Minutes of a meeting of the Compudity Services Committee held in the Bowmanville Committee Room on Monday, April 7, 1975, at 1 p.m. Roll Call Present were: Councillor D. W. Alun; Chairman Councillor H. B. Tink, Member Mayor G. B. Rickard, Mayor Deputy Clerk, G+ Gray, Secretary Absent: Councillor K. Lyall, Member. Resolution #CS -95-75 Moved by Mayor Rickard, seconded by Con. Tink Adoption of THAT the minutes of meetings held on March 17 and March Minutes 31st be adopted. "CARRIED" Mr. B. Heming and Mr. John Wood of the Tyrone Community Centre were present to discuss the tatters included in their letter of March 10, 1975. Resolution #CS- 96-75 Moved by Mayor Rickard, seconded by Con. Tink Fireworks THAT it be recommended to Council that they approve of Display the operation of a Fireworks display at Mospott on May May 19 19, 1975, by the Tyrone Community Centre. "CARRIED" Resolution #CS -97-75 Moved by Con.. Tink, seconded by Mayor Rickard no parking THAT the request for "no parking"signs and regulation signs of traffic at Mosport on May 19, be referred to the Public Works Department. "CARRIED" Resolution #CS -9$-75 Moved by Con. Tink, seconded by Mayor Rickard Fire THAT the Fire Department be permitted to put on a display Dept. on May 19, at Mosport. Display. "CARRIED" Community Services Committee -2- April 7, 1975. Resolution #CS -99-75 Moved by Con. Tink, seconded by Mayor Rickard Tree THAT the Mayor check with the Regional Works Department Planting regarding the request to plant trees on the road sides in Tyrone. Tennis Courts Tyrone Newcastle Community Hall Board Budget "CARRIED" Resolution #CS -100-75 Moved by Mayor Rickard, seconded by Con. Tink THAT the request for tennis courts at Tyrone be referred to the Director of Recreation. "CARRIED" The Tyrone Community Centre representatives were advised that Day Care Centres is a regional responsibility and the Chairman of the Community Services Committee would check into the matter of grants for Senior Citizens Clubs. Mrs. M. Brereton and Mrs. N. Hoogkamp were present representing the Newcastle Community Hall Board. Resolution #CS -101-75 Moved by Mayor Rickard, seconded by Con. Tink THAT the capital expenditures be separated from the .Hall Board Budget and the other items be approved in principle and forwarded to the Budget Finance Committee. "CARRIED" Resolution #CS -102- 75 Moved by Mayor Rickard, seconded by Con. Tink THAT the capital expenditures in the Budget be referred to the Finance Committee for discussion and special consideration. "CARRIED" Resolution #CS -103- 75 Moved by Mayor Rickard, seconded by Con. Tink THAT an ad hoc committee of a representative of the building department, the Hall Board and the Community Services Committee investigate regarding repairs to the roof of the Newcastle Community Hall. Tink Brownsdale THAT the Chairman, Secretary and Building Ins,•actor Recreation open the tenders for alterations to the Brownsdale Centre Recreation Centre. Tenders Animal Control "CARRIED" The Tenders were as follows: Bowman Construction, Bowmanville Percy W. Aliin, Newcastle plus painting Ken Langford, Bowmanville Maclnnis Bros. Construction, Newtonville Anger Construction, Bowmavville Peter Willems , Newtonville $15, 900. ( 10,850. ( 1,050. 17,995. 12,500. 18,000. 15, 000. The Tenders were given to the Chief Building Inspector for comparison. Mr. Jim Hancock, Animal Control Officer presented his report. Resolutnn #CS -105-75 Moved by Mayor Rickard, seconded by Con. Tink THAT the Animal Control Officer, Chairman of Community Services and Mr. H. Best, By-law enforcement Officer check the feasibility of a by-law allowing the Animal Control Officer to issue summonses. "CARRIED" Resolution #CS -106-75 Moved by Mayor Rickard, seconded by Con. Tink Burial THAT the problem of burial of animals be tabled until of the Mayor checks with the Region regarding use of Animals Landfill sites for this purpose. Fire Department "CARRIED" Fire Chief Hayman was present to discuss the Budget for the Fire Department. Community Services Committee -4- April 7, 1975. Resolution #CS -107-75 Moved by Con. Tink, seconded by Mayor Rickard Fire Reports THAT the reports of the Fire Be!?artment for January, January, February and March be received for information and February forwarded to Council. March Man Hours "CARRIED" Resolution #CS -109-75 Moved by Mayor Rickard, seconded by Con. Tink THAT if reasonable, the Fire Chief report the number of man hours required for fighting the fires reported. "CARRIED" Resolution #CS --110-75 Moved by Mayor Rickard, seconded by Con. Tink Repairs to THAT the matter of repairs to the Ramp at the Fire Fire Hall Hall be referred to the Chairman and the Fire Chief Ramp for further information to be brought to the next meeting. Budget Fire Dept. "CARRIED, Resolution #CS -111-75 Moved by Mayor Rickard, seconded by Con. Tink THAT the Fire Department Budget be forwarded to the Finance Committee "CARRIED" Resolution #CS -112-75 Moved by Con.
