Rutledge Councillor Hubbard introduced the Town's new Chief Administrative Officer, Larry Kotseff. Councillor Hubbard Chaired this portion of the meeting. Proposed Zoning By-law Amendment, Part lot 17, Concession 1, former Township of Darlington (A. HOfstede) The Chairman announced the purpose of the public meeting. As required under the new Planning Act (Section 34(12), Council is holding a public meeting prior to either adopting or rejecting the proposed zoning by-law amendment for Part Lot 17, Concession 1, former Township of Darlington. The Chairman asked if there were any persons present wishing to speak to this matter. One person indicated a desire to speak to this amendment. Before proceeding with this matter, the Chairman asked the Clerk to advise on the manner of notice. . . . . . . . G.P.A. Minutes - 2 - October 6, 1986 PUBLIC MEETINGS A. Hofstede The Clerk advised that: a) Public Notice was mailed to property owners within 120 m of the subject property on September J, 1986; b) Notice of the Public Meeting was posted on the property by September 5, 1986; c) The Notice complies with the regulations under the Planning Act. The Chairman announced that any person wishing further notice of the passage of the by-law, if passed, to please leave their name, address and telephone number with the Deputy Clerk before they leave. The Chairman called on the Director of Planning to briefly describe the purpose and effect of the by-law, and how the by-law accomplishes the stated purpose. The proposed zoning by-law amendment would change the zone category of a 3430 square metre parcel of land located in Part Lot 17, Concession 1, former Township of Darlington from "Agricultural (A)" to "Rural Cluster (RC)" zone. The proposed zoning change would permit the development of one (1) additional residential lot. The Chairman announced that questions may be asked concerning the manner of notice or the purpose and effect of the by-law, and that all questions must be asked through the Chair. The Chairman announced that Committee would now hear from objectors, first explaining that Council wishes input prior to a final decision. No person objected to this proposal. The Chairman announced that Committee would now hear from the supporters. Mr. & Mrs. Hofstede asked the Commi ttee to grant favourable approval to their proposal. There have been no objectionsto this proposal. The abutting farmer Ted Watson, has no objections provided the purchasers build on the east side of the lot. The new house will be 200 feet from the Hofstede house. The lot will be cleared and will be an asset to the Town. Resolution #GPA-863-86 Moved by Councillor Hamre, seconded by Councillor Stapleton THAT the Agenda be altered and Committee hear the delegation of Heather Rutherford first. "CARRIED" Heather Rutherford, Chief Administrative Officer and Jerry Houston, Chairman, Ganaraska Region Conservation Authority, presented the Authority's 1987 Preliminary Budget Summary. If the Authority receives the amount of Provincial assistance they anticipate, the increase will be 5.8%. If they don't, then the increase will be 12.7%, however, projects will be cut if this happens. The increase is due to an increase in activities not in administrative costs. In conclusion, Ms. Rutherford, asked that if Council sees something the Authority can do for the Town, to please contact the Authority. . Mr. Wm. Malarenko, R.R. 2, Morgans Corners, Newcastle, lOA lHO, asked the Committee to give favourable approval to his application. His application is being referred to staff for processing. Mr. George Pollitt, Pollitt, MacGregor, Walters & Halikowski, 118 King St. E., Bowmanville, advised that he had no difficulty with Report PD-227-86. The reconstruction of Somerville Drive is being done with the Highway 115 reconstruction. Road into proposed site is being done at this time. Because of the Health Unit conditions, some modifications to the site plan might be necessary. Mr. Joe Schwarz,R.R. 6, Bowmanville, L1C 3K7, asked the Committee to recommend approval of his proposed plan of subdivision. In reply to the Health Unit comments relative to the high ground water table, Mr. Swartz introduced Victor Chan and Daniel Mann, Consultants. In his presentation, Victor Chan noted that proper grading and storm water management would alleviate the problem. The ground water will absorb into the ground. G.P.A. Minutes . DELEGATIONS . . . . REPORTS Application for Subdivision Approval Kiddicorp - 18T-86018 60.46.202. - 5 - October 6, 1986 John lloyd, R.R. 1, Hampton, lives on the east side of Darlington Line 16 and is the 2nd lot south of the drainage problem. In an attempt to control the drainage problem, Mr. GeisbergerinstalIed some tiles in the ditch which controlled the flow of water. Because no permission was given to the installation of this tile, the pipe must be removed. Hans Geisberger, R.R. 1, Hampton, stated that he has been there for 12 or 15 years and has always had a drainage problem. However, the situation is now safer than ever before. bectauseil.i!Jr-the ti les. The water used to wash out the culvert. Roy Reid, R.R. 1, Hampton, lives at the bottom of the hill from the drainage problem. The water from the hill would come down the road and wash his driveway out. He decided to correct the problem. He called the Works Department, but no one would look at it. He installed pipes 5 years ago. He wanted to prevent accidents where people end up on his front lawn. Zygocki, Waverley Heights Subdivision, 378 King St. W., Oshawa, read Report PD-231-86, and requested release from the condition requiring him to absorb 100% cost of installing the sidewalks. There is approximately 1 mile of sidewalks. Some of it does not affect the property at all. He does not wish a referral because of the delays it will cause.
