The Chairman announced the purpose of the public meetin9: As required under the new Planning Act (Section 34(2) Council is holding a public meeting on the proposed rezoning for Part of Lot 34, Concession 3, former Township of Darlington, before either adopting or rejecting the proposed zoning by-law amendment. The Clerk advised that the notice was sent by prepaid first class mail on November 30, 1983, to all those within 120 metres of the property, and the necessary procedures had been fo 11 owed. The Chairman advised any person wishing further notice of the passage of the by-law if it is passed, please leave his name, address and telephone number with the Clerk before leaving. The Planner described briefly the purpose and effect of the by-law, which was to rezone 39.96 hectares in Lot 34, Concession 3, Darlington, from "A" - Agriculture to a Special Provision By-law, to permit the development of a residential subdivision. The Chairman advised that questions may be asked concerning the manner of notice or the purpose and effect of the by-law. All questions must be addressed through the Chair. . Mr. Keith Heinrich, a landowner on Darlington Blvd., spoke for himself and other landowners on the Blvd. He said that the plan called for semi-detached housing. Although this housing did not face Darlington Blvd., he felt it would depreciate the value of his property. He asked when sewer and water would be available to residents on Darlin9ton Blvd., S., and what were the Town's plans for upgrading the road. Mr. Stewart Beatty of Proctor Redfern, represented the proponent. He advised that the application had been approved under the name of Schleiss and Holland. He supported the rezoning and advised that the semi-detached housing would face on internal streets. Single family units would face on Darlington Blvd. The Chairman declared this session closed. Minutes . Public Meeting Penwest Delegations . Bicentennial project at the Bowmanville Library Reports Encroachment of a Private Dwelling on Town-owned Road Allowance, Ormiston Street, Hampton (16.34.105.) . - 5 - January 3, 1984 Mr. Robert Mutton spoke to the rezoning. He advised that the street on the plan was all on his and his neighbours' property. He also questioned the measurements of his boundary which did not agree with the measurements on his deed. He said that he was not interested in developing his property. Mrs. Vanderveer, who owns the property next to Mr. Mutton, objected to the road going on her property. She said she had had no dialogue with the proponents. Mr. D. A. Trinaistich, representing Penwest Development Corporation, said that he had not been able to speak to Mr. Mutton before the meeting but was sure they could sort out the discrepancy in measurements. He said that the street in question, would not be needed until the property to the north was developed which would be some time in the future. The matter could be dealt with through the subdivision agreement. He would get in touch with Mr. Mutton and Mrs. Vanderveer. The Chairman declared this session closed. Mrs. E. Haunsberger spoke to the Committee relative to a proposed Bicentennial project at the Bowmanville Library. In liaison with Mitchell's Corners and Maple Grove Schools, the proposal was to create a bas relief 9" by 187 linear feet below the ceiling in the Bowmanville Library, depicting the ethnical and cultural development of the Town of Newcastle. If Council approves the project, research would begin immediately and, it is hoped the project would be completed by November 1984. The project would be supervised by Andrea MacDonald, research, Mrs. Geraldine Balint, actual clay work, Mrs. Joan Greenway and Mrs. Haunsberger. The funds for the project would come partly from the children, the Rotary Club and funds would be requested from Wintario. She asked for Council 's permission to proceed with this project. Resolution #GPA-3-84 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the recommendations in Report WD-I-84 be endorsed; and 1. That permission be granted to John and Jane Thomas, their heirs, successors and assigns, the right to maintain and use such portion of the building as constitutes an encroachment upon a public highway, for so long as the encroachment is not required for municipal purposes, said encroachment bein9 over Part 1, Plan 10R1741; and G.P.A. Public Meeting Shirley Henry The Planner described briefly the purpose and effect of the by-law, which was to rezone a 0.425 hectare parcel of land located in Part of Lot 31, Concession 6, former Township of Clarke from "A-Agriculture" to "A-Agriculture subject to a special provision", to permit one residential buildin9 lot having a lesser lot area than the present by-law requirements. The Chairman advised that questions may be asked concerning the manner of notice or the purpose and effect of the by-law. All questions must be addressed through the Chair. No person questioned the procedures or notice. No person spoke in objection to or in support of the rezoning by-law. The Chairman declared this session closed. THAT the recommendations in Report Admin 84-5 be endorsed; and 1. That this report be received; and 2. That a letter be sent to the Ontario Minister of the Environment, the Honourable Andy Brandt, urging him to publicly support the holding of hearings under the Federal Environmental Assessment Legislation and to urge his counterparts at the Federal level to support such hearings; and . 3. That similar letters be sent to the Federal Ministers of Energy and Environment and that such letters also urge the Federal Ministers to provide intervenor funding to both SEAP and the Port Granby Monitoring Committee if so requested; and 4. That a letter be sent to Eldorado Resources Ltd., requesting them to submit themselves to the hearing process under the Federal Environmental Assessment Legislation. The letter should also indicate that while the Town is prepared to make comments on all of the reports forwarded to the Town, the Corporation lacks personnel who are trained in the handling of nuclear wastes and as such would not be prepared to provide either lengthy or technical comments. The letter should also indicate the Town's desire to receive copies of all reports and correspondence concerning the site selection process. Finally, the letter should indicate that although Council is prepared to listen to representations made by Eldorado Resources Ltd., they prefer that any dialogue on this issue be with the Port Granby Monitoring Committee which was established by Council for this purpose.
