Planning Issues
Following is a list of points and issues that you should be aware of during
my absence (December 5 - December 9).
COURTICE TASK FORCE
I have spoken to the Mayor, as well as Jack Dunham concerning the Task Force.
I understand that the meeting for December 8, 1977 will still be held. I
feel that if possible, all other matters that involving myself as well as
Jack Dunham should be deferred until December 15, 1977. However, this is
probably not possible so please note the following:
Claret Road
Jack Dunham is requesting that the Fire Chief provide a written report
relating to the possible problem of closing Claret Road temporarily.;!
Bloor St. Access
Jack Dunham and I both agree that there is no main point in studying
the possibility of an additional North-South access road between Highway
2 and Bloor Street east of the Farewell Creek at this time. It should
be pointed out that the regional planners studied this question in detail
in the formation of the Regional Official Plan and more recently with
respect to the modification that they created deleting a north -south
arterial road north of the Black Creek immediately west of Farewell Creek.
In both cases the Region has concluded (as do Jack and I) that Trulls
Road is adequate to move people to Bloor Street. The only time that an
extension of Phoenix and/or Claret Road should be considered is when
actual subdivisions come forward for the area immediately east of the
Town Line Road south of the Farewell Creek. At this time we could plan the
construction of a collector road system which could serve the Courtice
Heights Subdivision.
Financial Impact
I have been in touch with Peter Barnard & Associates again requesting the
printing of additional• copies of their Municipal Financial Impact Analysis
study. They have informed me that they have done some revisions to it
and they will print the number of copies that we need for the ratepayers
next week. I doubt that we would be able to have copies available for
the ratepayer meeting on December 8th but I do think we could have some
available such that this .item could be discussed at the next meeting.

Severence Policies
The issue as to whether ratepayers are able to sever lots in Courtice
may come up on December. 8. It should be pointed out that control over
severences is a regional,not a municipal function. The Region's present
policy is that severences will be permitted where piped services are available.
PLANNING ADVISORY MEETING
DECEMBER 12
I have spoken with George Howden who informs me that there is a Planning
Advisory Committee meeting on December 12, 1977.. I have told George quite
explicitly that I do not feel it is appropriate for him to be preparing
reports be they interim or final on any of the subdivisions in the Courtice
Area. While no reports concerning subdivision applications in Courtice
are on the agenda, it is possible that on December 12, delegations may
appear to the Planning Advisory Committee requesting that action be taken
or requesting that action be taken or inquiring why reports have not been
written. I think that if this does happen, it incumbent upon the
Chairman to indicate to the developers in question that the planning staff
has been terribly busy with such items as the Regional Official Plan, the
Newcastle District Plan, the preparation for the OMB Hearings themselves,
etc. and that it simply has not had the time to prepare these reports.
You might also inform them that you are hiring a new Planning Director
and that you expect that in the near future you will have adequate bodies
to deal with the workload.
REGIONAL OFFICIAL PLAN
George informs me that there is a possibility that the Minister of Housing
will not conisder any more requests for modifications to the Regional
Official Plan after December 15, 1977. The implication of this is that
if the Town had serious concerns about particular issues in the Regional
Official Plan they must deal with them quickly such that they could meet
with the Region sometime next week (as per your policy) so that the Region
could request the Minister to modify the Regional Official Plan at its
Regional Council meeting of December 14th, 1977.
For your information, I really don't know if there is anything the Town
can do about the Regional Official Plan at this late date.
I am also informed that there is a very good possibility that the entire
Regional Official Plan may get referred to the Ontario Municipal Board
because of Oshawa's objections related thereto.

PLANNING DEPARTMENT
George also informs me that he will be on vacation for the last two weeks
of December and that next week would be his last working week. I suggested
that he make a list of all work assigned/referred to his department for
reports and/or follow-up action so that he could start planning his
priorities. He implied that this would be a nice idea but that he didn't
think he had the time to do same. You might want to follow-up on this
point.
