TOWNOF NEWCASTLE August 23rd, 1976 Minutes of a meeting of the Committee of the Whole held at 1:00 p.m. on August 23rd, 1976 in the Committee Room at Bowmanville Town Hall. Roll Present were: Councillor Donald W. Allin, Chairman Call Councillor Ann Cowman, Member Councillor Kirk Entwisle, Member - from 1:20 to 3:55 Councillor Ivan M. Hobbs, Member Councillor Kenneth E. Lyall, Member Councillor H. Bruce Tink, Member Mayor Garnet B. Rickard, Member Resolution #CW-394-76 Moved by Con. Hobbs, seconded by Con. Tink. Adoption of THAT the minutes of meeting held on July 26th, 1976 be Minutes adopted. "CARR.IED" Mr. John Peaker Mr. John E, Peaker of Hand Chemical Industries Limited re Fire Works appeared before Council with regard to a fire works Permit for Mosport permit for Mosport on September 4th, 1976, which was being held in conivic:ion with Van-Inn. Resolution #CW-395-76 Moved by Con. Lyall, seconded by Con. Tink. THAT Council concur with the request, subject to the event being cleared with the Mosport Officials. "CARRIED" Mr. Peaker undertook not to seek a permit if Mosport did not approve. Jackman Road Landfill Site Mr. R. Allen of Central Lake Ontario Conservation Authority appeared before Council with regard to the rehabilitation Of the Jackman Road Landfill Site. THAT the two members of the Central Lake Ontario Conservation Authority work out an agreement with C.L.O.C.A. and report back to the Committee. THAT the same two members explore with C.L.O.C.A. the Possibilities of the land fill site adjacent to the Bowmanville Works Yard. "CARRIED" "CARRIED" Resolution #CW -399-76 Moved by Con. Hobbs, seconded by Con. Tink. Elliott THAT the letter dated August 11th, 1976 from C.L.O.C.A. Property regarding the Elliott property at Hanp ton be received for Hampton information. "CARRIED".., Orono A delegation from the Durham Central Agricultural Society Arena headed by.Mr. .Jim Rickard appeared before the Committee. They wished Council to authorize an engineering study to see if the Arena could be extended for this winters use and possibly next winter. Resolution #CW -40G-76 Moved by Con. THAT if, after Totten, Sims & Hubickils present study is. completed,it seems worthwhile to study further whether the Orono Arena can be used this winter, then the Municipality will give a grant for this further study, to be undertaken by the Fair Board. Standard THAT Council hold a special meeting at the call of the Mayor Subdivision to consider the Standard Subdivision Agreement and that Agreement Mr. McAdams and the Town Solicitor be present and that the Solicitor be given the files in advance, the said meeting to be held at 1:30 p.m. on Monday, August 30th, 1976. Mr. Rawlinsonss THAT the matter be referred to the By -Law Enforcement Complaint re Officer to research the by-laws of other municipalities Pigeons, Etc. to find out how they have handled the matter and report back. THAT Council concur with this request subject. to Mr. Welsh obtaining all approvals from Conservation Authority and meeting the requirements set down by the Director of Public Works (that is manhole), and also thct relief be provided from By -Law No. 75-67 in this instance. Town Line THAT the Solicitor Greenspan be advised that Council Shopping concurs with the postponement of the Town Line Shopping Centre Centre case and that Council is opposed of any application by the City of Oshawa that would allow a 70,000 sq. ft. shopping centre in a Residential area.. Ministry of Housing re THAT the letter dated August 17th, 1976 from the Ministry Regional of Housing regarding the proposed Official Plan for the Official Durham Planning Area be referred to the Planning Staff and Plan that it be discussed at the next meeting called to discuss Planning and also copies of the letter be sent to Council Mambers as soon as possible.
