TOWN OF NEWCASTLE General Purpose & Administration Committee November 18, 1985 Roll Call Minutes of a Meeting of the General Purpose & Administration Committee, held on Monday, November 18, 1985, at 9:30 a.m., in Court Room #2. Present Were: Councillor A. Cowman, Chairman Mayor G. B. Rickard, Member Councillor D. Hamre, Member Councillor I.M. Hobbs, Member Councillor M. Hubbard, Member Councillor R. B. Taylor, Member Absent Were: Councillor E.R. Woodyard (Due to illness) Also Present: Chief Administrative Officer, D. Johnston Town Clerk. D. W. Oakes Director of Public Works, R. Dupuis Director of Planning, T.T. Edwards until 11:50 a.m. Director of Community Services, J. Devantier until 11:50 a.m. Fire Chief, J. Aldridge until 11:50 a.m. Deputy Clerk, R. Rutledge . DELEGATIONS Arlene Bonsma, R. R. #2, Newcastle, was present to formally submit a petition, signed by the affected property owners, to have the existing watermain extended from the southeast corner of the Stubington Farm to the Talisman Flea Market. All property owners are aware of the estimated costs and all are willing to meet the frontage and hook-up charges. Mrs. Bonsma deposited with the Chairman, a summary of water analysis prepared by the Ministry of Environment. Barry Welch, R.R. #1, Newtonville, was present regarding his application for rezoning. Mr. Welch wishes to extend his dog kennel but cannot do so until a rezoning has been completed. He received a kennel licence in April 1984, and it was renewed in 1985. The Chairman informed Mr. Welch that the recommendation before the Committee is to refer the application to staff for processing and subsequent report and publiC hearing. Bernice Mann, on behalf of Mario Veltri was present. THAT Report PD-165-85 be received; and 2. THAT an application submitted by Mr. R. Rekker to rezone a parcel of land in Part of Lot 18, Concession 2, to permit the development of two (2) residential lots, having a minimum lot area of 0.26ha, be received and referred to staff for processing and a subsequent report and public hearing. "CARRIED" Resolution HGPA-735-85 Rezoning Application Moved by Councillor Hubbard, seconded by Councillor Hamre Wi lsmap Limited 60.35.264. 1. THAT Report PD-166-85 be received; and 2. THAT an application submitted by Mr. William M. Rudell on behalf of Wilsmap Limited, to rezone a parcel of land in Town Lots 25, 26, Part Lots 27, 113, 114 & 117, Block "U", C.G. Hanning's Plan, Town of Bowmanville, to permit the development of a dry cleaning distribution centre and plant, be received and referred to staff for processing and a subsequent report and public hearing. "CARRIED" Resolution HGPA-736-85 Rezoning Application Moved by Councillor Hubbard, seconded by Councillor Hamre Ed Vanhaverbeke 60.35.263. 1. THAT Report PD-169-85 be received; and 2. THAT the application submitted by Ed Vanhaverbeke to permit the holding symbol (H) to be lifted from the applicant's property to allow the conditions of land Division Application LD 336/85 to be fulfilled in part, be received and referred to staff for processing and a subsequent report and public hearing. THAT Report PD-171-85 be received; and 2. THAT the application submitted by Gordon Garrod to permit a residential use on a 7,169 sq. ft. parcel of land located in Part Lot 29, Concession 2, North Street, in the Village of Newcastle, be received and referred to staff for processing and a subsequent report and public hearing. "CARRIED AS AMENDED" Resolution IGPA-738-85 Moved by Councillor Hamre, seconded by Mayor Rickard THAT Resolution #GPA-737-85 be amended by adding: "THAT the rezoning application fee relative to Gordon Garrod be waived." "CARRIED" Resolution IGPA-739-85 Proposed Subdivision Moved by Councillor Hubbard, seconded by Councillor Taylor Agreement - luverme Investments limited 1. THAT Report PD-172-85 be received; and 60.46.132. 2. THAT the attached by-law authorizing execution of a Subdivision Agreement between Luverme Investments Limited and the Corporation of the Town of Newcastle be approved; and 3. THAT the Mayor and Clerk be authorized to execute the Subdivision Agreement between Luverme Investmemts Limited and the Town of Newcastle. "CARR I ED" Resolution HGPA-74o-85 Rezoning Application Moved by Councillor Hubbard, seconded by Mayor Rickard Mario Veltri & Son 60.35.261. 1. THAT Report PD-173-85 be received; and 2. THAT an application submitted by Mr. AIda Riva, Agent, to rezone a parcel of land being Lot 96, Block 'N', Grant Plan, Bowmanville, to permit the development of a Senior Citizen apartment building (52 units), be received and referred to staff for processing and a subsequent report and public hearing. THAT Report PD-175-85 be received; and 60.46.119. 2. THAT the appldcation submitted by Barrie Welch to permit the use of a kennel and its expansion on a 17.6 acre parcel of land in Part of Lot 1, Concession 7, former Township of Clarke, be received and referred to staff for processing and a subsequent report and public hearing. THAT the resolution from the Township of Puslinch be received and supported; 3. AND FURTHER THAT the Town of Newcastle proposes that where the licensed aggregate deposit is located in such a manner that the predominant access to the site is through an adjoining municipality that the tonnage fees collected be split in such a manner as to reflect the added cost of road maintenance to the adjoining municipality; 4. AND THAT the Township of Puslinch, the Honourable David Peterson, Premier of Ontario, The Honourable Vince Kerrio, Minister of Natural Resources, Sam Cureatz, M.P.P., Durham East Riding, and A.M.O. be advised of Council IS endorsement. Quotation No. Q85-14 Snow Clearing and Winter Maintenance of Fire Department 10.2.8. - 6 - November 18, 1985 Resolution HGPA-750-85 Moved by Mayor Rickard, seconded by Councillor Taylor 1. THAT Report TR-71-85 be received; and \, 2. THAT this report be recommended for consideration for funding from the Self-Insured Losses Reserve in the amount of $700 at such time as the cause of the problem can be rectified and the chance of its recurrence is reduced. THAT Report TR-72-85 be received; and 2. THAT 0 & F Snow Removal, Bowmanville, Ontario, with a bid in the amount of $235.00 per call-out, being the lowest responsible bidder, meeting all terms, conditions and specifications of Quotation Q85-14, be awarded the contract to provide Snow Clearing and Winter Maintenance to driveways and parking lots as required by the Town of Newcastle Fire Department for the 1985/86 winter season; and 3. THAT the funds expended be drawn from the 1985 and 1986 Fire Department Snow Removal Budget. Minutes PUBLIC WORKS - 7 - November 18, 1985 Resolution #GPA-754-85 Petitition Re Residents Moved by Councillor Hubbard, seconded by Councillor Hobbs in the Area of the Road Allowance Between 1. THAT Report WD-74-85 be received; and Lots 22 & 23, Conc. 6, Clarke, for Year- Round Use 77 .2.102. Traffic Control at the Concession/ Elgin Street Intersection 77 .2.102. 2. THAT Petitioners, represented by Mr. Louis Obrist, who have requested that the Town open the road allowance between Lots 22 & 23, Concession 6, in the former Township of Clarke, be forwarded a copy of Council's Resolution of June 11, 1984, which reads as follows: "THAT Report WD-55-84 be received and Mr. Obrist be advised that, having considered all of the information available, the road between Lots 22 and 23, Concession 6, former Township of Clarke, falls into the category of an unopened road, as defined by Section 1.5 of the Town's Policy in such matters, and, as such, does not qualify for improvement; and THAT Mr. Obrist be advised that the Town is prepared to discuss the upgrading of either the north or south, or both portions of the said road to Town standards for agricultural use, at the cost of the benefitting land owners, as is done with subdivision developers; and THAT a copy of this report be forwarded to Mr. Obrist to explain this position and be advised that the Town still supports this position." 3. THAT Report WD-75-85 be received; and 2. THAT the Traffic Division of the Durham Region Works Department be requested to provide technical input into actions which can be taken to improve safety at the intersection of Concession Street and Elgin Street in Bowmanville; 3. Minutes UNFINISHED BUSINESS Expansion of Bowmanville Cemetery DELEGATIONS OTHER BUSINESS Plaque for Council Members Town of Newcastle Flag - 8 - November 18, 1985 Councillor Hobbs brought to the Committee's attention Resolution #GPA-269-85 - "THAT staff be requested to report on the need to acquire land to expand the Bowmanville Cemetery." He suggested that the report be comp leted and submitted to the new Council.
