TOWN OF NEWCASTLE TASK FORCE Minutes of Meeting Thursday, November 3, 1977; 7:30 p.m. Court Room # 2, Bowmanville Present: Chairman Councillor R. Dykstra Member Councillor B. Taylor Member Councillor E. Woodyard Member Mayor GA B. Rickard Member Mr. T. E. Bobier Member Mrs. A. Cowman attended at 8:15 p.m. Town Manager Mr. A. Guiler IBI Group Mr. P. Levine Secretary(Acting) Mrs. M. Best (1) Reading of Minutes Resolution # TP -48-77 Moved by Councillor Taylor, seconded by Councillor Dykstra, That the minutes of the meeting held on July 28, 11977, be adopted as read.. "CARRIID" (2) T. P. Levine of the IBI Group spoke to the matter regarding the Ontario Municipal Board Hearing outlining the progress and reviewing the activity that could be expected when the hearing resumes in January. (3) Report on Financial Impaat Mr. Levine of the IBI Group spoke on the Mhrray V. Jones Study and stated they had found it not to be generally appropriate to be used in their report. Resolution # TF -49-77. Moved by Mrs. A. Cowman, seconded by Mr. Bobier, That this report be received for information as part 1 of the Financial. (a) Financial Impact Mr. Levine spoke regarding the financial impact on residents and cost pertaining to services, etc. Mr. Levine was requested to procure copies that had been used at the 3ntario Municipal Board Hearing. Resolution # TF -50-77 Moved by Mayor Rickard, seconded by Councillor Taylor, That the copies pertaining to the Ontario Municipal Board Hearing be forwarded to Mr, Bobier, Mrs. Cowman, and Members of the Task Force. "CARRIED" (b) Storm Drainage Concerns had been expressed by the City of Oshawa regarding surface water, etc. The firm of Totten Sims Hubicki were engaged to do a study regarding Creeks in the Courtice Area- accordingly the impact was non-existent, the date of the Study was in September, 1977. Questions wore asked regarding the location of the retention ponds on the Farewell and Black Creeks and also regarding the controls. Mrs. Cowman to send a letter regarding her well to the Mayor. (o) Ground Water Impact The question was asked regarding impost charges - it was stated that if a water supply is disrupted, the problem will be rectified. Resolution # TP- 1 - Moved by Councillor Woodyard, seconded by Councillor Taylor, That the matter of Regional Policy on frontage charges and ground water impact, when it is dealt with by Regional Works Committee, that this Committee be notified, so they can have the response from the submission by the Town of Newcastle. "CARRIED" (d) Social Services Mr. Levine spoke to the matter regarding facilities that would be needed for extra development of some 6,000 persons - i.e. fire protection, libraries, active parks, roads upgraded, fire hall and also external roads would need upgrading. E. Bobier spoke of the possibility of a Sports or Community Centre as the population increased, regarding tennis courts etc. He also inquired of the grants that are available for Community Centres. Task Force Meeting, November 3, 1977, continued - Page 3 Resolution ;r TF -2-77 Moved by Mr. Bobier, seconded by Councillor Taylor, That the item of Community Centre and possible location be placed on the Agenda for the next meeting of this Committee. "CARRIED" It was noted that a fire -hall for the Courtice Area was being investigated regarding location etc. (e) Traffic Concerns were expressed regarding the roads in Courtice Area. (5) Policy re Impact on Wells - had been dealt with (6) Other Business The Chairman spoke regarding the draft plans for the two Courtice Heights subdivisions - How can we best deal with and solve the problems, it was noted that in Darlington Official Plan it was zoned "deferred residential'. Mx. Bobier spoke to the matter of the terms of reference that were set up when the Task Force Committee was formed. Mr. Dykstra voiced his concerns for a solution in resolving the Courtice Area Citizens Association concerns. Mayor Rickard expressed his concern regarding the impact of possible growth in the Courtice Area. (7) Next Meeting Resolution r'" 2'-53-77 Moved by Mayor Rickard, seconded by Mr. T. E. Bobier, That the Task Force Committee meet every other Thursday with the next meeting to be held on Thursday, November 10, from 7:30 p.m. to 9:30 p.m., and Mr. J.
