Purpose and Administration Committee,
held on Monday, April 15th 1985, at
9:30 a.m., in Court Room #2.

Public Meetings
Proposed Zoning By-law Amendment, Part of Lot 6,
Concession 2, former Township of Clarke (Greg Gray)
The Chairman announced the purpose of the public meeting.
As required under the new Planning Act (Section 34(12)),
Council is holding a public meeting on the proposed rezoning
for part of lot 6, Concession 2, former Township of Clarke,
before either adopting or rejecting the proposed zoning
by-law amendment.

She asked if there were any persons present wishing to
speak to this matter. One person indicated a desire
to speak.
Before proceeding with this matter, she asked the Deputy
Clerk to advise on the manner of notice. The Deputy Clerk
advised that the public notice was mailed to property
owners within 120m, and notice of the public meeting
was posted on the property on March 14, 1985, and the
notice complied with the regulations under the new
Planning Act.
The Chairman advised any person wishing further notice of
the passage of the by-law, if it is passed, to please
leave his name, address and telephone number with the
Deputy Clerk before leaving.

The Chairman called on the Planner to briefly
describe the purpose and effect of the by-law, and how the
by-law accomplishes the stated purpose. The Planner
advised that the purpose of the proposed by-law amendment
would be to incorporate a general amendment to By-law
84-63 regarding the parking and storage of commercial
motor vehicles. The effect of the proposed by-law
amendment would be to permit the parking or storage of
a maximum of two commercial motor vehicles as an accessory
use on lots in the Agricultural Zone.
The Chairman advised that questions may be asked concerning
the manner of notice or the purpose and effect of the By-law.
All questions must be asked through the Chair.
The Chairman advised that Committee would now hear from
objectors, first explaining that Council wishes input prior
to a final decision. There were no objectors.
The Chairman advised that Committee would now hear from
those in support. NO one spoke in support.
The Chairman then called on the applicant. Mr. Greg Gray
advised that he had 2 tractor trailers parked on the
property. He owns 3 tractor trailers but could park
one elsewhere. He supported the rezoning.
The Chairman declared the public meeting closed.

permitted uses within the "Agricultural (A) and
Agricultural Exception (A-1)" Zones, a "Bed and Breakfast
Establishment" and "Vacation Farm Establishment."
The Chairman announced the purpose of the public meeting.
As required under the new Planning Act (Section 34(12)),
Council is holding a public meeting on an amendment to

and vacation farm establishments, before either adopting
or rejecting the proposed zoning by-law amendment.

"Vaci:ltionrFar'm Establi!shmertts'~ as a permitted
use in "Agricultural (A)" and "Agricultural
Exception (A-1)" Zones;
iii) add parking requirements within Section 3.14
"Minimum Off Street Parking" for "Bed and
Breakfast Establishments" and "Vacation
Farm Establishments."
The Chairman declared the Public Meeting closed.

. Delegations
Mr. Gordon Mills of Division Street, Orono, spoke to
Committee relative to a problem getting in and out of
his driveway on July 9th and 10th 1984, during
reconstruction of Division Street. He said he was an
employee of the Ministry of Revenue and was unable to
get his company vehicle off his property on the evening
of July 9th 1984, and was forced to use a day of his
vacation. He was asking Council for compensation of
one day's pay.
Mr. Bob Craig, on behalf of 464367 Ontario Ltd.,
spoke in support of Report PD-61-85, and thanked
Council and staff for their help in getting
the subdivision agreement approved.

chloride, as required by the Town of Newcastle Public
Works Department; and
That Canada Transport Limited, Belleville, Ontario,
with a unit price of $278.59/tonne for bulk calcium
chloride being the lowest responsible bidder, meeting
all terms and specifications of the Region of Durham
Co-Op Tender No. WD6-85 be awarded the portion of
the contract to supply and deliver approximately
5,000 tonnes to the Hampton and Orono Yards, as required
by the Town of Newcastle Public Works Department; and
