CLARINGTON HERITAGE COMMITTEE
Minutes of Meeting
April 19, 2016

DELEGATIONS AND PRESENTATIONS

Jury Lands Foundation (Camp 30) – B. Weiler reported that the foundation will be
hosting an official trail opening event on May 11, 2016 with a rain date on May 12, 2016
if needed. The information will be posted on the Jury Lands Foundation website
www.jurylandsfoundation.ca in the coming week.
There was no other news to report.
REPORTS FROM OTHER COMMITTEES
Bowmanville Community Improvement Program – No meeting to report
Orono Community Improvement Program – No meeting to report
Newcastle Community Improvement Program – No meeting to report
Architectural Conservancy Ontario, Clarington Branch – No news to report
Newcastle Village & District Historical Society – B. Malone reported that Doors Open
Clarington will be held in Newcastle in 2016 and the society has partnered with the ACO
to help provide research and resources for the event. There are currently 15 confirmed
sites. Newcastle Community Hall will be on Doors Open and the society’s historical
room will be open during the event.
The society hosted a guest speaker, George Rust-D’Eye, who gave a presentation
about “His Newcastle”. The event was very well attended.
Museum – No news to report
Heritage Week Working Group – The 2016 program is currently being developed,
suggestions are welcome as are additional members. Next meeting April 20, 2016 at
9:30 a.m. in Room 1A.
CORRESPONDENCE AND COUNCIL REFERRALS
2016 Budget Request – B. Weiler reported that the committee’s 2016 budget request to
Council was approved. The committee was extremely grateful for Council’s approval
and indicated they would provide a report to Council at the end of the year with their
activities and how the funding was used to further the committee’s work and member
education in 2016.
Lost Hamlets Report – B. Weiler indicated that a report regarding identifying
Clarington’s lost hamlets and how to recognize them would be going to Planning and
Development Committee on April 25, 2016. The committee previously passed a

resolution recommending that the Clarington Heritage website be utilized to share this
information with the community.
PROJECT REPORTS
Subcommittee Reports:
Public Outreach and Education Committee – B. Weiler reported that he had contacted
the other Durham Region heritage planners and provided them with details of the
proposed event to be hosted by the Clarington Heritage Committee.
J. Earle reported that we have received approximately 10 requests to be in the 2017
heritage calendar. B. Weiler has requested a quote from the same printer the
committee used for the 2015 calendar.
Municipal Inventory and Register Committee – Meeting is being held after the Heritage
Committee meeting, will report at next meeting.
NEW BUSINESS
Ontario Heritage Conference and Nation Trust Conference – V. Suppan and B. Weiler
identified these two conference opportunities to the members. V. Suppan indicated they
are valuable learning opportunities for members and encouraged all members to
consider these two conferences. There was a number of members interested in
possibly attending one conference or the other. Members were asked to identify what
conference they would like to attend for the committee’s consideration.
Camp 30 Heritage Designation - B. Weiler informed the committee that staff were
preparing a report regarding the potential for heritage designation of the former Camp
30 lands in anticipation that the report would go before the Planning and Development
Committee, at an appropriate future date.
The committee recapped the discussion from the special meeting held on April 6, 2016
for the members of the committee not in attendance. The committee engaged in further
discussion about the history of the site and the processes under the Ontario Heritage
Act.
The committee was of the opinion that there was a need to emphasize to Council and in
any possible designation under Part IV of the Ontario Heritage Act that the lands around
the cafeteria, the location of the “Battle of Bowmanville”, and that the remains of any
possible artifacts (e.g. evidence of tunnelling) be recognized.

THAT the Clarington Heritage Committee recommends to
Council that any designation under Part IV of the Ontario Heritage
Act identify the cultural heritage resources on site, namely, the
lands in and around the cafeteria building associated with the
"Battle of Bowmanville" (3 day riot in October, 1942) as well as any
remaining evidence of tunneling from the Triple Dorm building to
the property's edge at Lamb's Road.

Goodyear and Hollingshead Properties – B. Weiler reported to the committee that staff
are working on a report on the potential to add these properties to the Municipal
Register. Staff has been in contact with the owners of the former Goodyear property in
recent weeks. The committee previously passed a resolution recommending that
Council add both properties to the Municipal Register. There is no timeline currently for
when this report would go to Planning and Development Committee.
Heritage Designation By-law Amendment Follow-ups – V. Suppan reported that both
210 King Ave. W. in Newcastle and 1640 Concession Road property owners had
received designation by-law amendments and commenced with alterations to the
properties in recent years. Traditionally the heritage committee has reached out to
those owners after the works have commenced or have been completed to possibly see
the finished work and receive feedback from property owners on the amendment and
alteration process. Members volunteered to conduct follow-ups with these property
owners.
Newcastle Bond Head Ratepayers Event – B. Malone reported that an event held by the
Newcastle Bond Head Ratepayers Association would be held on April 26, 2016 at 7pm
in the Lions Room at Newcastle Community Hall. The event will feature a speech by
Mayor Foster and will be attended by other members of Council.
