TOWN OF NEWCASTLE
September 23, 1983
Minutes of the Ad Hoc Committee,
with respect to the Renovations to
the Bowmanville Library Heating
System,.held on September 23, 1983,
at 2:30 p.m., in the Council Library.
In Attendance: Mayor G. B. Rickard
Councillor M. Hubbard
Councillor E. R. Woodyard
Town Clerk, D. W. Oakes
Newcastle Public Library Board: Donald Hargest
Louise Aasen
The meeting was called to order by Mayor Rickard at 2:30 p.m.
First order of business —Appointment of a Chairman for the Ad Hoc Committee.
Moved by Councillor Woodyard, seconded by Louise Aasen
Appointment of
Chairman THAT Councillor Marie Hubbard be appointed
Chairman of the Committee.
"CARRIED"
THAT the following be the !'Terms of Reference"
for the Committee:
1. To act as Liaison between.Council and the Library Board with respect to the
renovations to the Bowmanville Library Heating System and make recommendations
as required to Council and the Library Board;
2. To review the tender documents and specifications when they have been prepared
in consultation with the consultants;
3. Review specifications for the purpose of establishing the manner in which the
renovations will be carried out;
4. Establish the funding required for the project and identify amounts to be paid
by Council and the Library Board;
5. Research, identify and utilize all sources of funding that might be available,
including Government Grants;
6. During the period of renovation, review and monitor the project and be
authorized to approve "Change of Work Orders" as necessary, provided such
changes permit the project to remain within budget;
7. Review and approve payment of all accounts associated with the heating
renovation project.

Terms of THAT the Terms of:Reference be recommended to
Reference Council for approval at their meeting of Monday,
September 26th 1983.
