Minutes of a meeting of the Community Services Committee held in the Committee Room of the Bowmanville Town Hall on Monday, November 3, 1975, at 1 p.m. Roll Present were: Con. D. W. Allin, Chairman Call Con. K. E. Lyall, Member Con. Ann Cowman, Member Mayor G. B. Rickard, Member Deputy Clerk, G. Gray, Secretary. T. A. Fanning, Director of Recreation. Adoption of Minutes Resolution #CS -282-75 Moved by Con. Lyall, seconded by Con. Cowman THAT the minutes of the meeting of October 20, 1975 be adopted. "CARRIED" Board of The following Representatives of the Northumberland and Education Newcastle Board of Education were present: re A. MacLeod, Business Administrator Proposed D. W. Patterson, Superintendent of Planning Swimming E. Creighton, Chairman of the Board Pool at G. Blythe, Chairman Recreation Committee B.H.S. Glen Holmes M. Prout, G. Cameron and A. Thompson, Trustees E. Wolff, Principal of Bowmanville High School. A discussion regarding the proposed Swimming Pool for the Municipality at Bowmanville High School, ensued. It was stated that there is no provision for swimming pools in the Capital Grants Structure for School Boards and the Municipality would be totally responsible for the capital cost of a pool. The School Board Representatives also stated that the School Board would be willing to co-operate in such a venture. Resolution #CS -283-75 Moved by Con. Lyall, seconded by Con. Cowman TRAT the question of a Swimming Pool be declared premature at this time, but it be recommended to Council that they look at the Capital Budget next year to start planning for the future. Wohler, Gardens Also present, Mrs. Hawkins and Mrs. Sadler. Subdivision Resolution #CS -284-75 Moved by Con. Cowman, seconded by Mayor Rickard That the Committee recommend to Council that as one of the alternatives to the parkland problem in Waverly Gardens, they try to negotiate for a piece of suitable parkland, lease if necessary, on the west side of Martin Road in the vicinity of Alonna Crescent. "CARRIED" Resolution #CS -285-75 Moved by Mayor Rickard, seconded by Con.Cowman Warble Fly THAT the Warble Fly Inspector's Report be tabled until Report the next meeting. Fencing Newcastle Swimming Pool "CARRIED" The Director of Recreation presented his report. Resolution #CS -286-75 Moved by Con. Lyall, seconded by Con. Cowman THAs the revised cost of $771.00 for Frost Fence at the Newcastle Swimming Pool, be approved. "CARRIED" Resolution #CS -287-75 Moved by Mayor Rickard, seconded by Con. Cowman Cooling THAT Potto's price for the condensor for the cooling System system at the Darlington Sports Centre, be accepted, D.S.C. $271.67. „CARRIED" Community Services Committee - 3 - November 3, 1975. Lyall Steering THAT a Steering Committee be formed for the development Committee of Soper Creek Park and the following groups appoint a Soper representatik.e to the Committee: Council, Town of Newcastle Creek Recreation Committee, the Bowmanville Jaycees and the Park Central Lake Ontario Conservation Authority. Subletting of Ice Time. "CARRIED" Resolution #CS -289-75 Moved by Con. Lyall, seconded by Con. Cowman THAT Council permit no subletting of ice time in the Arenas in the Town of Newcastle. Cowman Badminton THAT the letter from the Newcastle Memorial Public Library Newcastle regarding Badminton in the Newcastle Community Hall be Community referred to the Village of Newcastle Recreation Committee Hall. for action. Cowman Orono THAT the letter of thanks from the Orono and Area Chamber C of C of Commerce, regarding the annual iarBQ in Orono, be re Bar -'B --Q r'=ceived for information. "CARRIED" Resolution #CS- 292-75 Moved by Con. Lyall, seconded by Con. Cowman Fence THAT the matter of an additional opening in the Fence at Memorial Memorial Park be left with the Director of Recreation for Park action. Cowman Radios THAT the question of radios for the Animal Control for Animal Department be referred to the Works Committee and Councillor Control Lyall bring back a report. appRared before Committee "CARRIED" Resolution #CS -294-75 Moved by Con. Lyall Animal THAT the Animal Control Officer and the Secretary prepare Research a letter to Animal Research in conjunction with the disposal of animals at the Pound and bring it to the next meeting. Lyall Storage THAT the Chairman and the Director of Recreation look into Space the problem of storage space for the recreation equipment Recreation and bring back a report to the Committee. Cowman, seconded by Mayor Rickard Water THAT in an emergency, Mr. Cliff Pethick be called to deliver Darlington water to the Darlington Sports Centre and a report be Sports submitted every 4 weeks on the amount of water trucked in. Lyall Fire THAT it be recommended to Council that they call a meeting in Protection the West Side of Ward 1 regarding Fire Protection in that area.
