Brief report on Department of Recreation use of School facilities
within the Town of Newcastle for the Northumberland and Newcastle
Board of Education i'leeting in Cobourg Thursday, 1''ay 8th presentation
at 8430 p. m.
During the past 10 years the Department of Recreation has
serviced School Grounds, and play areas in the Town of Bowmanville
and have split cost with the board of Education. This project has
benefited both parties due to the fact that we have cleared the play
areas, dragged and a±arked ball diamonds along with soccer pitches.
When the '-own of Newcastle started, we have been highly involve-
in areas in Darlington and Clarke Townships. This spring Mr. Doug Moffe _
Principal of Orono Public School asked us if we would fix up his ball
diamond which we did. I am using this as an example, in that we have
been told by other principals in other areas to service their diamonds
and playground equipment. It has been the policy of this department
to check with school Principals and Mr. Glen Holmes of the School
Board Staff. We have never refused to assist the sCh)ols reguarding
their functions ( outdoors ) because we also use their facilities for
recreation progran1 es.
the following items purtain to Park Maintenance and Recreation
activities in..the various outdoor school facilities within the Town
of Newcastle, Mr. Glen Holmes is well aware of these projects.
WARD 1
M. J. Hobbs School Grounds:
1. Re: skinning of the diamond infield. To meet with Glen Holmes
School Board Reo this project.
2. Build diamond up with loam, drag and grade.
3. Consider Tennis Court markings on pavement.
Enniskillen School:
1. In 1974 filled in holes on ball diamond put in home plates and
pitching rubbers.
WARD 2
Lord Elgin Park:
1. Clean-up park.
2. Grade and drag East Diamond.
3. Four (4) loads of Crushed Line' required for this diamond.
4. Place players benches in ground.
5. Put in Picnic Tables.
6. Clean-up outside park, along l`ourth Street.
7. Paint Apparatus where required.
8. Check all playground Equipment to make sure it is in first
class shape.
Central School Grounds:
1. Repair and paint players benches.
2. Check over ball screen, repair where necessary.
3. Clean up grounds and the outside of Area.
4. Diamond requires three truck loads of Crushed Lime Stone.
5. Level and crag diamond.
6. Check outfield for holes and fill them with fill.
Vincent Massey Grounds:
1. Repair and Paint Players benches.
2. Four truck loads of loam required for diamond.
3. Grade and drag diamond.
4. Check outfield for holes and have filled with fill.
5. Put out Picnic Tables and G;srbage Cans.
Old High School Grounds:
1. Clean-up grounds and mark soccer pitch out.
Wyerly Gardens :
(a) We had the town property and the school property on the north
side of Waverly Gardens School dragged up, graded last fall and
we are repeating this system at the present time. The next move
will be to plant grass seed and erect a baseball back stop. Last
year we erected their soccer goal posts and marked out the soccer
pitch. The Town has tentatively proposed the following playground
equipment for these playgrounds:
HD6102L - 6 units, Heavy duty swing $ 409.50
SL16S - 8' High Stainless Steel Bedway 318.15
TW3 - Unit Wooden Teeter 164.75
CE - Elephant Climber 202.00

WARD 1
Newtonville School Grounds all Diamond:
1. Clean-up park.
2. Crushed Lime Stone for infield.
3. Level and drag.
4. Check with Glen Holmes of the School Board.
Newcastle School Grounds:
1. Grade Ball Diamond.
2. Mark out soccer pitch.
3. Drawing plan Ree playground equipment.
Orono Public School:
1. Clean-up grounds.
2. Grade and drag both ball diamonds.
3. Paint soccer goal posts if required.
INDOOR FACILITIES
The Recreation Department use the Bowmanville High School
for Children and Teens Activities Club, Girls Gym Class and Badminton
Club.
A Boys Gym Class is conducted at the Lord Elgin School.
The Square Dancing Group use Ontario Street School.
We have a Youth Club at the Newtonville School. All these
activities are well attended. There is also a Boys and Girls Gym
Class at Kirby School.
PLEASE NOTE:
We cut the grass at the following schools in Ward 2.
Old High School
Ontario Street School
Vincent Massey School
Central School Grounds.
Lord Elgin School Grounds,
Summer Playground Program Extended Into All Town Areas:
The Newcastle Town Council has tentatively set the
following Playgrounds to be conducted in the Town of Newcastle
for the Summer of 1975. The playgrounds in Ward 1 and 3, will
be conducted five afternoons e week for seven weeks and the
Playgrounds in Ward 2, liornings and afternoons, 5 days a. week for
seven weeks.

In conclusion, Mr, Holmes, '4r. Patterson and the
undersigned are trying to devise a system to eliminate duplication
by both Departments.

COMMUNITY RECREATION CENTRES ACT
WHAT 15 A COMMUNITY CENTRE?
Under the Community Recreation Centres Act,
as one of the following;
community hall
• playing field
• tennis courts
m swimming pools
• snow skiing facilities
1974, a community centre is defined
• skating rink
skating arena
- fun fitness trail
- gymnasium
• cultural centre
Ineligible `facilities include curling rinks, libraries, municipal offices, and
such items as change houses, band shells and bowling greens unless they are
placed on an athletic field established under the Act.
Grants are not paid for furniture, nor for maintenance or operational costs.
However, Zamboni machines, playground equipment and bleachers are covered.
WHO IS ELIGIBLE TO RECEIVE GRANTS?
In organized areas, municipalities and Indian Bands. In unorganized areas,
school boards, Indian Bands and approved corporatloflsQ Note that although no
new community centres may be established by school boards in organized areas
after April 1, 1975, grants will be paid for the centres previously established.
Clubs and organizations, in unorganized areas, may receive grants if they
qualify as an approved corporation. ;They may also assist municipalities in
the planning of facilities, or by donating labour and/or money to a project.
!WHAT GRANTS ARE AVAILABLE?9
Grants are available to municipalities for the construction, alteration,
extension, acquisition or renovation of a community recreation centre on the
basis of 25% or the total expendl trees made by the applicant to a maximum of
$75,000.00 per fa

A special grant has been set up for applicants who provide facilities for
handicapped persons that go beyond the requirements of The Bui1din Code
Act, 19749 equal .to the cost of the special facilities.
If a municipaljty feels that the recreation project places it in a position
of undue financial burden, it may apply for an additional grant, the total
not to exceed 50% of the expenditures up to a maximum of $150,000.00
There is no legislative maximum stipulated for grants to Indian Bands,
approved corporations and school boards in unorganized territory. However,
the pol i cy that the regional consultants will operate from is to begin
negotiations with the applicant at the 25% - $76,O00.00 figure, the final
figure being heavily dependent an the consultant's judgment of the situation..

3) thee applicant submit a copy of sketch plans for the project to us;
(4) if itis a project undertaken by more that one municipality, the joint
agreement be submitted to us.
HOW TO APPLY
The applicant should contact his Regional Consultant. The Consultant wi l l
discuss the project with the applicant, and provide 441e necessary initial prosect
information form. This form gives an indication of the estimated costs and
expected completion �ae}jill be (16vase�ulegale�ig6ti�nf us��oof the sketch
plans and evidence o ownership
When the project is completed, the final application form for grant pent should
be submitted with the byelaw (resolution). Partial payment of grant is
passible, but no more than 75% ofthe total grant will be paid before completion of
the pr=oject.
