Roll Present were: Councillor Donald W. Allin, Chairman Call Councillor Ann Cowman, Member - till 5:30 p.m. Councillor Kirk Entwisle, Member - till 5:30 p.m. Councillor Ivan M. Hobbs, Member Councillor Kenneth E. Lyall, Member Councillor H. Bruce Tink, Member Mayor Garnet B. Rickard, Member Town Clerk J.M. McIlroy, Secretary Resolution #CW -212-76 Moved by Con. Tink, seconded by Con. Hobbs. Adoption THAT the minutes of meeting held on April 26th, 1976, be of Minutes adopted, "CARRIED" Delegation re Alderman Dewer and Alderman DeHart of Oshawa led a delegation Contribution to seek financial support for the operations of the City to C.O.M.R.A. of Oshawa Marine Rescue Association. Resolution #CW -213-76 Moved by Con. Cowman, seconded by Con. Entwisle. THAT the operations of C.O.M.R.A. be subsidized by the Town of Newcastle in the amount of $1,500 for the year 1976. Yea Councillor Allin...............Yea "CARRIED" Federal Mr. Bill Manson of the Ministry of Housing informed the Committee Provincial about the Federal Provincial Housing Incentive Grant. He Fusing indicated that a letter would be forthcoming from the Minister. Incentive Grant Resolution #CW -215-76 Moved by Con. Tink, seconded by Con. Hobbs. THAT Mr. Mansons information be received. "CARRIED" Bowmanville Mr. Peter Fleming of Totten, Sims & llubicki appeared before Town Hall the Committee relative to h's report dated April 12th, 1976 Renovations on the Bowmanville 'Town Hall proposed renovations. Resolution #CW -216-76 Moved by Con. Entwisle, seconded by Con. Cowman. THAT this matter be tabled pending a report from Mr. Fleming on the cost of a study and design. "CARRIED" Resolution #CW -217-76 Moved by Con. Entwisle, seconded by Con. Hobbs. Bowmanville THAT Totten, Sims & Hubicki be requested to inspect the roof Town Hall at Bowmanville Town Ball and report back to the Mayor and Roof Town Clerk regarding repairs necessary and that the Mayor and Clerk be given power to act to have the repairs effected. Builders presented re L,D,C,M, a site plan of the proposed Shopping Centre at Simpson Shopping Avenue and King Street West. The Clerk also reported that Centre the Town Solicitor had submitted an agreement to cover this, Resolution #CW -218-70 Moved by Con. Hobbs, seconded by Con. Tink, THAT it be recommended to Council that the Site Plan Agreement be accepted and that the appropriate By-law be presented to the next meeting of Council. "CARRIED'I Resolution #CW -219-76 Hobbs Drive Moved by Cone Entwisle, seconded by Con, Hobbs, Town Houses THAT By -Law No, 76-20 be submitted to Council for second and third reading on May 17th, 1976, "CARRIED" Veltri Mr, Dunham and Mr. Ferguson reported to Council that Commercial Storm Sewer improvements would be necessary in connection Building with Mr. Veltrits proposed commercial building on King Street, Bowmanville, Resolution #CW -220-76 Moved by Con. Hobbs, seconded by Con, Tink, TI4AT an agreement be entered into between the Town and Mr. Veltri for the construction of a Storm Sewer by the Town from the connection at Ontario and King Street going approximately 600 feet westerly on King, Reso7.ut,;jn #,CW221-75 Moved by Con, En-cwisle, seconded by Con, Lyall. Hobbs, seconded by Con, Tink. Prestonvale Rd. THAT the letter dated April 28th, 1976 from Mr. Rcuban Allowance A. Rodney be received for information and that the Town Carcone Solicitor be instructed to draft the necessary agreement in conjunction with the applicantIs Solicitor and that the Agreement be presented for Councilts approval. "CARRIED" Resolution #CW -223-76 Moved by Con. Cowman, seconded by Con. Entwisle. THAT the requirement of a one foot reserve stop on the other side of the road be not required. "CARRIED" Resolution #CW -224-76 Moved by Con. Lyall, seconded by Con. Hobbs, Urgent THAT the Agenda be suspended for the discussion of an Matter urgent matter. "CARRIED" Councillor Lyall presented a petition from the residents of Port Granby opposing the present E1Dorado Dump or any enlargement. Mayor Rickard also presented a letter from the Secretary of the Atomic Energy Control Board with a copy of the same petition which had been submitted by Councillor Lyall to a press conference in Port hope on May 6th, 1976. THAT it be recommended to Council that we unequivocally oppose dumping of Eldorado production refuse, or contaminated fill from Port Hope, at the Port Granby Disposal Sitei AND THAT our Federal and Provincial members be requested to support our position with utmost vigour. Entwisle, seconded by Cone Lyall, THAT the Mayor Report to next meeting of Council on progress of Solicitor in obtaining an injunction to prevent dumping in Port Granby. "CARRIED" Resolution #CW -227-76 Moved by Mayor Rickard, seconded by Con. Entwisle. THAT the petition be received and acknowledged and that Council support the residents, "CARRIED" Standard The Committee considered Mr. Howdents Report of May 3rd, Subdivision 1976, Councillor Cowman also submitted a letter from Agreement Mr. Manson of the Ministry of Housing which gave comments on the proposed Subdivision Agreement. Entwisle, TIiAT the proposed standard Subdivision Agreement be tabled for redrafting by the Planning Staff with the co-operation of the Ministry of Housing and that Council members be given a copy of Mr. Mansonfs letter. Resolution #CW -229-76 Moved by Con. Cowman, seconded by Con. Hobbs. THAT the foregoing Resolution be tabled until the next meeting when all members of Council would have reviewed the cluases as suggested by Mr. Manson. "CARRIED" Shopping Mr. Howden submitted a Confidential Memo dated May 10th Plazas regarding Special Meeting scheduled for May 12th, 1976, Committee of the Whole - 6 - May 10th, 1976 Resolution #CW -230-76 Moved by Mayor Rickard, seconded by Con. Hobbs. THAT the Special Meeting scheduled for May 12th, 1976 be postponed till Wednesday, May 26th, 1976 at 7:30 p.m. in Bowmanville Court Room. "CARRIED" Resolution #CT,7-231-76 Moved by Con.
