Holliday, Chairman Councillor Donald W. Allin, Member - from 9:20 a.m. to 12:10 p.m. Councillor E. R. Woodyard, Member Mayor G. B. Rickard, Member - from 9:10 a.m. Councillor R. Bruce Taylor, 'Member - from 9;40 a.m. Town Clerk, J. M. McIlroy, Secretary Resolution #LB -167-77 Moved by Con. Woodyard, seconded by Con. Holliday Adoption of THAT the minutes of meeting held on July 25, 1977 be adopted Minutes as read. "CARRIED" Model The By-law Enforcement Offiaw presented a report dated August 8, Regional 1977, relative to the Regional Model Parking and Stopping By-law. Parking and Stopping Resolution #LB -168-77 By -Law Moved by Con. Woodyard, seconded by Mayor Rickard THAT Council concur with the Model Parking and Stopping By-law as recommended by the Region except that this Council would prefer a schedule of maximum and minimum penalties and that the Regional Works Committee be so advised. "CARRIED" Mr. Schmid's The By-law Enforcement Officer presented a report dated August Drainage 3, 1977, relative to a complaint regarding drainage presented Problem by Mr. Schmid to Council on July 4th, 1977 (Res. #C-77-1004) Resolution #LB -169-77 Moved by Con. Allin, seconded by Con. Woodyard THAT the By-law Enforcement Officer's report be received and that a letter be written to Mr. Schmid asking him to submit a survey showing the land in question and the former and present location of the watercourse. Allin Higtm7ay #2 THAT the By-law Enforcement Officer be requested to prepare a at Martin By-law to amend By-law 76-11 regarding the Speed Limit on Road Highway #2 at Martin Road (See Resolution #LB -161-77). "CARRIED" Resolution #LB -171•-77 Moved by Mayor Rickard, seconded by Con. Allin Metric THAT the By-law Enforcement Officer be requested to prepare Conversion a By --law to amend By-law 76-11 regarding the Metric Conversion of Speed of Speed Limits. (See Resolution #LP -162-77). Limits "CARRIED" Resolution #LB -172--77 Moved by Mayor Rickard, seconded by Con. Allin Parking THAT the By-law Enforcement Officer be requested to prepare on Frank a By-law to amend By-law 76-30 regarding Parking on Frank Street Street in Bowmanville. (See Resolution #LB -163-77). "CARRIED" Resolution #LB -173-77 Moved by Con. Allin, seconded by Mayor Rickard Town of THAT Mr. John Sopinka be retained to represent the Town in Newcastle the legal matter, Corporation of the Town of Newcastle ats. ats Munday. Allin, seconded by Mayor Rickard Durham THAT the Durham Christian High School Trustees be advised Christian that the Easement granted by Dirk and Alice Brinkman is High School acceptable subject to being approved by appropriate Staff. Easement "CARRIED" Legislation and By-laws Committee - 3 - August 8, 1977 Courtice The By-law Enforcement Officer submitted a report dated August 8, Secondary 1977, relative to a problem which the Principal of Courtice School and Secondary School is having with Mobile Refreshment Vehicles. Refreshment Vehicles Resolution #LB -175-77 Moved by Mayor Rickard, seconded by Con. Allin THAT the By-law Enforcement Officer contact the Principal and report back to the Committee relative to possible ways of solving this problem. "CARRIED" Plumbing The Chief Building Inspector submitted a report and recommendation Fees dated August 4, 1977 relative to an amendment to By-law 74-36 to provide for a fee of $4.00 for changing to Municipal Water Supply. This was brought about by the fact that a number of Town of. Newcastle residents will be applying to connect to the new water main on Town Line Road. Resolution #LB -176-77 Moved by Con. Woodyard, seconded by Con. Allin THAT it be recommended to Council that By-law 74-36 be amended as recommended by the Chief Building Inspector. "CARRIED" By -Law Miss Forrest, the Assistant Planner, reported verbally on 77-51 objections by the Regional Planning Department to By-law 77•-51 - (Amendment to the Clarke Zoning By-law regarding the building of second dwelling on Agricultural lots.) By -Law 77-43 Adjournment Resolution #LB -•177-77 Moved by Con. Woodyard, seconded by Mayor Rickard THAT the Planning Department submit a report to the next Council meeting relative to a memorandum to be submitted to the Ontario Municipal Board regarding the concerns of the Region and two objections to By-law 77-51 "CARRIED" By -Law 77-43 was reviewed further and referred to a future meeting for further discussion. Resolution #LB -178-77 Moved by Mayor Rickard, seconded by Con. Woodyard THAT the meeting be adjourned at 12:30 p.m. "CARRIED"
