HomeMy WebLinkAbout1983-09-30 MinutesAd Hoc Committee Minutes TOWN OF NEWCASTLE September 30, 1983 Minutes of the Ad Hoc Committee Meeting with respect to the Renovations to the Bowmanville Library Heating System, held on September 30th 1983, at 2:50 p.m., in the Council Library. In Attendance: Councillor Marie Hubbard, Mayor G. B. Rickard Councillor E. R. Woodyard, Library Board: Don Hargest Louise Aasen Chairperson at 3:05 p.m. Town Staff: Clerk, David W. Oakes Consultants: Mr. D. Bryon and Mr. H. McConkey, Totten, Sims, Hubicki Moved by Mayor Rickard, seconded by Don Hargest THAT the minutes of the meeting of the Ad Hoc Committee held on September 23rd 1983, be approved as read. "CARRIED" The Chairman noted for the record, that a letter dated Appointments September 29th 1983, appointing Mr. Hargest and Mrs. Aasen to the Committee, had been received from Barbara Schon, Secretary -Treasurer, Newcastle Public Library Board. Councillor Hubbard introduced Mr. Bryon and Mr. McConkey Totten, Sims, Hubicki to the Members of the Committee and invited them to make Presentation their presentation. Mr. Bryon Explained the manner in which the project was to proceed. That is, that the tender and specifications would be broken into three separate parts, each part of which will interface with the other parts. This way, the Committee could determine whether they wanted to stage the work, or do it all at once. Mr. Bryon advised further, that his firm had prepared a preliminary set of plans which could provide supplementary heating for the Library Building and could cost anywhere from $1,000 to $3,000. Mr. Bryon indicated, that preliminary heating designs would be roughed out, and available to the Committee in about one week's time. Ad Hoc Committee Minutes - 2 - September 30, 1983 Mr. McConkey advised the Committee, that his review of the project had led him to conclude that there were a number of long term benefits which could be achieved by making certain alterations or changes in the project. Specifically, he recommended that the present windows be replaced with double glazed windows. In his opinion, there would be a long range benefit in the enhancing of the structure and, that there was an opportunity to have at least 30% of the cost funded by the government grants. If double glazing were installed, there would be an opportunity to save on the cost of perimeter heating by : (a) Continuing to use the existing perimeter system instead of installing a new baseboard convection system; (b) Reducing the size of the furnace system because a smaller system would be sufficient. Mr. McConkey emphasized the fact that there would be a significant benefit in approving the double glazing of the windows and asked the Committee to make that decision immediately, so that they could undertake the preparation of final plans and specifications. When asked about the furnaces, Mr. McConkey stated that the furnaces were cast iron, gas fired, modular units and the life of the system was about 20 to 25 years. Moved by Mayor Rickard, seconded by Louise Aasen THAT the Consultants be authorized to call Tenders with respect to the double glazing of the Library windows; AND THAT the Consultants be authorized to down -size the furnaces as necessary, having regard for the reduced heat loss occasioned by the installation of double glazed windows; AND FURTHER THAT the Consultants be authorized to include in the Tender Specifications an optional price to upgrade the boiler (furnaces) if double glazing is not approved by the Library Board and Council.
