HomeMy WebLinkAbout1977-04-14TOWN OF NEWCASTLE April 14th, 1977 Minutes of a Public Meeting regarding proposed development in the Courtice Area held on April 14th, 1977 in the Courtice Secondary School at 7:30 p.m. Present were: Mayor Garnet B. Rickard Councillor Donald W. Allin Councillor Robert Dykstra Councillor Jasper W. Holliday Councillor R. Bruce Taylor Mr. Phil Levine, I.B.I. Group Mrs. Lyla Fice, Secretary Mayor Rickard outlined the purpose of the Meeting was to identify the concerns of the Citizens of Courtice relative to the proposed development of the area. Mr. Don Gladdon of Courtice Area That any area to sufficiently support subdevelopment must have 40% Industry and 60% Residential. Where do we find the 40% Industry in this Courtice Area? Mr. Bill Marchand of Tooleys Road Although Schools are not a responsibility of Council, by permitting the Development schools will become a necessity. When and how large a school would be required? What would the schools cost, as close an estimate as possible? What grants are available for financing and how much would have to be debentured? Would like to see some estimates on existing road improvements that will become necessary, and how will this be financed. When subdivision is completed and roads in the subdivision completed, the maintenance will be turned over to the Town. Will the assessment on these new homes off -set the costs for the maintenance on the roads and other services needed within the subdivision? How are the existing larger lots affected as a result of the new Development? How does equalization grants work, for how long do they apply and how much would it off -set any shortfall in the Assessment? Can we ask more questions if they arise from the answers of these questions? Mr. Ray Dreossi, Prestonvaie Road Who will pay for services such as water, sewers and roads for those units in the new subdivision that are built but remain unoccupied [example, unoccupied units in Oshawa)' Mr. Walter Michael, R.R. #3, Bowmanville - Varcoe's Road .9 Miles North of Highway 2 Is opposed to the proposed extension of Adelaide Street into this Community as the present location of the extension is totally unacceptable. 2 Mr. Barkley, Darlington Blvd. Will the Fire Hall be built before the Subdivision is developed, or is it contingent on the Development of the Subdivision? Mr. S. Penfound Prestonvale Road What is the total number of subdivisions. involved and what is the projected population when all houses are built? Mrs. Ann Cowman, 55 Darlington Blvd. South Is it the intent of Council to create a new community in Courtice with this Development? If so, what provisions are made for providing arenas, swimming pools, community centres, playgrounds, daycare centres, etc.? What is the estimated cost for the total storm sewer system for Courtice? Are storm sewers area rated? If so, what are the possible individual costs to the area residents? How is:the Works Department going to buy new equipment for cleaning roads, etc.? Is the Fire Station's construction contingent upon the development? Has Council requested a Provincial Commission to correct the inequality respecting equalization factors for Courtice? How does equalization effect Darlington and what has been done or what can be done to change it? Taxes have increased by 98%. What is wrong with the calculation of taxes? Mr. Massey Asadoorian, 9 Darlington Blvd. South Believes we cannot afford the new Development. Are there a full range of services proposed for this Development and if so how are the new homes to be assessed and what will their taxes be? If the new homes are under assessed will the existing residents have to pay the difference? What kind of homes are to be built? Will the Subdivision be self sufficient in every respect, or will my taxes go up? 3 Mr. George Pidduck Why is the maintenance of Highway 2 in Courtice so poor? Services on sideroads is better than on Highway, why? What form of liaison is there between Council and the Provincial Highway Department with respect to complaints? If development takes place and is fully serviced are we going to get same services, and if so, who is going to pay? If Courtice is developed is Courtice going to be looked after and will taxes go up? What can be done with regard to speeding on Highway No. 2? Why are there no street lights in Courtice? Mr. Brian Seaton, Prestonvale Road - 723-5394 Who drew up the Subdivision (Who is the Planner)? Why does the Plan of Subdivision seem to delete a public Road Allowance on which one of my secondary buildings is located? Without the said allowance there is no access to the building. Why is my secondary building left off the land use model for the Subdivision? What will the smaller lots do to my assessment? Mr. John DeCoe, Prestonvale Road Will there be a realignment of Prestonville Road? If so, when will it be done as the present road alignment is too narrow for construction activity? Mr. Heard, Oshawa Town Line Why do we need the Courtice Development? What are the benefits of the Development? Regional Police is to take over area. How is this going to effect our taxes? Cathy Mueller What happens to the grant money received from the Federal and Provincial Governments to the Town as a result of this Development in the Courtice Area? - 4 Mr. Robert Beach, Varcoes Road Will Adelaide Street be relocated? If so, when and what are the plans? Are there any provisions for reducing the $2.80 ft. frontage charge for owners of large lots? Would Council object to a referendum on where Courtice should belong - Oshawa or Newcastle? (Meaning from Town Line Road to Courtice Road). Will there be all of the answers in two weeks? Mr. Russell DeCoe, Prestonvale Road Is there any place in Ontario were a subdivision of this size has been placed in an urban area? If so, are there any records on the impact on surrounding area with regard to the environment; such as, the lowing of water level, etc? If it does interfere with the water level who pays for the water and sewers when their own wells and septic tanks are interferred with? Mrs. M. Vetzle, Courtice Road Supposing the lots are 40 ft. lots in the new development, then could an existing development pay the same frontage charge of 40 ft. and not the actual foot frontage? Mr. Wayne Wiggins, Trulls Road North What is the total number of houses planned? How many subdivisions are presently being considered for this area? What would the total population of these projects be projected over the next four or five years Will we be living in a rural type atmosphere or living in a City? If we have so many good questions tonight, what thought has been put into the planning? Why do we have to wait for two weeks for our answers? - Mayor Rickard advised Mr. Wiggins that Council wanted to give the residents of Courtice the best answers possible and to have all the questions researched and answered correctly. Cathy Mueller Why didn't we get information on this housing development? Why didn't you give us an estimate of the costs involved? 5 - 5 - Mr. Harold Muir Who is to pay back interest free loan? How is it to be paid back? Mr. Wm. Dobroshinsky, Courtice Road North If other people are allowed to put a house on a forty foot lot, why can't existing people here split there lots and put a house on it? Mr. T.E. Bobier Will you negotiate, amend policy or whatever to allow water and sewer services into Courtice and make the same available at no cost to existing Courtice residents? Will you make available at no cost to the residents of Courtice a continuing supply of household water, should it be interupted during or after any construction by the Developer, the Region or the Municipality, and also will you negotiate on our behalf with the Developer, the Region, their Insurance Company or Company's or whoever for any compensation which should be available? Mr. S. Penfound, Prestonvale.Road With this added population when would we get a representative of our own on the Town of Newcastle Council? Is it possible for us to have a representative on the Planning Advisory Committee? Mr. Neill, Prestonvale Road Could the Planning Department come here in two weeks time with plans and up-to-date maps and give a presentation? If this Development does go through do you feel there would be enough money from grants, lot levies, etc. to pay for a tennis court? Mr. John Barlow, Taunton Road, Lot 31, Concession 4 Who wants this Development? Who actually pays for the subsidies for water and sewer projects. Where does the money come from? Mr. Brian Seaton Where is the Administration Centre of the Town of Newcastle? Why is Courtice being developed when it is actually at one of the extreme boarders of the Town of Newcastle? Would it not be wise to start from the centre and gradually grow out? 6 - 6 Mildred Dreossi, Concession 2, Part Lot 33 If this Development does not go through, if and when will we get the Fire Hall and Tennis Courts? Mr. John Oyler representing a Family from Courtice Will people with large lots (ten acres) find it easier in the future to get land seperated? If so, when or why not? Mr. Ron Amyott of Base Line Road Why is Council working so hard to promote residential development? Why not work harder to promote. industry to be able to offset taxes to make them lower instead of higher? Where is the industry to accompany this residential development? How come some Industries have to wait two hours to speak to someone in the Hampton Office? What happened to Johnson Ii Johnson? S. Penfound, Prestonvale Road Why did Council feel it should not object to any environmental hearing on the Darlington Generating Station? Mr. A. Canfield, Courtice Road South Services we presently receive are the same as services received from the former Township of Darlington, but costs for these services are more than double with Regional Government. Would like to see some relief. What is being done about it? - Mayor Rickard advised those present of his plans to meet in Toronto this coming weekend with Provincial Officials to discuss Reform on Property Taxation. Mayor Rickard left the meeting at this point and Councillor A11in assumed as Chairman. Ann Cowman, 55 Darlington Blvd. South Have you received the OIIAP grant money as yet? The meeting adjourned at 9:00 p.m. 7 MR. D.T. UNWIN, R.R. #3, BOWMANVILLE -- Letter received April 20th, 1977 requesting that the following questions be added. 1. A straightforward explanation as to why the tax levels are so outrageously high in a community which has very few of the services provided elsewhere at lower cost. 2. an explanation as to why there has been almost a total lack of communication by the Region of Durham with its citizens, despite the quantum jumps in taxes over the past two years. 3. a comment with regard to the future prospects for tax levels in the Town of Newcastle regions when further development eventually results in these services being brought in. In other words, the residential tax levy now is very high without the basic services -- what will happen when we inevitably get them? 4. I understand the present tax assessment for the Courtice area is made up approximately 80% residential and 20% Industrial and Commercial (the former being far above the provincial average). As a final question, I would like to know why more time and energy has not been directed by Council toward increasing the industrial tax base in this area in order to help alleviate the present tax burden being borne by the residents rather than further distorting the balance toward even higher residential assessment and all inevitable extra costs related to residential services.
