Roll Present: Councillor Donald W. Allin, Chairman Call Councillor Ann Cowman, Member Councillor Kirk Entwisle, Member Councillor Ivan M. Hobbs, Member Councillor Kenneth E. Lyall, Member - from 2:20 p.m. Councillor H. Bruce Tink, Member Resolution #CW -271-76 Moved by Con. Entwisle, seconded by Con. Tink. Adoption of THAT the minutes of meeting held on May 31st, 1976 be Minutes adopted. "CARRIED” Bowmanville Mr. Tony Drand and Mr. George Webster representing The Chamber of Bowmanville Chamber of Commerce appeared before Council to Commerce re discuss the possibility of setting up a Parking Authority Parking in the Bowmanville area. Authority Resolution #CW -272-76 Moved by Con. Entwisle, seconded by Con. Cowman. THAT Councillors Allin and Hobbs together with Mayor Rickard constitute a Committee to meet with the Bowmanville Chamber of Commerce representatives to explore the possibility of a Parking Authority and report back to Committee of the Whole. "CARRIED" Resolution #CW -273-76 Moved by Con. Tink, seconded by Con. Lyall. THAT the foregoing Resolution be amended to provide for the inclusion of the Director of Public Works and Engineering Technician in the Committee. "MOTION LOST" Resolution #CW -274-76 By -Law No. 76-38 Moved by Con. Entwisle, seconded by Con. Cowman. Parking THAT the Mayor and Clerk be requested to review By -Law No. 76-38 Requirements and report back to the next meeting of Council, no circulation in Down Town of the By-law to be made in the meantime. Bowmanville "CARRIED" Committee of the Whole - 2 - June 14th, 1976 Mr. Kingsley Van Nest made representation on the foregoing matter as it affected renovations to the Bryoon's Smoke Shop for a restaurant. Clarion The following appeared before the Committee to discuss the Investments problems of drainage and fencing between the Clarion Town Houses Investments Town Houses and the houses on Alonna Street Mr. Bouchard of Clarion Investments, Mr. Gareau and Mr. and Mrs. Sadler, Alonna Street were present. After considerable discussion the following Resolution was passed: - Resolution #CW -275-76 Moved by Mayor Rickard, seconded by Con. Entwisle. THAT the delegation be acknowledged and that it be tooted the Council is aware of the fact that there could be a potential problem, and that if a problem does arise from the drainage situation, Council will undertake to negotiate a remedy with the Developer and that the Developer be notified of this and furthermore, that a independent Engineering Consultant be retained at this time to report whether or not there is a problem and also to recommend a solution to the problem. THAT the Planner be requested to report on a possible change to the Zoning By-law regarding sideyards, in view of the problem that has arisen with the Clarion Building being very close to the single family dwellings. I-IFfa, Committee of the Whole - 3 - June 14th, 1976 Day Nursery Miss Carol Anderson appeared before Council with regard 98 Concession to opening a Day Nursery at 98 Concession Street, Bowmanville. Street East It appears that the land would have to be rezoned for this Bowmanville purpose. She asked that any application to rezoned by dealt with as expeditiously as possible. Grass THAT Councillor Cowman's Report dated May 18th, 1976 (kitting regarding grass cutting on Municipal Properties be concurred with, with the addition of "Trull Cemetery, Michael Kennedy". "CARRIED" McLean Councillor Lyall advised that he had received a cheque in Cemetery the amount of $2,261.34 from the McLean Foundation for work to be done at the McLean Cemetery. Resolution #CS•7-279-76 Moved by Con. Hobbs, seconded by Con. Entwisle. THAT Councillor Lyall be authorised to thank the donors and have the work put in land. Fence at THAT the By -Law Enforcement Officer's report on a fence Darlington constructed by Mr. Gary Lilley encroaching on Town Property Sports be receivid and that the By -Law Enforcement Officer request Centre Mr. Lilley to remove the fence within a reasonable length of time. Larryls Sports THAT the matter of By-law infraction be tabled and that the and Marine By -Law Enforcement Officer and Councillor Cowman be authorized to contact the owners of Larry's Sports and Marine and report back. Bell Canada THAT the letter dated June 3rd, 1976 from Bell Canada Lease of regarding the lease of the former Village of Newcastle Old Fire Fire Hall be tabled pending ascertaining who owns the Hall building., "CARRIED" Resolution #CW -283-76 Moved by Con. Hobbs, seconded by Mayor Rickard. City of Windsor THAT the letter dated May 25th, 1976 from the City of re Mosquito Windsor regarding subsidy of 75% from the Province for Spraying mosquito prevention spraying be concurred with and appropriate action taken. "CARRIED" Resolution #CW -284-76 Moved by Con. Lyall, seconded by Con. Tink. Use of French THAT the letter dated May 28th, 1976 from the City of Orillia Language for containing resolution in support of stand taken by the Pilots Air Traffic Association against the use of the French language in air Control traffic control be received for information. Fence at THAT the Hayden Community Hall Board be advised that Council Hayden Hall will underwrite the cost of a fence around the hall grounds, up to a maximum cost of $500.00 if the Board will undertaken the work. Civic Holiday THAT Friday, September 10th, 1976 be declared a Civic Holiday September 10, in the Town of Newcastle, but to apply only to the closing of 1976 Public Schools in Ward 3 for the children to attend the Durham Central Agricultural Fair. Development THAT the proposed Development Charge By-law be deferred to Charge the next meeting of the Committee and to be discussed as By -Law the first item.
