TOWN OF NEWCASTLE General Purpose & Administration COIIIIIittee September 3, 1985 Roll Call Minutes of a Meeting of the General Purpose and Administration Committee held on Tuesday, September 3rd 1985, at 9:30 A.M., in the Bowmanville Library Auditorium. Present Were: Councillor E.R. Woodyard, Chairman Councillor A. Cowman, Member, until 12:25 p.m., to attend to Regional Business Councillor D. Hamre. Member Councillor I. M. Hobbs, Member Councillor R.B. Taylor, Member Mayor G. B. Rickard, Member Councillor M. Hubbard, (On Regional Business) Absent: Delegations Also Present: Chief Administrative Officer, D. Johnston Town Clerk, D. W. Oakes Treasurer, K. Campbell (Until 3:45 p.m.) Director of Public Works, R. Dupuis Current Operations Planner, L. Taylor (until 1:30 p.m.) Director of Community Services, J. Devantier (until 3:45 p.m.) Fire Chief, J. Aldridge (until 3:45 p.m.) Deputy Clerk. R. Rutledge James Coombes, Thistle Valley Park, informed Council that he does not feel he should have to apply or pay for a rezoning. He has 2 tractor pulls a year; only good reports from the police and fire departments, and a $10 million insurance policy. . . In his opinion, without a temporary use By-law, special events cannot be held. To rezone would tie up his land as commercial. Because there are other sites for tractor pulls, usually having one pull a year, the special events by-law should remain. Mr. Ron Strike, Solicitor, representing Mr. & Mrs. L. Lodge Re Special Events By-law 84-63. Mr. Strike questioned if the By-law is a legal provision. In his opinion, it is illegal. If any such special event priviledge is to be given, notice to the neighbours should be given. He believes staff and solicitor support his opinion, that the By-law cannot stay as is. He suggests special permission by-law should be established for non-charitable organizations. Criteria to distinguish charitable provisions is in the public's best interest. . . . G.P.A. Summary of Land Division Committee Applications 60.84.3. - 2 - September 3, 1985 Bryan Clarke, R.R. #3, Bowmanville, Given Road, itemized his concerns relative to the excavation that is taking place on 4 sides of the area properties. There are 4 property owners in this block who are experiencing many inconveniences caused by services being extended to a subdivision. Mr. Clarke and his neighbours are presently on septic systems and wells. Three wells have been affected by this excavation. They have been informed by the Ministry of Health that they will not be able to enlarge, repair or renew their septic systems because of the sanitary sewers now fronting their properties. To hook up to the new services will cost $8,600. In the itemized concerns, Mr. Clarke stated their properties had been damaged and encrQached upon, and the road closed for two weeks, and no prior notification given to them. He questioned the reasoning for installing a sidewalk on the opposite side of the school. He feels the Town has not been concerned with the 4 households who have been isolated by islands of dirt. Peter Wytik, R.R. 3, Bowmanville, who lives beside Mr. Clarke, confirmed the facts as stated by Mr. Clarke. Mr. Morrison, spoke on behalf of his 62 year old mother, who has lived in the Given Road area for 13 years. He feels the Town could have handled the situation better. Their fear is that the fire truck can't get there. The disturbance started the beginning of July. Mr. D. Clayton reviewed the facts as stated by Mr. Clarke and stated he did not want the sidewalk on his side of the street. "CARRIED" Mayor Rickard declared a Conflict of Interest with respect to Report WD-53-85, because he owns land in the area, and left the table and refrained from discussion and voting. That Five (5) persons be chosen to receive a "Citizen of the Year" Award; 3. That emphasis be toward recognition of International Youth Year and at least two (2) of the persons chosen to receive an award be young people under the age of 21 years; and 4. That recognition of the "Citizen of the Year" award recipients be held at a public event to be held sometime in November of 1985; and 5. That a letter be written to various organizations in the Municipality and advertisements be placed in the local newspapers to request nominations of individuals for this award; and 6. That nominations of individuals for the "Citizen of the Year" Award be submitted to the Clerk of the Town of Newcastle by October 18th 1985; and 7. That selection of the names of those persons who will receive a "Citizen of the Year" award will be made by Council by way of secret ballot. The Mayor wishes to go on record that the Premier was receptive and understanding of the Town's concerns. It was a good meeting and he is sending a letter of appreciation to the Premier for attending. Resolution HGPA-553-85 Moved by Mayor Rickard, seconded by Councillor Hamre THAT the matter of Flood Lighting the Cenotaphs in Bowmanville, Newcastle Village, Orono, and Newtonville, be referred to staff, and that staff take all necessary actions and liaise with the various agencies with respect to the installation of the lights and that the cost of installing floodlighting estimated at $2,800 be taken from the Contingency Account #7007-298-X-9, and that prior to any work being done, staff report back to the General Purpose and Administration Committee with recommendations on how and when the work can be ca rri ed out.
