Zoning By-law Amendment
Part Lot 29, Concession 2, former Village of Newcastle (Kraco)
The Chairman announced the purpose of the public meeting:
As required under the new Planning Act (Section 34(2)
Council is holding a public meeting on the proposed rezoning
of a 2,973.3 sq. metre parcel of land located in Part Lot 29,
Concession 2, former Village of Newcastle, before either
adopting or rejecting the proposed zoning by-law amendment.
Roll Call

Before hearing from those wishing to speak to this matter,
she asked the Clerk to advise on the manner of notice.
The Clerk advised that the notice was sent by prepaid first
class mail on December 14, 1983, to all those within 120
metres of the property, and the necessary procedures had
been followed.

The Chairman advised that questions may be asked concerning
the manner of notice or the purpose and effect of the by-law.
All questions must be addressed through the Chair.
Mrs. Diane McCurdy and Mr. McCurdy, 304 King St. W., Village
of Newcastle, who live abutting this property, object to
the development. They cited loss of privacy and devaluate
of property as a result of the proposed rezoning. They said
they do not object to single family dwellings being constructed
on the property.

Mrs. Margaret Maskell, 320 King St. W., Village of Newcastle,
spoke on behalf of other people living in the area. They
object to this type of development because of an increase
in traffic and dangerous entrances from Highway #2. She
said she had lived there for 15 years.
Planner Larry Taylor explained the Purpose and Effect of
the by-law which would be to rezone a 2,973.3 square metre
parcel of land from "RI-Residential" and "RU-Rural" to a
special provision by-law to permit the construction of a
residential four-plex.
No person spoke in support of this rezoning.
The Chairman declared this Public Meeting closed.

THAT Mr. Devon Biddle be heard regarding Report PD-16-84
and Report PD-25-84.

Mr. Tom Cowan spoke to Committee on behalf of the Directors
of the Memorial Hospital Foundation - Bowmanville. He
presented a brief outlining the proposed expansion to the
Hospital and a schedule of the required funding. The total
cost of the project - $5,400,000. of which $3,000,000. would
be funded by the Ministry of Health and 2,400,000. would be
local responsibility. The brief suggested that $600,000
would be required from the Municipality.
Ms. Diane Rue was present but indicated that she did not
wi sh to speak.
Mr. Devon Biddle spoke to Report PD-16-84, Proposed Plan of
Subdivision 18T-81013 - 1927 Investments Ltd. He supported the
staff recommendation but drew to Committee's attention that
the need for a community water service had been deleted from
the requirements and the development would be on wells and
septic tanks.
He also spoke to Report PD-25-84 Proposed Plan of Subdivision
18T-82034 - Van Andel & Gust. He supported Recommendation 1
and 2 in the report. He suggested further discussion with
regard to the Fire Protection requirements in By-law 81-30.
He suggested the use of a hydrant and contributions to the
Town's fire equipment as an alternative.

position of the Provincial Government;

Environment noting our concerns and requesting the Federal
Minister to investigate; and

NOW THEREFORE the Council of the Corporation of the Town of
Newcastle directs that in 1983 and all subsequent years, that
the consolidated audit opinion for the Corporation of the
Town of Newcastle shall be considered to cover the activities
of the Museum Boards, the Business Improvement Areas and all
other local Community Centre and Arena Boards with the
exception of the Newcastle Public Library.
