Earle welcomed everyone to the meeting. DECLARATION OF PECUNIARY INTEREST None declared. ADOPTION OF AGENDA 16.01 Moved by P. Davidson, seconded by K. Warren THAT the agenda be adopted. “CARRIED” ADOPTION OF MINUTES 16.02 Moved by T. Taylor, seconded by K. Warren THAT the minutes of the Meeting of December 15, 2015 be accepted. “CARRIED” DELEGATIONS AND PRESENTATIONS BUSINESS ARISING Jury Lands Foundation (Camp 30) – P. Davidson asked if the trail that was constructed in the fall was officially open to the public. B. Weiler indicated that the trail is not officially open to the public yet as there are some signage needs to be installed. Also, the reconstruction of the entrance along Concession Street will not proceed until later in 2016 to make it more accessible. The Jury Lands Foundation will be hosting an official opening in the spring of 2016. 1 | Page There was no other news to report. REPORTS FROM OTHER COMMITTEES Bowmanville Community Improvement Program – Councillor Hooper reported that the Clarington Board of Trade, with community partners such as the BIA’s, CIP groups and others, will be undertaking a business retention and expansion study starting in January of 2016. Clarington had a previous BRE study which is at least 10 years old. It provided direction for CBOT and the CIP’s at the time. The study will also include Newcastle, Orono and Courtice. The Bowmanville CIP received very few applications in 2015. Remaining funds in Bowmanville are carried over to future years. Accessibility is a major discussion item, the committee requested staff look into more options for funding accessibility in 2016. It was identified in the 2014 Annual report to Council and again in the Annual report to Council for 2015. Orono Community Improvement Program – No meeting to report Newcastle Community Improvement Program – No meeting to report Architectural Conservancy Ontario, Clarington Branch – No news to report Newcastle Village & District Historical Society – B. Malone reported that the society is continuing their strategic planning process and hope to have it completed this year. Doors Open Clarington will be held in Newcastle in 2016 and the society has partnered with the ACO to help provide research and resources for the event. Newcastle Community Hall will be on Doors Open and the society’s historical room will be open during the event. The society has been working with the Oshawa Museum to understand how they can utilize the program Past Perfect to help catalogue their information. The program is very costly and the society will be applying for a Federal grant in order to obtain the program. The society will be holding their Annual General Meeting on April 5, 2016 at 7pm in the Centennial Room, George Rust-D’eye will be giving a presentation about “His Newcastle”. George is a prominent lawyer with a vast knowledge in architectural and historical buildings. Museum – No news to report 2 | Page Heritage Week Working Group – The 2016 program is currently being developed suggestions are welcome as are additional members. Next meeting January 20, 2016 at 9:30 a.m. in Room 1A. CORRESPONDENCE AND COUNCIL REFERRALS Identifying Clarington’s Lost Hamlets and how to recognize them –Council has asked the Heritage Committee to make suggestions with regard to recognizing (possibly through signage) Clarington’s lost hamlets. Staff will be preparing a report; any ideas and opinions from the committee will be included in the Report. There were a number of former hamlets (referred to as lost) throughout Clarington that played a vital role in how Clarington was settled. Some of Clarington’s lost hamlets are in existing urban areas such as Gaud’s Corners (Scugog and 57). Some of the lost hamlets are in the rural area, such as Starkville. Some intersections such as Bradley’s Corners or Baker’s where merely the site of a school and well known at one time. The committee agreed that these hamlets and original known intersections are an important part of Clarington’s heritage and recognized the importance of collecting, and publicizing information for future generations. Many members asked if signage was the appropriate way to recognize these former hamlets and wondered if signage would be an effective communication of a former settlement area. For example Bradley’s Corner and Baker’s both have information panels about them in Solina Hall which tells the story of the school, who attended, the years they were open, etc. The committee indicated that the Clarington Heritage website would definitely be available to host the research on lost hamlets and more effective than a place marking sign. A map could be created and hosted on the website that identified the former hamlets within Clarington and historical information regarding the lost hamlets would be posted as well. The committee felt that there would be very little impact from a sign for an area which may have one, two or no remaining buildings. 16.03 Moved by V. Suppan, seconded by B. Malone THAT Council be informed that the Clarington Heritage Committee recommends the most effective way to identify and preserve the heritage of Clarington’s lost hamlets is to have the information readily available on the Clarington Heritage website. “CARRIED” 3 | Page Designation By-law for 1640 Concession Road 9 – Council approved the new designation by-law at the January 18, 2016 meeting. Dana Snow has applied for building permits to begin the interior renovations. Annual Heritage Incentive Report – B. Weiler reported that the annual heritage grant report was provided to Council at their January meeting. There were three grants issued in 2015 and additional discussions with other property owners. PROJECT REPORTS Subcommittee Reports: Public Outreach and Education Committee – No meeting to report. J. Earle indicated the committee will be discussing the barn book and a 2017 calendar prior to the next meeting and will report back. P. Vogel indicated he would join the Public Outreach and Education Committee. Municipal Inventory and Register Committee – V. Suppan has distributed a proposed work plan for the addition of properties to the Municipal Register to the sub-committee members. The members will be providing feedback in the coming weeks to finalize a work plan. V. Suppan will report at the next meeting. NEW BUSINESS Barn Book Information – K. Vaneyk sent an e-mail indicating that the barn book has been on hold since the new committee was appointed. Kim does not have time to lead the project but continues to inventory barns in Clarington. If the committee wishes to pursue the barn book, Kim would be a resource. The committee should address the issue of who the project lead will be. Calendar Printing Information – B. Weiler reported on the companies and costs associated with the 2015 barn calendars. The committee asked questions relating to the number of units and how different quantities may affect the costs associated with printing. B. Weiler indicated he could get new quotes for a 2017 calendar if the committee wanted to pursue publishing a new calendar. Letter to Designated Heritage Property Owners – B. Weiler indicated that in the past the committee has sent letters to designated property owners each year thanking them for their upkeep in Clarington’s heritage and informing them of the grant program. Typically this is in early February to coincide with Heritage Day on Feb 15. 4 | Page Heritage Awards Committee – V. Suppan presented information to the public outreach and education committee about a heritage awards program that was conceived by a previous committee in 2008. At the time there was no funding to implement the program. V. Suppan asked that the committee consider if this program should be reconsidered. B. Malone moved to adjourn the meeting.
