Dear Mr. Twelvetrees:
Re: Courtice Area Financial Impact Analysis
The Town of Newcastle has recently commissioned the I.B.I. Group to
carry out an analysis of the possible impact of urban developments
on Courtice Area residents. Specifically, this study will examine
the impact of the extension of water and sewer facilities and the
impact of storm drainage works on the water table of adjacent lands.
It will also determine both the number of people affected and any.
cost implications given present regional policies regarding frontage
and hook-up charges.
Rather to conversation between Mr. P. Levine of the I.B.I. Group and
Mr. R. Price, Construction Manager of your Department, we understand
that your Consulting Engineers will be engaging the services of a
Sub Consultant to examine the proposed trunk sewer and water facilities
on the water table of adjacent lands. In order that no work is duplicated,
we would respectfully request the following:
1) That your request the Sub Consultant to prepare a letter
of proposal indicating the cost and time required to
extend their analysis so as to include the impact of
local water and sewer facilities as well as storm drainage
works on the water table of adjacent lands. We will provide
the details of these facilities and works to whom ever you
so desire.

2) That your Department make the results of the analysis
of trunk water and sewer facilities impact available
to the Town of Newcastle.
