Community Services Committee April 5, 1976 Minutes of a meeting of the Community Services Committee held in the Committee Room of the Bowmanville Town Hall on Monday, -,',-r115, 1976, at 1 p.m. Roll Call Present were: Councillor Ann Cowman, Chairman Councillor D. W. Allin, Member Mayor G. B. Rickard, Member Deputy Clerk, G. Gray, Secretary Absent: Councillor K. E. Lyall, Member Resolution #CS -81-76 Moved by Con. Allin, Seconded by Mayor Rickard Adoption THAT the minutes of the meeting of March 15, 1976, be approved. of Minutes "CARRIED" Tyrone Mr. John Virtue, representing the Tyrone Community Board was Community present to discuss the purchase of land. Board Resolution SECS -82-76 Moved by Con. Allin, Seconded by Mayor Rickard Land THAT it be recommended to Council that the Municipality purchase Purchase 4 acres of land to be joined to the Community Park at Tyrone to Tyrone be funded by the Tyrone Community Board, including the expenses connected with the purchase. "CARRIED" The Recreation Director presented his report Resolution #CS -83-76 Moved by Mayor Rickard, Seconded by Con. Allin Tyrone THAT the Ty -=one Athletic Club operate the Tennis Program Monday Tennis through Friday 5:00 to 10:00 p.m. for 15 weeks. The Department Program employ a supervisor at $2.65 per hour at a cost of $993.75 for the (15) weeks. Tyrone Athletic Association to pay a flat rate rental of $2,000. for the (15) weeks. Allin, Secondedby Mayor Rickard Lights THAT the Director of Recreation obtain a quotation on lights for on the sign at the Darlington Sports Centre and the possibility D.S.C. of a Grant from the Community Recreation Centres Act. Sign "CARRIED" Resolution #CS -86-76 Moved by Mayor Rickard, seconded by Con. Allin Daily THAT the daily rental for Car Auctions or Implement Shows Rental be $125. D.S.C. Allin, seconded by Mayor Rickard Deficiencies THAT the Director's report from Jackson Ypes Associates, Darlington regarding outstanding deficiencies at the Darlington Sports Sports Centre be received for information. Centre "CARRIED" Resolution #CS -88-76 Moved by Con. Allin, seconded by Mayor Rickard M.J.Hobbs THAT there be no rental fee at the Darlington Sports Centre Badminton for M. J. Hobbs School Badminton Tournament on May 12th and Tournament May 18th. "CARRIED" Community Services Committee - 3 - April 5, 1976 Resolution #CS -89-76 Moved by Con. Allin, seconded by Mayor Rickard M.J.Hobbs THAT a flat rental fee of $200, be charged to the M.J.Hobbs Drama Play School for their Play on June 14, 15, 16, and 17, 1976, from D.S.C. 7:00 to 10:00 p.m. at the Darlington Sports Centre. Allin Visual THAT the Recreation Director get more information regarding Inspection the fees for Inspections of Arenas and report back to the Arenas next meeting. "CARRIED" Resolution #CS -91-76 Moved by Con Allin, seconded by Mayor Rickard Playground THAT the Director of Recreation's Schedules of Playgrounds Schedule for 1976, be approved. "CARRIED" Canteens The Recreation Director and the Arena Manager were asked to in bring in a recommendation regarding hours and prices at Canteens Arenas in Arenas. Resolution #CS -92-76 Moved by Mayor Rickard, seconded by Con. Allin Revised THAT the revised revenue budget for the canteens in the Arenas Budget as presented by the Treasurer, be accepted. Pooler of the Bowmanu.ille Jaycees and Creek Park Mr. Bob Allin of C.L.O.C.A. were present to discuss the future. of Soper Creek Park. Resolution 11CS-94-76 Moved by Mayor Rickard, seconded by Con. Allin Committee THAT a Committee composed of the Chairman of the Community for Study of Parks Services Committee, the Director of Recreation, a representative of C.L.O.C.A., Miss Forrest of the Planning Department and a representative of the Jaycees come up with an overall plan of parks in the Town, starting with the Soper Creek Park, and the Committee consult with the Regional Planning Department. "CARRIED" Fire Fire Chief Hayman appeared before the Committee. Department The matter of removing a Board Fence and taking away rubbish Fire from the Newcastle Fire Hall 112 was deferred and the Mayor Hall and Councillor Allin offered to give a further report on it. 112 Resolution 1106-95-76 Moved by Mayor Rickard, seconded by Con. Allin Gasoline Tanks THAT Committee concur with the Chief's report that the gasoline Storage Tanks be removed by Shell Oil at no cost to the Town. "CARRIED" Resolution 11CS-96-76 Moved by Mayor Rickard, seconded by Con. Allin Fire THAT it be recommended to Council that the approve Alertin Yellsi of the 8 installation of 9 leased telephone alerting bells in the Bells residences of 9 volunteer firemen in the Village of Newcastle, Village of Fire Hall 112, at an installation cost of $275. and a leasing Newcastle cost of $31. per month and that the cost be added to the Fire Department Budget for 1976. Allin, seconded by Mayor Rickard Volunteer THAT it be recommended to Council that the application of 'fireman Jeffery Alldread of the Village of Newcastle for volunteer fall 112 Fireman at Fire Hall 112, be accepted. "CARRIED" Community Services Committee - 5 - April 5, 1976 Resolution OPCS -94-76 Moved by Con. Allin, seconded by Mayor Rickard THAT it be recommended to Council that they concur with the following report of the Fire Chief for Fire Hall #3, Orono; Volunteer 1. Captain Jack Mercer be promoted to Deputy Chief to replace Firemen former. Deputy Chief Gordon Watson who retired. Hall X13, 2. Fireman Reid Cochrane be promoted to Captain to replace Orono former Captain Jack Mercer, subject to a 6 months' probation. 3. Application of James R. Hutton for Volunteer Fireman replacement to bring the department back up to strength (18 members) subject to a 6 months' probation period.
