Zoning By-law Amendment, Part Lot 19, Concession 2,

The Chairman announced the purpose of the Public Meeting.

As required under the new Planning Act, Section 34
Council is holding a Public Meeting on the proposed
rezoning for Parts of Lot 19, Concession 2, in the
former Township of Darlington, before either adopting
or rejecting the proposed zoning by-law amendment.
She asked if there was any person present who wished
to speak to this by-law.
No person was present to speak to this matter.
Before hearing from anyone wishing to speak to this
matter, she asked the Clerk to advise on the manner
of Notice.
The Clerk advised, that the Notice was sent by prepaid
mail on January 9, 1984, to all owners and tenants, according
to the last assessment roll, within 120 metres of the
property and the necessary procedures had been followed.

of the passage of the by-law if it is passed, to please
leave his name, address and telephone number with the
Clerk before leaving.

The Director of Planning described briefly the
purpose and effect of the by-law which was to change
the zoning of a 1,306.0 square metres (0.3 hectares)
parcel of land from "C2-Highway Commercial" to a
Special Provision By-law, to permit the use of the
subject lands for a produce market.
The Chairman advised that questions may be asked
concerning the manner of notice or the purpose and
effect of the by-law. All questions must be addressed
through the Chair.
No person spoke in objection to or in support of the
application.
The Chairman declared this portion of the Public
Meeting closed.

rezoning for Parts of Lot 13, Concession 1, in the
former Town of Bowmanville, before either adopting
or rejecting the proposed zoning by-law amendment.

Public Meeting
(J. Chow)
Mr. M. Conaghan, 1 Scugog Street, questioned the
meaning of a Special Zoning By-law and the extent
of the property being rezoned relative to Scugog
Street. He asked what the hours of operation of
the restaurant would be. He felt the rezoning would
devalue his property. He questioned why the proposed
restaurant could hook up to sewers when other proposals
could not. He also suggested there would be traffic
problems at the traffic lights at Scugog and King.
Mr. Gord Linton, 4 Scugog Street, said that he had the
same concerns as Mr. Conaghan. He asked exactly how
far south the rezoning would go. He also suggested
parking problems and problems with litter associated
with drive-in restaurants.
No one spoke in support of the application.
The Chairman declared this portion of the Public

former Township of Clarke, before either adopting or

The Chairman advised that questions may be asked concerning
the manner of notice or the purpose and effect of the by-law.
All questions must be addressed through the Chair.
Mr. Ken Allin, R. R. #1, Orono, spoke in support of the
application. He said the property has not been farmed
since 1928, and has been used for pasture only. He needs
the addit i ona 1 space for the expans i on of hi s business.
The business will be employing more people.
Mr. Ed Vanhamburg, owner of the business, also spoke of
the need for expansion for recreational vehicle sales.
He now employs 26 people and will employ 40 within a
year. He also said the land has not been farmed and
would be an asset for expansion.
The Chairman declared this portion of the Public

former Township of Clarke, before either adopting
or rejecting the proposed zoning by-law amendment.

opportunity;

THAT the recommendations in Report WD-28-84 be endorsed; and
1. That this report be received; and
2. That the Town approve of the Salvation Army holding a
parade on March 24, 1984, beginning at 1:30 p.m., in
accordance with Town Policy; and
3. That such approval be subject to the securing of a
Road Occupancy Permit from the Works Department and
appropriate arrangements for signing and barriers
being made; and
4. That the Salvation Army be advised that they should
secure the necessary approvals from the Durham Region
Works Department for the portion of the parade route
on Liberty Street; and
5. That the Salvation Army be advised accordingly.
