18 teams.
