Public Meeting Zoning By-law Amendment, Part Lot 25, Concession 2, former Township of Darlington (Anderson) The Chairman announced the purpose of the Public Meeting: As required under the new Planning Act, Section 34, Council is holding a Public Meeting on the proposed rezoning for Part of Lot 25, Concession 2, in the former Township of Darlington, before either adopting or rejecting the proposed zoning by-law Amendment. He asked if there was any person present who wished to speak to this by-law. No person indicated a desire to speak to this amendment. Before hearing from anyone wishing to speak to this matter, he asked the Clerk to advise on the manner of Notice. The Clerk advised that the Notice was sent by prepaid mail on February 29, 1984, to all owners and tenants, according to the last assessment roll within 120 metres of the property and that the necessary procedures had been followed. . Newcastle Public Library Board Schi ckedanl4_ Developments Rezoning - Amyotte . - 2 - April 2, 1984 The Chairman advised any person wishing further notice of the passage of the by-law, if it is passed, to please leave his name, address and telephone number with the Clerk before leaving. The Director of Planning described briefly the purpose and effect of the by-law which was to change the zoning of a 0.80 hectare (2.0 acre) parcel of land located in Part of Lot 25, Concession 2, former Township of Darlington, from "A -Agriculture" to a Special Provision By-law to permit residential development in the form of i nfi 11 i ng. The Chairman advised that questions may be asked concerning the manner of notice of the purpose and effect of the by-law. All questions must be addressed through the Chair. No person spoke in objection to or in support of the application. The Chairman declared this portion of the Public Meeting closed. Mr. Ron Amyotte was not present at this time. Louise Aasen, Vice-Chairman and Finance Chairman of the Newcastle Public Library Board spoke to Committee relative to the 1984 Municipal Grant. She said that most of the members are new to the Board and they have no Chief Librarian at the present time. She stated that the 5% increase in the Grant is not sufficient to allow the Library to function as it should. Provincial Grants have not been increased for 1984. There are some one- time costs this year, such as maintenance of the new heating system and salary settlements as a result of union negotiations. The Board is requesting additional funding of $15,000 in order to maintain the present level of service. Mr. John Kennedy of Marshall, Macklin, Monaghan Limited, representing Schickendanz Developments, spoke to the extension of draft plan approval for Subdivision 18T-75526. Staff is recommending a one year extension. Because there is no indication that development in that area will take place within one year, he requested a two year extension. Mr. Ron Amyotte spoke to Committee relative to a proposed Industrial Subdivision, Part Lots 31 & 32, B.F. Concession, Darlington. He did not feel that Industrial Subdivisions should be subject to external costs - such as road reconstruction. He said his application for rezoning had been submitted 10 years ago and had been held up for various reasons. He asked Committee to provide policy direction to staff. . . . G.P.A. Resolution #GPA-295-84 Rezoning - Toronto Moved by Councillor Hubbard, seconded by Councillor Hamre Dominion Bank (formerly Riznek Construction) THAT the recommendations in Report PD-84-84 be endorsed; and 60.35.335. Rezoning - Madgwick 60.35.226. 1. That Report PD-84-84 be received; and 2. That the application submitted by Toronto Dominion Bank to rezone a 8.13 hectare parcel of land in Part of Lot 34, Concession 2, former Township of Darlington, to permit an eighty-five (85) lot residential plan of subdivision, be referred to staff for processing and a subsequent report and public hearing. That the attached by-law authorizing execution of an Agreement between 507886 Ontario Limited and the Corporation of the Town of Newcastle be approved; and 3. That Council consider Mr. Amyotte's request for relief from the Town's requirements and provide staff with further direction relative thereto.
