Best Chief Building Inspector H.G. Wight Resolution #LB -100-77 Moved by Con. Allin, seconded by Con. Holliday. Adoption THAT the minutes of meeting held on May 9th, 1977 be of adopted as read. Minutes "CARRIED1° Mr. T. Watson Mr. Watson appeared before the Committee requesting relief from re Sign By -Law No. 76-25 (Sign By-law)with respect to his property on the By -Law South Side of Highway No. 2 West of Bowmanville. Mr. Watson requested permission to locate a sign somewhat larger than permitted by the By-law to advertise strawberries, raspberries and applies to be picked by the purchaser. He suggested 50 sq. ft. approximately. Resolution #LB -101-77 Moved by Con, Allin, seconded by Mayor Rickard. THAT the matter be referred to the By -Law Enforcement Officer and Chief Building Inspector to look into the request and submit recommendation to the Committee. "CARRIED" Resolution #LB -102-77 Moved by Con. Allin, seconded by Con. Holliday. Rifle THAT the rifle left in the Police Office belonging to the former Town of Bowmanvill be turned over to the Animal Control Department for their use. "CARRIED" Legislation aby-Laws Committee 2 - May 30th, 1977 Procedure The draft Council. Procedure Dy-iaw was discussed. By -Law Resolution #LB -103-77' Moved by Con. Allin, seconded by Con. Holliday. THAT Section 36 of the By-law be amended to read as follows: 36. If a member upon a third reading receives approval of Council, without discussion, to move an amendment to the By-law, such amendment shall be open to debate and such By-law shall be open to debate and amendment before it is ordered for a third reading. "CARRIED" Resolution#LB-104-77 Moved by Con. Woodyard, seconded by Con. Allin. THAT Section 44 be amended to provide that the Striking Committee shall be composed of the whole Council. "CARRIED" Resolution #LB -105-77 Moved by Con. Woodyard, seconded by Con. Allin. THAT Section 2 be amended to reflect the following order of business: - (a) Adoption of Minutes of Previous Meetings (b) Petitions (c) Deputations (d) Communications - Note: Petitions, Delegations and Communications may be delegated to Standing Committees by the Toum Clerk, subject to the concurrence of Council. (e) Reports from Committees and Staff. "CARRIED" Resolution #LB -106-77 Moved by Con. Allin, seconded by Con. Woodyard. THAT the By-law as amended be recommended to Council for approval. "CARRIED" Legislation $ By -Laws Committee - 3 - May 30th, 1977 i Resolution #LB -107-77 Moved by Mayor Rickard, seconded by Con. Allin. Permits $ THAT the By -Law Enforcement Officer be requested to submit a Licences report to the next meeting on the status of permits and licences. "CARRIED" Resolution #LB -108-77 Moved by Con. Allin, seconded by Con. Woodyard. Business THAT the second reading of By -Law No. 77-33 be submitted to Improvement Council for approval as the Town Clerk had reported that he District had checked the contents of the By-law with officials of the Ministry of Industry and Tourism who gave their opinion that it was in order and that, in any case, it had to be approved by the Ontario Municipal Board; AND FURTHERMORE that the following recommendation of the Chamber of Commerce for the Board to be appointed be adopted i.e. Messrs. George Webster (Rickaby's), Jack Roughley (Chartrans), Fred Kramp (Kramps Furniture), Jack Lander (Lander Hardware), Keith Jackson (Stedmans), A.H.A. Strike (Strike, Strike $ Van Nest). "CARRIED" Resolution #LB -109-77 Moved by Con. Allin, seconded by Con. Woodyard. By -Law re THAT the By-law and report as submitted by the By -Law Enforcement One Foot Officer regarding the lifting of one foot reserves on Lawrence Reserve Crescent be submitted to Council for approval. (See By -Law Lawrence No. 77-40). Crescent "CARRIED" Resolution #LB -110-77 Moved by Mayor Rickard, seconded by Con. Woodyard. Enniskillen THAT Resolution #W-135-77 be concurred with and referred to the Conservation Planning Department to draft the necessary amendment to the Zoning Area Access By-laws. Road "CARRIED" NOTE: Resolution #W-135-77 reads as follows: "That the necessary approval be obtained for widening of the shoulders of the road, subject to the amendment of the Zoning By-laws." Legislation d By -Laws Committee - 4 - May 30th, 1977 Resolution #LB -111-77 Moved by Mayor Rickard, seconded by Con. Woodyard. Frank Street THAT the report of the Director of Public Works dated May 19th, Bowmanville 1977 regarding Frank Street drainage be referred to the Chief re Drainage Building Inspector, By -Law Enforcement Officer and Director of Public Works to examine and submit report to the Committee. "CARRIED" Resolution #LB -112-77 Moved by Con. Allin, seconded by Con. Woodyard. Notice in Paper THAT the following recommendation #CS -147-77 of the Community re Requests Services Committee be approved: for Grants "THAT it be recommended to the Finance Committee that this Committee will not consider any requests for grants from Organizations after February 1st, 1977 and this Notice be put in local papers starting in January, for two insertions. , This notice to be published on an annual basis." "CARRIED" Resolution #LB -113-77 Letter from Moved by Con. Allin, seconded by Con. Woodyard. Town Solicitor THAT the attached letter from Mr. David J.D. Sims be concurred re Pollitt with. "CARRIED" Resolution #LB -114-77 Moved by Con. Allin, seconded by Mayor Rickard. Donald Lyons THAT owing to further information from By -Law Enforcement Officer re Building and Chief Building Inspector, Mr. Lyons be advised that Council Permit has no commitment to be honoured and that no building permit be issued. "CARRIED" Resolution #LB -115-77 Moved by Mayor Rickard, seconded by Con. Allin. Dr. Rowsell THAT Ccuncil concur with Dr. Rowsell°s request to hold equestrian re Equestrian event on July 22, 23 and 24 as far as Town roads are concerned, Events subject to approval of Ontario Provincial Police. "CARRIED" Legislation $ By -Laws Committee - 5 - Resolution #LB -116-77 May 30th, 1977 Moved by Mayor Rickard, seconded by Con. Allin. Bowmanville THAT the request of the Bowmanville merchants to hold Sidewalk Sidewalk sale on July 21st and 22nd be approved as per their letter of Sale May 25th, 1977, copy attached and appropriate departments advised. "CARRIED" Resolution #LB -117-77 Moved by Mayor Rickard, seconded. by Con. Allin. Amendment to THAT the amendment to the Darlington Zoning By-law as submitted Darlington by the Planning Department be submitted to Council for approval. Zoning By-law (See By -Law No. 77-37). "CARRIED" Resolution #LB -118-77 Moved by Con. Allin, seconded by Con. Woodyard. Amendment to THAT the amendment to the Clarke Zoning By -Law as submitted Clarke Zoning by the Planning Department be submitted to Council for approval. By -Law (See By -Law No. 77-38). "CARRIED" Resolution #LB -119-77 Moved by Con. Allin, seconded by Con. Woodyard. Refreshment THAT a licence for a refreshment truck be issued to Katrina Balson Truck and Ken Hoyt as the By -Law Enforcement Officer had reported that Licence all necessary approvals had been received. "CARRIED" Resolution #LB -120-77 Moved by Con. Woodyard, seconded by Mayor Rickard. By -Law THAT the By -Law. Enforcement Officer be relieved from some of his Enforcement present duties so that he may devote sufficient time to his duties Officer's as By -Law Enforcement Officer. Duties "CARRIED" Resolution #LB -121-77 Moved by Con. Woodyard, seconded by Mayor Rickard. Adjournment THAT the meeting be adjourned. at 12:45 p.m. "CARRIED"
