Concession, former Township of Darlington The Chairman announced the purpose of the public meeting. As required under the new Planning Act (Section 34), Council is holding a public meeting on the proposed rezoning for Parts of Lots 15, B.F. Concession, former Township of Darlington, before either adopting or rejecting the proposed zoning by-law amendment. Before hearing from those wishing to speak to this matter, she asked the Clerk to advise on the manner of notice. The Clerk advised that the notice was sent by mail, on December 15th 1983, to all those within 120 metres of the property, and the necessary procedures had been fo 11 owed. . The Chairman advised any person wishing further notice of the passage of the by-law, if it is passed, please leave his name, address and telephone number with the Clerk before leaving. The Planner described briefly the purpose and effect of the by-law, which was to change the zoning category of the subject lands from "A-Agriculture" to a Special Provision By-law, to permit the use of the lands for a take-out-restaurant. G.P.A. Minutes Public Meeting re Klawitter . Rezoning - Havelberg Dog Academy, W. Klose (60.35.219.) . Haydon Hamlet Development Plan - G. Dallas (60.34.103.) . - 2 - February 6, 1984 The Chairman advised that questions may be asked concerning the manner of notice or the purpose and effect of the by-law. All questions must be addressed through the Chair. No person spoke in objection to the Rezoning. Mr. Terry Klawitter, 13 Roser Crescent, Bowmanville owner of the property, spoke in support of the rezoning. He said he has no objection to the 8 foot road widening dedication to the Town. He has engaged an engineer to do the engineering report for the Region. The report should be available today. He has applied to C.L.O.C.A. for a fill and construction permit. He presented a layout of the proposed restaurant with seating for 75. He is negotiating a franchise with Dari-Queen and would employ 20 - 25 people. He had no difficulty with the report. The Chairman declared the public meeting closed. Resolution #GPA-128-84 Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT the recommendations in Report PD-28-84 be endorsed; and 1. That Report PD-28-84 be received; and 2. That the application submitted by Mr. W. Klose of the Havelberg Dog Academy to rezone a 4.0 hectare (10.0 acres) parcel of land in Part of Lot 25, Conc. 5, former Township of Clarke, to permit the use of the subject lands for the operation of an Exotic Cat Sanctuary, a Dog Training and Kennel Operation and a Recreation/Fitness Centre be referred to staff for processing and a subsequent report and public hearing. That the Policy for the installation of street lighting as adopted by Council on March 10, 1980 (Schedule A) be rescinded, effective with the passing of By-law 84- (attached); and 3. That the policy for the installation of street lighting (Schedule B) be approved, effective upon the passing of by-law 84- (attached); and 4. 5. That the necessary amendments to the street lighting taxation charges to bring the policy into effect be made for the 1984 taxation year (By-l aw attached); and That By-law 84- being a by-law to establish a policy with respect to criteria and warrants for street lighting within the Town of Newcastle be amended as follows: . "THAT Section A" - General Policies for Street Lighting: 1. Where one or more of the following warrants is satisfied, and where the provision of street lighting is economically feasible, the Town will provide funds for the installation of such street lighting. 2. Street light installations will be funded from current revenue only, and will be constructed only if funds are available in the budget. 3. "CARRIED" Resolution #GPA-166-84 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT the recommendations in Report WD-18-84 be endorsed; and 1. That this report be received; and 2. That the unopened portion of Concession Street, between Regional Road 57 and Old Scugog Road in Bowmanville, be closed and conveyed to the abutting owners; and 3. That the value of the lands involved be established in the amounts of $3,100.00 for Part 1, $560.00 for Part 2, $1,200.00 for Part 3; and 4. That the closure and conveyance be approved subject to the following conditions: (a) That all parts be acquired by the abutting land owners, who would normally be entitled to the lands, i.e., Part 1 to Stevens, Part 2 to Pypker, Part 3 to the Bowmanvi 11 e Foundry; (b) That the lands conveyed be subject to easements in favour of any utility companies whose services are located on them. 5. That staff be authorized to complete the procedure for closure and conveyance of this road allowance in accordance with Town Policy. "CARRIED" G.P.A. "CARRIED" Resolution #GPA-169-84 Personnel Matter Moved by Councillor Hubbard, seconded by Councillor Cowman . THAT the meeting be 'in camera' to discuss a personnel matter. "CARRIED" Councillor Cowman left the meeting at this time. Councillor Cowman returned to the table. On being put to a vote, amending Resolution #GPA-151-84 was "LOST" Resolution #GPA-150-84 was "CARRIED" Adjournment Councillors Cowman and Hubbard left the meeting. The Chairman decl ared the meeting adjourned at 12:10 p.m., because there was not a quorum present. .
