PUBLIC MEETINGS Proposed General Amendment to By-law 84-63, Schedule 1, Part Lots 7 to 10, Concession 5, Darlington The Chairman announced the purpose of the Public Meeting; As required under the new Planning Act (Section 34(12), Council is holding a public meeting prior to either adopting or rejecting the proposed zoning by-law amendment for Part of Lots 7 - 10, Concession 5, former Township of Darlington. The Chairman asked if there were any persons present wishing to speak to this matter. No person indicated a desire to speak to this amendment. Before proceeding with this matter, the Chairman asked the Clerk to advise on the manner of notice. The Clerk advised that: a) Public Notice was advertised in the local newspapers having circulation within the Town of Newcastle on October 19, 1986; b) The Notice complies with the regulations under the Planning Act. . . . . The Chairman called on the Director of Planning to briefly describe the purpose and effect of the by-law, and how the by-law accomplishes the stated purpose. The Purpose and Effect of the by-law amendment is to bring the zoning of the subject lands into conformity with the Durham Regional Official Plan as amended by Amendment No. 156. The subject amendment would amend Schedule 1 by changing the zone designation of Part of Lots 7 to 10, Concession 5 (Darlington) to the "Agricultural (A)" zone. The Chairman announced that questions may be asked concerning the manner of notice or the purpose and effect of the by-law, and that all questions must be asked through the Chair. No questions were asked. The proposed zoning by-law amendment would change the zone category of a 1.84 hectare parcel of land located in Part of Lot 18, Concession 2, former Township of Darlington, from "Agricultural (A)" to an appropriate zone to permit the development of one (1) additional residential lot. The Chairman announced that questions may be asked concerning the manner of notice or the purpose and effect of the by-law, and that all questions must be asked through the Chair. No questions were asked. Minutes - 4 - November 17, 1986 PUBLIC MEETINGS Bas Vanandel The proposed zoning by-law amendment would change the zone category of a 1.35 hectare parcel of land located in Part of Lot 19, Concession 5, former Township of Darlington, from "Agricultural (A)" to "Residential Hamlet (RH)" to permit the development of three (3) additional residential lots. The Chairman announced that questions may be asked concerning the manner of notice or the purpose and effect of the by-law, and that all questions must be asked through the Chair. No questions were asked. Minutes PUBLIC MEETINGS Aleck Moffat DELEGATIONS PLANNING & DEVELOPMENT Report PD-261-86 Rezoning Application Barry Westerman 60.35.317. - 5 - November 17, 1986 The Chairman announced that questions may be asked concerning the manner of notice or the purpose and effect of the by-law, and that all questions must be asked through the Chair. No questions were asked. The Chairman concluded the public meeting. ********************************************* Irwin A. Hamilton, Barrister, 43 Ontario Street, Bowmanville, informed the committee that he is one of four principals involved with 667433 Ontario Limited. The company purchased 75 acres in Part of Lots 13 and 14, Concession 3, former Township of Darlington, with the intent of designing an Estate Residential community with attractive amenities. The acreage contains a pond which will give tremendous year- round enjoyment - skating in the winter and fishing in the summer. The gravel track surrounding the pond will be refined for a jogging track. The area was used by Harnden & King as a marshalling yard. The land was purchased subject to the extractive licence being cancelled. The plan is a draft and is presented for discussion only. Estate Residential encompasses this proposal on three sides. Across the east boundary, is the golf course. Mr. Hamilton does not feel added services will be required. The lots will be serviced by wells and septic tanks. There will be no adverse affect on environmentally sensitive areas. The concerns of C.L.O.C.A. can be addressed by the company's engineers. In conclusion, Mr. Hamilton asked for support of this proposal. Joe Schwarz, R.R. 6, Bowmanville, presented a copy of a letter from Walter G. Powell, Public Health Inspector, Health Unit, asking deferral of the proposed plan of subdivision of Joseph and Carl Schwarz, pending further discussions and inspections. Mr. Schwarz asked that this proposal be tabled until early February. The Director of Planning advised that Mr. Westerman has revised his proposal to one additional lot in view of the Health Department's concern regarding servicing. Councillor Wotten is a Livestock Valuer and the report contains claims that relate to him. Councillor Hubbard chaired this portion of the meeting.
