Community Services Committee September 7th, 1976
Minutes of a meeting of the Community Services Committee
held in the Committee Room of the Bowmanville Town Hall
on Tuesday, September 7th, 1976 at 1:00 p.m.
Present were: Councillor Ann Cowman, Chairman
Councillor D.W. Allin, Member
Councillor I. E. Lyall, Member
Absent: Mayor G.B. Rickard, Member - attending Meeting at

Resolution #Cs -225-76
Moved by Con. Allin, seconded by Con. Lyall.
Adoption
of THAT the Community Services Committee minutes dated
Minutes August 3rd and August 25th, 1976 be adopted,

Recreation
Advisory THAT the Recreation Advisory Committee minutes of meeting
Committee dated August 16th, 1976 be adopted.

Tennis THAT Mr. Holmes and Mr. Prout of the Northumberland & Newcastle
Court at School Board be heard.
Lord Elgin
School "CARRIED"
Mr. Holmes and Mr. Prout presented plans to build one Tennis
Court at Lord Elgin School and that the cost of the said
Court would be $3,872.00 and would be funded by the Badminton
Club.

Moved by Con. Allin, seconded by Con. Lyall,
THAT the plans for the Tennis Courts be approved in principle
and that Mr. Holmes bring in quotations for one and two
courts, and if necessary a special meeting will be called
to arrange the financing.

Bowmanville
J,:Ycocc Mr. Larry Pooler of the Bowmanville Jaycees appeared before
re Cream of the Committee and presented a brief for proposed renovations
Bcrley Mill to the Cream of Barley Mill for the purpose of a permanent
meeting and office facilities.
Mr. T. Brunt and Mr. Cook of the Visual Arts Centre were
also present and advised the Committee that they supported
the Jaycee's plans, but were opposed at this time due to the
fact that they will be running classes on the second floor
where the proposed renovations would take place.

THAT the matter of renovations to the Mill be tabled and
that the Visual Arts and Bowmanville Jaycee's bring up a
mutual proposal.

Soper Park Mr. L. Pooler advised the Committee that the Jaycee6
Agreement will be requesting an extension to the Soper Park Agreement
which terminates on November 1st, 1976.

THAT this matter be referred to the Committee organized
to work with the Jaycees with regard to the Soper Park,
and that the Committee bring recommendations to the
Community Services Committee.

Museum Mr. Andy Thompson and Mrs. Lcola Thrasher appeared before
Management the Committee with regard to proposed Rules & Regulations
Committees for the Museum Board.

maximum of five (5) years and may be reappointed for a

THAT the Museum By-law be amended to include the proposed
Rules & Regulations, as amended, for the Museum Management
Committees and that the amended By-law be circulated to
the Committees for their comments and resubmitted to the
Community Services Committee.

Mr. R. Lambert THAT Mr. Robert Lambert be contacted as to his intentions of
re Museum Board serving on the Museum Board and if he does not wish to
continue with the Board the Council appoint a new Board
member.

Foundation #CS -218-76 that Mrs. Thrasher be informed of the Resolution
Committee and that any names she wishes to submit be invited to the
meeting.

of Costs allocation of costs for the Newcastle Fire Hall be concurred

Official THAT Item No. 1 of the Fire Chiefts Report dated September 6th,
Opening 1976 regarding the Official Opening of Fire Station No. 2 in
Fire Station the former Village of Newcastle be concurred with, subject
No. 2 to the cost of the function being, lkaited to $400:00.

Fire Alarm THAT Item No. 2 of the Fire Chiefts Report regarding Fire Alarm
System System for Fire Station No. 2 in the former Village of Newcastle
Fire Station be present to Council for their decision without any recommendation
No. 2 from this Committee. (See Resolution #C-76-945)

Janitorial THAT no action be taken with regards to Item No. 3 of the
Services Hall Fire Chief s report regarding Janitorial Services for Hall
No. 2 No. 2, Newcastle, and that the Volunteer Firemen be requested
Newcastle to do the work.

Retirement THAT it be recommended to Council that a gift in recognition
Banquet of the Retirement of two Volunteer Firemen from Hall No. 2
be purchased at a Cost not to exceed $150 each to be presented
at the Retirement Banquet on October 16th, 1976.

For Fire THAT a Notice be placed in the local newspapers during the
Prevention week of September 27th, 1976 proclaiming Fire Prevention

Animal The By -Law Enforcement Officer and the Animal Control
Control Officer appeared before the Committee to discuss the
By -Law consolidated Animal Control By -Law.

Selling THAT the By -Law Enforcement Officer and the Animal Control
of Dog Officer meet with Mr. W. Fice to get the particulars
Tags straightened out on legal matters.

Repairs to THAT the Animal Control Officer be requested to obtain an
Animal Control estimate on the necessary repairs required for the second
Truck truck.

Mr. B. Heming THAT Mr. B. Heming be heard and then the meeting be adjourned
re Development until the call of the Chair.

Next The meeting was called for Tuesday, September 14th, 1976
Meeting at 7:00 p.m.
Mr. Heming appeared before the Committee to present a brief
regarding future development of the hamlet of Tyrone.
The Committee recommended that this brief be referred to the
Committee of the Whole.
