HomeMy WebLinkAbout1977-11-23To NOTES TO BOB DYKSTRA From Philip Levine jD) Group Date November 23, 1977 Steno sd Encl. subject Courtice Task Force Meeting Thursday, November 24, 1977 GROUND INTERFERENCE POLICY (REGION) The region's policy is fairly straight forward and from my point of view should be supported as is. In the efforts to include the word contamination as part of the definition of the word interference should not be supported as I feel this will only cause problems in getting Council to approve the policy when it goes before them. As I have pointed out previously, considerable thought is going to be given by the Town of Newcastle to its policy position with respect to Municipal Works. ROADS Claret Road At the last meeting (November 10, 1977), I was requested to present a brief review ofthe possibilities of temporarily closing Claret Road and hence closing off access from thesubdivision to Prestonville Road. I have reviewed the situation both with Jack Dunham and with Transportation Planners at IBI who inform me that technically this will not cause a traffic problem. Jack Dunham is however of the opinion that within the first year of construction a second access to the subdivision will have to be provided and if Claret Road is to be closed this will have to be at Trulls Road. I have broached the idea of closing Claret Road with the developer who certainly did not jump for joy, but indicated that if that is the Town's wish then he would abide by it. He did point out that he wasn't that keen on providing access all the way through his subdivision to Trulls Road. Bob Dykstra -2- November 23, 1977 I have asked Jack Dunham to contact the Fire Chief in an effort to get his view because denying access to Claret may have implications for the Fire Department. Jack's initial feeling that the Fire Chief will in all probability insist on access via Trulls Road if access by Prestonville Road is to be denied. In view of the fact that I have not heard yet from the Fire Chief and that I would like to see how some of the remaining discussions with the Ratepayers go on, I would appreciate it if no definitive position on Claret Road were adopted by the Task Force at the next meeting. Trulls Road The Ratepayers, in particular I believe Mrs. Cowman., requested at the last meeting that the preliminary engineering drawings for the upgrading of Trulls Road be shown to any Ratepayers who wish to see them. In a con- versation which I had with Mr. Bobier earlier this week, he may be of the opinion that these Ratepayers will be able to see these drawings at your meeting on Thursday .night. •I have spoken with Jack Dunham who is agreeable (although reluctantly) to show the Ratepayers the preliminary drawings but has pointed out that they are not ready yet and certainly could not be shown to anyone on Thursday. We will therefore have to schedule a specific time and date (perhaps at the next Task Force meeting) for the Ratepayers to see the engineering drawings. Other Roads During our telephone conversation, Mr. Bobier indicated that he was expecting to receive information from me concerning the longer term solutions to the Prestonville Road problem (i.e. how one allows traffic from the subdivision to move to the southwest towards Bloor Street without using Prestonville Road.) I indicated to Mr. Bobier that I felt he mis- understood what was decided at the last meeting, i.e. that I would report only on the possibility of "Claret Road and that the longer term problem of access to Bloor St. would be solved as part of the District Planning Bob Dykstra process for Courtice. -3- November 23, 1977 While I would tread very lightly on the issue of district planning in Courtice, for I don't want to start district planning before the OMB hearings, it is important that this be clarified to Mr. Bobier so that he does not expect the longer term solution prior to the OMB hearing. FINANCIAL IMPACT You asked for a brief report about the budget concerning the financial impact analysis. Paragraphs below contain details: 1. On April 25, 1977 we put together a letter of proposal which contained an overall budget of $8,500 broken down as follows: - review of M.V.Jones Report $ 1,000 - identification of impact of regional services and preparation of program for dealing with problems $ 3,500 • water table problem identification $ 3,000 - expenses $ 1,000 TOTAL: $ 8,500 2. Of this $8,500 $3,000 was for the Ian Wilson Impact Report copies of which you received today. This leaves a budget of $5,500 for the remaining work. I have checked my invoices and have billed the Town approximately $2,000 for work carried out related to this assignment. Therefore, technically speaking there is some $3,500 remaining in the budget. 3. It should be pointed out to any and all concerned that the IBI Group completed its review of M.V. Jones, concluded that additional financial impact analysis would be required, but did not carry Bob Dykstra -4- November 23, 1977 out any additional work, as the developers had commissioned the firm of Peter Barnard Associates to carry out Municipal Financial Impact Analysis related to the two subdivisions. As I have indicated, I have requested copies of the Municipal Financial Impact Analysis work prepared by Barnard and hope to receive these copies shortly.
