Minutes of a meeting of the Community Services Committee held in Court Room #2, Police and Fire Building, on Monday, August 18, 1975, at 7 p.m. Ro11 Call Present were: Con. D. W. Allin, Chairman Con. A. Cowman, Member Con. K.E. Lyall, Member Mayor G. B. Rickard, Member Deputy Clerk G. Gray, Secretary. Adoption of Minutes Bowmanville Minor Hockey Association Resolution #CS --210-75 Moved by Mayor Rickard, seconded by Con. Cowman THAT the minutes of the meeting held on July 21, 1975, be adopted. "CARRIED" Mr. Brian Purdy, on behalf of the Bowmanville Minor Hockey Association, made a presentation .to Council asking that the price for ice time for their Organization be cut to $20. per hour, and requesting more hours. Resolution #CS -211-75 Moved by Mayor Rickard, seconded by Con. Lyall THAT the presentation be received and examined thoroughly to see what assistance might be given. "CARRIED" Recreation The Recreation Director presented his report Director including schedules for the Bowmanville and Darlington Arenas. Mr. B. Heming and Mr. John Virtue were present representing the Tyrone Community. Resolution #CS -212-75 Moved by Con. Cowman, seconded by Con. Lyall THAT the Recreation Director's report be accepted. "CARRIED" Community Services Committee Additional Ice Time in Newcastle and Orono Arenas. Vire Department July Report 2 - August 18, 1975. Resolution #CS -213-75 Moved by Mayoe Rickard, seconded by Con. Lyall THAT the Director of Recreation explore the possibility of obtaining additional ice time in the Newcastle and Orono Arenas to accommodate the B.M.H,A, and Recreation hockey. "CARRIED" Area Fire Chief J. Hayman presented his Report Resolution #CS -214-75 Moved by Con. Lyall, seconded by Mayor Rickard THAT the July report of the Fire Department be accepted. Resolution 44CS-215--75 "CARRIED" Moved by Con. Lyall, seconded by Con. Cowman Telephone THAT the Fire Chief's report regarding the Answering telephone answering service be received for Service information and the Fire Chief be authorized to replace the third person as he sees fit. "CARRIED" Resolution #CS -216--75 Moved by Mayor Rickard, seconded by Con. Lyall In Camera THAT the meeting be In Camera to discuss a Session property matter. "CARRIED" Resolution #CS -217-75 Moved by Mayor Rickard, second 2d by Con. Cowman THAT John Hubicki be invited to present a further report on the new site location to the Council, Area Fire Cbbief, Newcastle Fire Chief on Friday, August 22, at 2 p.m. in the Village of Newcastle. "CARRIED" Community Services Committee Animal Control Amendments to Animal Control By -Law 74-29 - 3 - August 15,1975. The Animal Control Officers were present at this point when the meeting resumed in open session. Councillor Lyall gave a report of the sale of dog licences by students. More than 200 licences have been sold to date. Resolution #CS -215-75 Moved by Con. Lyall, seconded by Con. Cowman THAT an amendment to Animal Control By-law No. 74-29 be drawn up adding the following: 7.(a) a penalty of "not less than $10.00" 7.(b) allowing for payment out of court of a fine of $10.00 for dogs running at large. 7.(c) allowing for payment out of court of a fine of $10.00 for failing to obtain a licence. Lyall Tenders THAT the Chairman arrange with the Clerk to draw for up specifications and call tenders for the purchase Truck of a new truck, with and without trade-in, for the Animal Control department. Burial of Animals Purchase of Rifle "CARRIED" Resolution #CS -220-75 Moved by Con. Lyall, seconded by Con. Cowman THAT the Public Works Department be ordered to dig another hole, at the direction of the Animal Control Officer, for the burial of animal carcasses. "CARRIED" Resolution #CS -221-75 Moved by Con. Lyall, seconded by Mayor Rickard THAT a second gun, a 22 - 250 mag rifle, be purchased for the Animal Control Department at a cost of $140.00. Letter from Mrs. Walker re Dog Control Cemeteries Fencing Miss Sugden re Cemetery (Enfield) Museum Roof Newcastle Community Hall Grounds Responsibility Adjournment Resolution #CS -222-75 Moved by Con. Lyall, seconded by Mayor Rickard THAT the letter from Mrs. Walker re garding Dog Control be received for information. "CARRIED" As the estimate for fencing for cemeteries had not been received, the matter was tabled until the next meeting. The Secretary was instructed to inform Miss Sugden that the Cemetery mentioned in her letter, had been identified by the Township of Darlington and is under the care of the Town. Resolution #CS -223-75 Moved by Mayor Rickard, seconded by Con. Lyall THAT the Bowmanville Museum Management Board resolve the problem of the leaking roof. "CARRIED" Resolution #CS -224-75 Moved by Mayor Rickard, seconded by Con. Allin THAT the Newcastle Community Hall Board be advised that they will be responsible for the care of the grounds at the Newcastle Community Hall. "CARRIED" Resolution #CS -225-75 Moved by Con. Cowman, seconded by Mayor Rickard THAT the meeting adjourn at 11.10 p.m. "CARRIED"
