R. Carveth Councillor F. A. Gray Councillor J. W. Stone Clerk H. E. Millson The minutes of Council meetin~s held on September 3 and 18, 1968, were adopted on motion by F. A. Gray, seconded by J. W. Stone. Carried. It was, moved by W. R. Carveth, seconded by F. A. Gray" that delegations be heard. Carried. Messrs. H. Smith, D. P. Collins and R.'B. Fra~er, representing Department of Highways of Ontario, met with Council and Mr. M. L. Rost:l, Road Superintendent, to discuss the reconstruction of the intersection of Taunton Road ,and ~ueen's Highway 115-35. . The Council were requested to resolve on this matter by resolution and forward a copy to the said Department. A plan of the proposed reconstruction was given to Council and referred to the Road Superintendent. Mr. Wayne Kennedy appeared at Council, meeting upon . Council's request to discuss the Caretaker's Contract with regard tp the Township Hall. It was moved by J. W. Stone, seconded by F. A. Gray, that Mr. Kennedy submit to Council on or before the lOth day of October 1968 an itemized statement of the Township Hall receipts for the' period of this contract to date. Carried. A number of subjects pertaining to Public Wor~s were discussed in Council with the Road Superintendent. On motion by F., A. Gray, seconded by W. R.. Carveth, Council recessed at 12 noon for lunch. Page 3 Regular Meeting of Council 1 October 1968 continued: " The following resolutions were passed: Reso?ution No. li4:Moved by W.R.Carveth,seconded'by F~nk Gray: Whereas the Council shall appoint a Zoning Administrator 'in accordance with By-Law No. 1592, being a by-law to regulate the use of land and the character, location and use of buildings and structures in the Tovmship of Clarke, who shall have the authority of administering the said By-Law; Therefore the Council of the Township of Clarke Resolves as follows:- 1. That'Mr. Arthur Low, R. R. 1, Kendal, Ontario, be and he is hereby appointed Zoning administrator of By-Law No. 1592 of the Corporation. 2. That'the said Mr. Arthur LCw'shall hold'offiCe during the period ending on 31st December 196$. 3. That the salary of the said Mr. Arthur Low'as Zoning Administrator of the Corporation of the Township of Clarke shall be $75.00 per month, payable monthly. ' 4. That in addition to his monthly salary he shall be reimbursed for travelling expenses at .10~ per mile on duties relating to the said Zoning Administrator. S. ResoJution No. li,:Moved by Frank Gray,seconded by W.R.Carveth: This Council hereby authorizes the Reeve and Clerk to sign a deed in duplicate dated the 18th day of September 1968 between the Corporation of the Township of Clarke and Gordon Frederick Baker of the Township of Darlington in the County of Durham and Doris Ruth Bake~ his Wife, of the same place, Joifit Tenants and not as tenants in Common. Edmunds, B.Sc., P. Eng., Counties Engineer and Road Superintendent, dated September 5, 196$. A certified copy of this resolution be forwarded to Mr. Edmunds. Carried. A certified copy of this resolution be forwarded to the said Trustees. Carried. Walkey Councillor W. R. Carveth Councillor F. A. Gray Councillor J. W. Stone Clerk H. E. Millson Spe~ial meeting of Council was called by Reeve Roy A. Foster to con~ider the business herein recorded. Due to the absence of Reeve Foster it was moved by J. W. Stone, seconded by F. A. Gray, that Deputy Reeve Walkey assume the chair. Carried. , The following resolution was passed: Resolution No. lhh:Moved by J.W.Stone,seconded by Frank Gray: Resolve that any interested person desiring to make claim or to oppose the proposed by-law to close or stop-up certain road allowances in the Township of Clarke be heard in person or by proxy at this'time: Carried~ . Frank and HarryWorrallv appeared at" CounciT meet'ing to oppose the closing of the road allowance under Item 1. A letter was received from Mr. Murray Payne who also objected to the closing of this road allowance. ~ Mr. 'John Kimball as proxy for Messrs. S. Tisnovsky and J. Kordas objected to the closing of the road allowance under Item 2 until such time as the Council may clarify this closing with the absent persons. Council tentatively objected to the proposed'closing under Item 8 and tabled this matter for further considerati'on. . It was moved by J. W. Stone, seconded byW. R. Carveth, that delegations be heard. Carried. Mrs. Walter Dempsey appeared at Council meeting on behalf of herself and Mr. Dempsey concerning a letter under correspond- ence, Item No.2, which was read out by Deputy Reeve Walkey. Mr. and Mrs. Angus Rankin also appeared to object to a shortage of water in their well believed to be caused by the development .of the Township gravel pit adjacent to the wells in question. ~It was moved by J. W. Stone, seconded by F. A. Gray, that this business be referred to the Road and Bridge Committee and the Road Superintendent for investigation and repo t to Coun'l C . r Cl. arrled. e,
