Whereas report and recommendation was received on this
date from the Clarke Planning Board concerning the proposed
conveyance of lands to this Municipality by Sunnydene Estates
Limited, the o~^,'TIers of: parts Lots 27 and 28, Concession 5;
And Whereas this Council request the-Minister of Municipal
Affairs to impose certain conditions in accordance with
subsection 5 of Section 28 of the Planning Act, R.S.O. 1960
and a"lendmen t s thereto;
Now Therefore this Council hereby request the Minister of
l~lnicipal Affairs to impose such conditions to the approval-
of the Sunnydene Estates Limit.ed proposed plan of subdivision
in parts Lots 27 and 28, Concession 5, Township of Glarke, so
that the following lots may be conveyed to uhis Municipality
for publio purposes other than high\"ays:
Lot No. 53 11,250 'sq. ft.
Lots Nos. li7 & 1j-9 21,000 sq. ft.
Lots Nos. 31, 3$ & 61- 24,750 sq. ft.
Lot No. 69 8,175 sq. ft.

Being. a By-La,,! to appoint a Municipal Auditor.
WHEREAS Section 228(1} of the Municipal Act, R.S.O. 1960
requires that every municipality shall by"by-law appoint one
or more auditors who shall be persons licensed by the Depart-
ment of ,Municipal Affairs as municipal auditors,
AND WHEREAS council have decided to appoint such an
auditor.
AND WHEREAS council have been assured that their nominee
is a fully qualifted Charter.ed Accountant who holds the
necessary licence from the Department of Hunicipal Affairs
within .the meaning and requirements of t,he .said .statutory
authority and that he does not fall within any of the statutory
prohibitions found in the said Act,
BE IT THEREFORE ENACTED by the }"'-uni cipal Corporation of ,the
Township of Clarke as follovJs:-
1. That Walter H. Pope, Chartered Accountant, of the Town
of Georgetown in the Province of Ontario, is hereby
appointed ~runicipal Auditor for tho Township of Clarke.
2. That the said auditQr.shall.p2r.form th2 .corporation audit
and t1:}e audit of all local boards and hadies where
fu,nctions fall under .the legal .authori_ty: of .the Tovmship
of.Clarke and other statut.or.y duties rcqujr~d of a
Township auditor and any and all other specific matters of
a fiscal natu,re properly placed, before him by the COllnciJ
or the Clerk and ancillary to his statutory function at a
fee of One Thousand Dollars ($l,OOO.OO) annually be.:;inninc
in the year 1968.
3. That while this appointment is for a definite term,
nothing,in.this by-law shall prevent removal for cause of
the said auditor '1tTithin the meaning and by the means
outltned in Section 22$(l} of the Municipal Act.
h. That By-Law No.-1549 be and is hereby repealed.

Special meeting of Council was called by Reeve Foster to
consider the business herein recorded.
Mr. Wm.. H. Carman appeared before Council to inform them
of his intention to let his name be nominated and stand for
election as Trustee of the United Counties of Northumber1and
and Durham Board of Education. In this regard he requested
the support of the individual members of:Council.
Road Superintendent M. L. Ross appeared at Council: meeting
to discuss an appraisal report in respect .to the property of
Ulrich and Ruth Ruegger being part of Lot 9, Range B., Broken
Front Concession.
The following correspondence was read out by Reeve Foster:
1. Department of Highways re Estimate of Expenditure- ,
January 1st to December 31st, 1968. -Filed.
2. Mrs. Jenny V. Norton re resignation.-Referred to Resolution.
3. Mr. John Layng r.. CIQeing of Road Allowance between Lots

Act and to further authorize the said Treasurer to apply the
said taxes upon chargeback under Section 207 of the said Act~

This Council hereby request Walter H. Pope, Auditor for
the Township of Clarke, to audit the books and accounts of this
municipality in accordance with By-Law No. 1608 and report:
the financial position of the Township of Clarke to this Council
on or before the 6th of December 1968. Carried.

and is hereby accepted with regret to become effective on the

and thereby authDrize the treasurer to prepare the necessary
By-Law, to impose a special drainage rate,.andDebenture and
upon final passing of the said By-Law by this CGluneil to ~
advance the said loan after deducting Inspector's fees to
the said applicant subject to the approval of the said

and thereby authorize the treasurer to prepare the necessary
By-Law, to ~pose a special drainage rate,'a~ ~ebenture and
upon final passing o~ the said By-Law by this Council to
advance the said loan a~ter deducting Inspector's ~ees to the
said applicant subject to the approval of the said By-Law
and Debenture by the Ontario Department of Agriculture.

Edward Barnoski'the sum o~ Six Hundred Dollars to be repaid
with interest by means o~ the rate hereina~ter ~posed:
Be It There~ore Enact~ by the Council that an annual
rate o~ Seventy-three' Dollars' and Ninety-seven CeB~s per
annum is hereby imposed upon such land ~or a period o~ ten
years, such rate to be levied and collected at; the ~ame t~e
and manner as erdinary taxes'are levied and collected.

Joseph Barnoski the sum.o~ Four Thousand One Hundred Dollars
to be repaid with interest by means o~ the rate hereinafter
imposed:
Be ,It There~ore Enacted by the Council that an annual
rate o~ Five Hundr~d and -Five Dollars and Forty-nine Cents
per annum is hereby imposed upon such land ~or a period of
ten years, such rate to be levied and collected at the
same time and manner as ordinary taxes are levied and
collected.
