McIlroy, Secretary Resolution #LB -19-77 Moved by Con. Allin, seconded by Mayor Rickard. Adoption of Minutes THAT the minutes of meeting held on January 24th, 1977 be adopted. "CARRIED" Resolution #LB -20-77 Moved by Mayor Rickard, seconded by Con. Allin. Ice on THAT the By -Law Enforcement Officer and the Clerk be instructed Sidewalks to prepare a by-law after consulting with appropriate staff members and solicitor,if necessary, and after reviewing the by-laws of other Municipalities. f °CARRIED" Resolution #LB -21-77 Moved by Con. Allin, seconded by Con. Woodyard. THAT the matter of disconnecting rain leaders, etc., be referred to the Chief Building Inspector for his comments. "CARRIED" Resolution #LB -22-77 Moved by Mayor Rickard, seconded by Con. Woodyard. Tile Drainage THAT Mr. Donald A. Welsh be advised that there are no funds Loan - Welsh at the moment with reference to his application for a Tile Drainage Loan in the amount of $7,500 and that the Clerk be requested to write to the Ministry of Agriculture pointing out that the municipality had a by-law approved for $200,000 for Tile Drainage Loans, but the Ministry of Agriculture had reduced the quota to $13,200 mainly because the quota had not been used up in former years. Fromstein regarding a road re Encroachment encroachment on the road allowance between Lots 34 and 35, of Road Darlington, be referred to the Public Works Committee. Drainage THAT the Report by the Director of Public Works regarding Commissioners Course Drainage Commissioners Course be concurred with. "CARRIED" Resolution #LB -25-77 Moved by Con. Woodyard, seconded by Con. Allin. By -Law No. THAT the matter of the Ontario Municipal Board Hearing on 75-4 29th April, 1977, regarding By -Law No. 75-4 be referred (Zonderman) to the Planning Administration Committee to report after consulting with the Regional Planning Department. City of Oshawa THAT the letter dated February 2nd, 1977 from the City of re Adelaide Oshawa regarding Adelaide Street extension be received for Street information. Extension "CARRIED" Resolution #LB -27-77 Moved by Mayor Rickard, seconded by Con. Allin. THAT the letter from Mr. W.V. Michael dated December 8th, 1976 be received and acknowledged with the advise that Council recognizes the concerns o:_ the people in the area and that their concerns will be taken into account when the design of the road extension is being studied in any development proposed in the area. Parking Problem THAT the matter of the parking problem on Durham Street on Durham be tabled pending further information from the By -Law Street Enforcement Officer. "CARRIED" Resolution #LB -29-77 Moved by Con. Allin, seconded by Mayor Rickard. Drainage Problem THAT the By -Law Enforcement Officer try to negotiate an Sunset Road agreement between the parties involved with the view to resolve the problem and report back to the Committee. "CARRIED" Resolution #LB -30-77 Moved by Con. Allin, seconded by Con. Woodyard. Frailer on THAT the By -Law Enforcement Officer advise the complainer M.T.C. of the situation with regard to the use of the M.T.C. Property property. "CARRIED" Indian The By -Law Enforcement Officer advised the Committee that the Industries Judge had dismissed the case against Indian Industries from a Zoning By-law Infraction on their property. Resolution #LB -31-77 Moved by Mayor Rickard, seconded by Con. Allin. Cemetery THAT the Clerk and Mrs. Depew review the Cemetery By -Law By -Law regarding unpaid graves and if necessary draft an amendment to the By. -Law. "CARRIED" Resolution #LB -32-77 Moved by Con. Woodyard, seconded by Con. Allin. Draft Standard THAT the Draft Standard Subdivision Agreement be referred to Subdivision the Planning Administration Committee to check and incorporate Agreement any concerns which they may have and to submit the Draft Agreement to Council with the appropriate By-law. "CARRIED" Legislation $ By -Laws Committee - 4 - February 14th, 1977 Resolution #LB -33-77 Moved by Mayor. Rickard, seconded by Con. Woodyard. Rules of THAT the Legislation and By -Laws Committee prepare Rules of Procedure Procedure for the municipality for recommendation to Council. "CARRIED" Orono Senior With regard to Resolution #LB -4-77 it was decided to hold Citizens the meeting called for in the Resolution at 4 p.m. on Thursday, February 17th, 1977. Eldorado Mayor Rickard reported that he had received six letters from Nuclear residents in the Port Granby area asking Council to cancel Limited the building, permit for the treatment plant at Port Granby as it is not in conformity with the Zoning By -Laws. Councillor Woodyard also advised that he had received telephone calls of a similar nature. It was arranged that the Chief Building Inspector would report to the meeting at 4:00 p.m. later in the day. Resolution #LB -34-77 Moved by Con. Woodyard, seconded by Mayor Rickard. Adjournment THAT the meeting be adjourned at 11:25 p.m. "CARRIED" The Committee reconvened at 4:15 p.m. with the following in attendance: - Councillor Holliday, Chairman Councillor Allin, Member Councillor Woodyard, Member Mayor Rickard, Member Councillor Taylor Councillor Gray The Chief Building Inspector read out Section 3.10 of By -Law Number 1653 of the former Township of Clarke being the authority with which he issued the permit. He explained that he felt he had to issue the permit in accordance with the By --law. Resolution #LB -35-77 Moved by Mayor Rickard, seconded by Con. Woodyard. THAT the Chief Building Inspector check out his interpretation of the By-law with the Town Solicitor and draft a letter to the people concerned, which should be sent by Registered Mail.
