Suppan welcomed everyone to the meeting. DECLARATION OF PECUNIARY INTEREST None declared. ADOPTION OF AGENDA 16.17 Moved by P. Davidson, seconded by M. Van Dyke THAT the agenda be adopted. “CARRIED” ADOPTION OF MINUTES 16.18 Moved by T. Taylor, seconded by K. Warren THAT the minutes of the Meeting of April 19, 2016 be accepted. “CARRIED” DELEGATIONS AND PRESENTATIONS BUSINESS ARISING Jury Lands Foundation (Camp 30) – B. Weiler reported that the foundation hosted an official trail opening event on May 11, 2016. A number of the Heritage Committee members attended the event and thought it was well attended and was a positive event for the Camp 30 lands. The Jury Lands Foundation website www.jurylandsfoundation.ca will continue to be used to provide the history of the site and updates about the foundations work. 1 | Page Goodyear and Hollingshead properties – B. Weiler reported that staff have continued to meet with representatives from Goodyear about the plant closure and future plans for the property. REPORTS FROM OTHER COMMITTEES Bowmanville Community Improvement Program – Councillor Hooper reported that Clarington’s Accessibility Co-ordinator, Jeannette Whynot attended the meeting, to explain her role with the Municipality, her Advisory committee and the AODA legislation. Jeannette explained how she can assist business owners with understanding how to provide accessibility services in a number of ways and also how physical improvements could be accommodated, including working with buildings designated under the Ontario Heritage Act. Accessibility has been a major point of discussion in the past two years with all the CIP committees. Jeannette attending all of the CIP committee’s as a delegation to provide this information to all committees. Councillor Hooper reported that the Clarington Board of Trade is underway with the Business Retention and Expansion study. There has been over 400 letters sent out to local businesses and in April, 20 interviews had already been conducted. The outcomes of the study will provide the Board of Trade with information on what resources may be needed to make our local businesses and downtowns more prosperous. Orono Community Improvement Program – B. Weiler reported that there was no news to report in addition to Jeannette’s delegation and the Clarington Board of Trade update provided by Councillor Hooper. Newcastle Community Improvement Program – In addition to Jeannette’s delegation and the Clarington Board of Trade update M. Van Dyke reported that the Municipality will be moving forward with a new streetscape plan along King Avenue at the intersection of Beaver Street this summer. The new streetscape plan will include bump out sidewalks and create a more pedestrian friendly environment. Architectural Conservancy Ontario, Clarington Branch – Doors Open will be held on June 11, 2016 in Newcastle. T. Ali reported that the committee is looking for more volunteers if anyone is interested. Newcastle Village & District Historical Society – M. Van Dyke reported that Doors Open Clarington will be held in Newcastle in 2016 and the society has partnered with the ACO to help provide research and resources for the event. There are 15 confirmed sites. Newcastle Community Hall will be on Doors Open and the society’s historical room will be open during the event. M. Van Dyke also reported that the society will be presenting their conservation award on June 11, 2016 prior to Doors Open kick off at the Walbridge house to the owners. 2 | Page Museum – No news to report Heritage Week Working Group – The 2016 program is currently being developed, suggestions are welcome as are additional members. Rack cards were available for Maplefest and well received. Next meeting May 18, 2016 at 9:30 a.m. in Room 1A. CORRESPONDENCE AND COUNCIL REFERRALS Lost Hamlets Report – The committee previously passed a resolution recommending that the Clarington Heritage website be utilized to share this information with the community. B. Weiler reported that Council approved this recommendation. There is a lot of existing information in various sources that will need to be pulled together to tell the whole story of these lost hamlets. It is hoped that the residents that brought forward the request will share their research and information to put on the website. If anyone on the committee was interested in helping to put the information together for the website it is a project that will need some time and resources to complete. Volunteers to research, write and edit are appreciated. PROJECT REPORTS Subcommittee Reports: Municipal Inventory and Register Committee – T. Taylor reported that the committee has discussed creating a strategy for how best to review primary properties on the Municipal Inventory. The committee will work with staff to determine what properties or areas within Clarington should be priorities. The committee will work to bring properties and the corresponding research forward to the whole committee for further discussion prior to taking next steps. The minutes from the sub-committee meeting can be viewed in Attachment 1. Public Outreach and Education Committee – K. Warren reported that the committee is currently planning the Durham region Heritage Committee’s event for October and have a theme of “Triumphs and Tribulations”. The program continues to be worked on but the committee anticipates sending out an invitation letter to fellow Durham Region Heritage Committees in the next month. The committee has a number of ideas for guest speakers and possible walking tours. The committee is also working with 11 interested property owners to create a heritage buildings calendar for 2017. The committee is hoping to have a working copy together in July in hopes of having the calendars printed for Heritage Week which runs from August 8-14. 3 | Page NEW BUSINESS 1640 Concession Road 9 (former Enfield Church) follow-up visit – V. Suppan and B. Malone attended the property to follow-up with the owner on the process to amend the designation by-law and to see the renovations to the building. V. Suppan reported that the owner was thankful for the follow-up and the renovations are well underway. Walbridge House Designation – V. Suppan indicated that the committee should review the designation by-law for the Walbridge House now that majority of the renovations are complete. When the by-law was drafted the building was in very poor condition and perhaps the by-law will need to be updated now that the renovations are complete to better reflect the heritage and cultural value of the house. B. Weiler indicated he would contact the property owner to try and set a date for the heritage committee to come and visit the house and view the renovations. B. Weiler also indicated that the heritage plaque for the house should be presented to the owner for installation. Property Standards By-law Heritage Provisions – In 2005 changes to the Ontario Heritage Act provided municipalities with the power to add specific provisions to their property standards by-law to deal specifically with designated buildings. Previously the Committee has discussed these types of provisions, especially with regard to the designation of the Walbridge house and Camp 30. V. Suppan provided examples of other municipalities (Waterloo/Kitchener, Kingston, Brampton, and Markham) that have heritage specific provisions in their property standards by-laws. Members were encouraged to look into those by-laws to understand the type of provisions that could help protect heritage resources. The committee engaged in a discussion regarding how the property standards by-law is enforced and if there would be any changes if heritage specific provisions were added to the by-law. Members agreed to look into examples from other municipalities and continue discussion at the next meeting. 6719 Regional Road 57 House Demolition – V. Suppan has verified that this property which was listed as a secondary resource on the Municipal Inventory has been demolished. The demolition occurred without a demolition permit. The Municipality is aware that the house has been demolished. Planning has followed up on matter with Building and are discussing how to best avoid this from occurring again. M. Van Dyke moved to adjourn the meeting. Next meeting: June 21, 2016, 7:00 p.m., at Clarington Municipal Offices in Room 1C 4 | Page Attachment 1 Minutes of April 19, 2016 Municipal Inventory and Register Sub-committee meeting Attendees: Chair – Victor Suppan, Members – Paul Davidson, Todd Taylor Discussion Points:  Size of the Municipal Inventory  Objectives of the sub-committee in terms of prioritization  Number of registered properties relative to the Municipal Inventory list.  Committee members discussed picking an area for focused review – Suggested start point was Bowmanville  Methodology – Select a few properties within the Bowmanville CIP with the intent to vet the properties for registry consideration.  Recommended start point is with primary properties and then discuss methodology again around secondary properties and properties of merit.  It was further recommended that 1 or 2 properties be reviewed during next sub- committee meeting to gain additional understanding on the process and further discuss best practices in vetting future properties. Action #1: Todd Taylor to contact Brandon for review of committee discussion and given Brandon’s previous e-mail of primary properties (Bowmanville – 140 Primary Properties) seek assistance/alignment on best practice for proceeding in such a way that meaningful/measured progress can be established. Action Completed by way of request for feedback from Brandon upon review as requested below. Action Complete April 24 2016.
