Minutes of a meeting of the General
Purpose and Administration Committee,
held on Monday April 1, 1985, at
9:30 a.m., in Court Room #2.

Public Meeting re Gearing Rezoning
The Chairman announced the purpose of the public meeting:
As required under the new Planning Act (Section 34(12) Council is
holding a public meeting on the proposed rezoning for part of Lot
32, Concession 3, former Township of Darlington, now in the Town of
Newcastle, before either adopting or rejecting the proposed zoning
by-law amendment.
She asked if there were any persons wishing to speak to this matter.
No person indicated a desire to speak.
Before proceeding with this matter, she asked the Clerk to advise on
the manner of notice.
The Clerk advised that notice was sent by mail on March 1, 1985 to
persons according to the last assessment roll, within 400' of the
site and public notice was posted or. the site on March 1, 1985.
The notice complied with the regulations under the new Planning Act.
The Chairman advised any person wishing further notice of the passage
of the By-law, if it is passed to please leave his name, address and
telephone number with the Clerk before leaving.
She then called on the Planner to briefly describe the purpose and
effect of the By-law, and how the by-law accomplishes the stated purpose.
The Planner advised that the purpose of the proposed rezoning is to
change the zone designation of 4.83 ha (11.94 acres) parcel of land
located in Part Lot 32, Concession 3, former Darlington Township, now
in the Town of Newcastle from "Agricultural (A)" and "Environmental

Protection (EP)" to "Residential Estate (RE) -Special Provision"
to permit the development of twelve residential estate lots.
The Chairman advised that questions may be asked concerning the manner
of notice or the purpose and effect of the By-law. All questions must
be directed through the chair.
There were no questions.
The Chairman advised that Council would now hear from objectors,
explaining that Council wishes input prior to a final decision.
There were no objectors.
Mr. D.G. Biddle, speaking for the applicant indicated support for
the rezon i ng.
The Chairman declared this public meeting closed.
Public Meeting re Amendments to the Comprehensive Zoning
By-law 84-63
The Cha~rman announced the purpose of the public meeting:
As required under the new Planning Act. (Section 34(12) Council is
holding a public meeting on a number of housekeeping amendments to
By-law 84-63 before either adopting or rejecting the proposed zoning
by-law amendment.
She asked if there were any persons present wishing to speak to this
matter.
No persons indicated a desire to speak.
Before proceeding with this matter, she asked the Clerk to advise on
the manner of notice:
The Clerk advised that Public Notice was published in the Oshawa Times,
the Bowmanville Statesman, the Newcastle Independent, the Newcastle
Reporter and the Orono Weekly Times on February 20, 1985 and the
notice complied with the regulations under the new Planning Act.
She then called on the Planner to briefly describe the purpose and
effect of the By-law, and how the by-law accomplishes the stated
purpose and the Planner advised the purpose of the proposed zoning
by-law is to make amendments of a housekeeping nature to By-law 84-63.
The effect of thepro~osed zoning by-law would be to:
i) add definitions for "Dry Light Industry", "Transport Service
Estab I i shment" and "Transport or Cartage Depot";
ii) permit encroachments of balconies, canopies, unenclosed porches,
steps or patios into a required front year, and limit interior
side yard encroachments in order to maintain a minimum interior
side yard of, no less than, 1.2 metres;
iii) reduce the setbacks for parking areas in Commercial Zones;
iv) specify interior side yard requirements for duplex dwellings
located in an R1 Zone;
v) correct a typographical error contained in Section 19.1(b)(xix);

vi) cross-reference zone provIsions affecting existing motor
vehicle service stations or fuel bars located in C4 or C5
Zones;
vii) add Transport Service Establishments as a permitted use in
Industrial zones;
viii) change to Urban Residential Type 3 (R3) Zone the zoning of the
existing street townhouses located on Wilde and Hailey Courts
and the east side of Hobbs Drive from the Bowmanville Mall south
to, but not including Lot 51 on Registered Plan 698 all of
which are located on Block C of said registered plan;
ix) bring into conformity with the Durham Regional Official Plan,
the zone designations of lands located in Part of Lot 28,
Concession 4, former Township of Clarke, and more particularly
all of those vacant, residential or agricultural lands situated
south of Fred's Fruit Market and having frontage on the east
side of Provincial Highway 35/115.
No one spoke in objection to or support of the amendments.
The Chairman declared the Public Meeting Closed.
Mr. Mangar was not present.
Mr. D.G. Biddle spoke to Report PD-51-85. He said that he and his
client, Mr. Gearing, were in general agreement with the conditions
of subdivision. He had some minor comments;
I) Condition 1 on Attachment 1., (8) lots should be (10) lots;
2) Condition 8 - his client would like to retain and renovate the
present dwelling. He asked that this condition be deleted or
modified.
3) He asked that Block 17 be deleted from the Plan of subdivsion
until the Official Plan Amendment has been dealt with.

THAT an application submitted by Mr. M. Mangar to rezone a parcel
of land in Part of Lot 28, Concession 5, former Township of Clarke
to expand the uses permitted in conjunction with the existing motor
vehicle service station be referred to Staff for processing and
subsequent report and public hearing.

THAT the recommendation in Report WD-26-85 be endorsed; and
THAT advertisements advising of Public Works Week and inviting
members of the public to contact the Works Department for information
about the activities of the Department be placed in the local news-
papers; and,
THAT such ads include the following proclamation:
Whereas the health, safety and comfort of the community is greatly
dependent on the facilities and services provided by the
Public Works Department; and,
Whereas the support from the community is vital in the continuing
efficient operation of the Public Work's Services such as
street maintenance, refuse collection, water and sewer systems,
road construction and snow removal; and,
Whereas the quality and effectiveness of these facilities and services
are dependent on the continued efforts and skills of Public
Works Department Staff;
Now therefore, the Council of the Corporation of the Town
of Newcastle does hereby proclaim May 19th to May 25th, 1985,
"Public Works Week" in the Town of Newcastle to recognize the
efforts of the Public Works Department in providing for health,
safety, and comfort in the community.
THAT letters be sent to area school boards inviting them to arrange
student tours of Works facilities and that such invitations request a
response by May 10, 1985.
