Minutes of a Special Meeting of the
General Purpose and Administration
Committee, held on Friday, November
7th 1986, at 9:15 a.m., in Court
Room #2.

Councillor A. Cowman
Councillor D. Hamre
Councillor M. Hubbard
Councillor H. McKnight
Councillor F. Stapleton
Councillor A. Wotten (at 9:20 a.m.)
Also Present: Chief Administrative Officer, L. Kotseff
Treasurer, J. Blanchard
Deputy Director of Community Services, J. Caruana
Director of Public Works, G. Ough
Director of Planning, T. Edwards
Deputy Clerk, R. Rutledge
Councillor Cowman called the meeting to order at 9:15 a.m.
The purpose of the meeting is to discuss the construction
method and consultant selection for the Bowmanville Arena.
Resolution #GPA-l016-86
Moved by Councillor Hubbard, seconded by Councillor Wotten
THAT staff continue with site topography and soils testing
to complete the results; and
THAT the circulation of site plan and agency comments be
presented to the General Purpose and Administration Committee
when they are received; and
THAT Report CS-64-86 be tabled into infinity; and
THAT the Arena Sub-Committee be dissolved; and
THAT the Fund Raising Committee be notified that no further
action will be taken at this time; and
THAT staff be directed to notify consultants of Committee's
actions; and
THAT Mr. Caruana be thanked for his efforts on behalf of the
Sub Committee.

Moved by Councillor Hamre, seconded by Councillor Stapleton
THAT the Chairman call the question of Resolution #GPA-1016-86.

Resolution #GPA-l018-86
Moved by Councillor Hamre, seconded by Councillor McKnight
THAT the recommendations in Confidential Report CS-64-86
be approved; and
THAT the following recommendations be added:
4. That the reports on servicing costs from the Region be
brought to the General Purpose and Administration Committee
for review and decision whether to proceed with full
municipal services or private services; and
5. That the design include the possibility of staging the
twin pad arena; and
6. That the Treasurer present a report to the General Purpose
and Administration Committee on the possibility of increased
Wintario Funding for a twin pad faCility.
