Rutledge Mr. Allan Willison Re: Planning Report PD-137-85, reviewed the objections he made at the Public Hearing of September 16th, to the Town's recommended conditions in respect of any proposed severance. Mr. Willison will take the rezoning but may not proceed with the land severance if the Town insists on the site triangle, road dedication, and access to the Gearing Subdivision proposed road. Mr. & Mrs. A. Hofstede Re: Planning Report PD-140-85, informed the Committee that they are in favour of the proposal contained in Report PD-140-85. That Administrator's Report Admin 59-85 be received "In Camera"; 2. That the Town of Newcastle accept the offer made by Mr. Robert J. Niddery and Mr. Nicholas Tkatch and authorize the payment of $5,000 plus legal fees from the Administrative Reserve Account #1110-X-168-4, provided that the Town and Mr. Tkatch enter into an appropriate agreement and that the Mayor and Clerk be authorized to sign such agreements; 3. That staff be authorized to make the necessary arrangements for the demolition of the house and garage currently situated on the property and that the site be levelled, and that sa.id monies also be drawn from the Administrative Reserve Account m110-X-168-X; 4. That Mr. Niddery, on behalf of Mr. Tkatch, be notified of Council's decision. That the General Purpose and Administration Committee recommend to Council that the subject Agreement be cancelled; 3. That the Town's fleet insurer be notified; and 4. Moved by Councillor Taylor, seconded by Councillor Hamre THAT the recommendations in Report CS-20-85 be endorsed; and 1. That Report CS-20-85 be received; 2. That Council approve up to maximum of $20,000.00 from the Baseline Community Resource Fund (1110-X-169-3) to furnish and equip the Baseline Community Centre; 3. That Council approve the purchase of a commemorative plaque for the opening of the Baseline Community Centre and that the cost of up to $800.00 be charged to the Baseline Community Centre Reserve Fund; 4. That the balance of the Baseline Community Centre Reserve Fund after completion of the project remain in the Reserve Fund for possible future capital projects at the Baseline Community Centre; That the Baseline Community Centre Board be advised of Council's actions. 5. . That Report CS-21-85 be received; 2. That staff review the present user pay policy and present facility rental rate structure and report back to the General Purpose and Administration Committee of Council with recommendations in time for 1986 budget considerations; 3. That the students from the Northumberland and Newcastle Board of Education be allowed a 50% reduction in the facility rental rate charged for the use of the Newcastle Fitness Centre pool; 4. That the High Schools be advised of Council's actions. That in the interim between now and the 1986 Budget approval, the students from the Northumberland and Newcastle Board of Education be allowed a 50% reduction in the facility rental rate charged for the use of the Newcastle Fitness Centre Pool during off periods. Minutes - 9 - October 7, 1985 Resolution #644-85 ~isposal of Garbage ~~ewcastle Village, Orono, Orono Estates and Courtice 68.21. 101. Moved by Councillor Hubbard, seconded by Councillor Hamre THAT the recommendations in Report WD-64-85 be endorsed; and 1. That this report be received; and 2. THAT in accordance with By-law 82-184, being a by-law to regulate the collection of garbage within the municipality, the Director of Public Works be authorized to arrange for tenders for the collection and disposal of garbage from areas outlined in the by-law as Orono, Schedule "B", and Newcastle Village, Schedule "C"; and 3. THAT the garbage pick-up and disposal tender be awarded for a two year term; and 4. That the garbage collection and disposal contract include provision to allow the Town to participate in recycling programs. "CARRIED" Resolution #GPA-645-85 . Moved by Councillor Taylor, seconded by Councillor Hobbs THAT the Director of Public Works arrange to call Tenders for the collection disposal of garbage for the Courtice Urban Area as outlined in Schedule "D" to Report WD-64-85, and that a report be prepared for consideration. THAT the recommendations in Report WD-65-85 be endorsed; and 1. That this report be received; and 2. That Newcastle Condominium Corporation No.2, represented by Mr. D. A. Timms, be advised that for reasons of safety and maintenance, the Town does not consider it advisable to lift parking restrictions on Martin Road betweenAlonna Street and Durham Road 57. "CARRI ED" . That the Canadian Transport Commission be advised that the Town of Newcastle is in agreement with Closure of the public crossing at the road allowance between Lots 26 & 27 in Concession 1, and CNR Kingston Subdivision Mileage 285.66. Resolution #GPA-648-85 Moved by Councillor Taylor, seconded by Councillor Hamre THAT Report WD-66-85 be tabled until the Director of Public Works informs the property owners abutting the unopened road allowance between Lots 26 & 27 in Concession 1, of the former Township of Clarke, and any known users of the subject road allowance of this proposal. That Awards of Merit be given to individuals who have been active in recycling in the Town of Newcastle at the beginning of the Council Meeting of October 15, 1985; and 3. That in recognition of the Town of Newcastle being active in recycling, a tree, of the species utilized in newsprint, be planted in Soper Creek Park, by the Mayor and Council at a time convenient to them; and 4. That this report be received; and 2. That the unopened portion of the road allowance between Lots 32 & 33, Concession 1, former Township of Darlington, more particularly described as Parts 3, 4 & 5, Plan 10R-1451, be closed by by-law and conveyed to the abutting owners; and 3. That the lands be conveyed to the abutting owners for the consideration of a quit claim deed to the lands upon which the travelled portion is actually situate; and 4. That staff be authorized to complete the procedure for closure and conveyance on the basis of the above and in accordance with Town POlicy. That the Director of Public Works, responsible for the collection and disposal of garbage, be authorized to modify and alter the Bowmanville area garbage routes, in accordance with Schedule "0" (attached); and 3. That collection in accordance with revised routes commence the week of November 11, 1985; and 4. That all households and commercial establishments receiving Municipal garbage collection, be advised of the change; and 5. That Committee and Council reaffirm the Town's By-law 82-124, being a by-law to regulate the collection and removal of garbage within the Town of Newcastle; and 6. Unfinished Business Delegations . - 12 - Resolution HGPA-652-85 October 7, 1985 Moved by Councillor Hobbs, seconded by Councillor Hamre THAT the recommendations in Report WD-70-85 be endorsed; and 1. That this report be received; and 2. That Council direct staff to take either of the following actions: (a) Advise all of the parties involved (Gordon, Westlake, Blackburn, McMaster) that the Townwill take no further action in the matter of drainage of the lands abutting Solina Road North of the Hamlet of Solina. That Council direct staff to take the following actions: (b) Make appropriate arrangements with all of the land owners involved to resolve this long outstanding matter which arrangements are as follows: i) Have the landowner (Westlake) and his tennant (McMaster) perform ditching across the field west of Solina Road to provide a defined drainage outlet for the culvert on Solina Road; ii) Have the Works Department install two field entrances to fields leased by McMaster on the west side of Salina Road; iii) Have the Works Department repair the residential entrance on the west side of Solina Road.
