Recommendations:
It is respectfully recommended to Council the following:
1. THAT Report COD-020-03 be received;
2. THAT Winslow-Gerolamy Motors, Peterborough, Ontario, with a total bid in the amount
of $342,171.00 (including taxes and trade-in), being the lowest responsible bidder
meeting all terms, conditions and specifications ofTender CL2003-3, be awarded the
contract to supply Two (2) 60,000 GVW Tandem Diesel Dump c/w Plow Equipment, as
required by the Municipality of Clarington, Operations Department; and
3. THAT the funds be provided from the 2003 Capital Operations Vehicle / Heavy
Equipment Account # 8345-03100-1401; and
4. THAT the additional funds of $2,171.00 required be drawn from the Public Works
Equipment reserve fund and processed through the 2003 Capital Operations Vehicle /
Heavy Equipment Account # 8345-03100-1401.

BACKGROUND AND COMMENT
Tender CL2003-3 for Two (2) 60,000 GVW Tandem Diesel Dump clw Plow Equipment was
advertised and issued with bids being received as per Schedule "A" attached.
It is staff's opinion that the trade-in offered ($30,000.00) for the Two (2) 1991 Tandems exceeds
that which would be realized at the Regional Auction Sale and it's therefore recommended that
it be accepted.
With respect to the leasing and rental options, the comments provided in Report COD-019-03
regarding Tender CL2003-8 are applicable here. Due to the extended lead time for this
equipment and in order to ensure delivery in time for the 2003 / 2004 winter season, the order
must be placed as soon as possible.
After further review and analysis of the tender by Operations and Purchasing, it was mutually
agreed that Winslow-Gerolamy Motors, Peterborough, Ontario, be recommended for the
contract to supply and deliver Two (2) 60,000 GVW Tandem Diesel Dump c/w Plow Equipment,
as required by the Operations Department.
The required funds in the amount of $342,171.00 exceeds the 2003 Capital Budget allocation of
$340,000.00 by $2,171.00. As the total bid price for tender CL2003-7 for the 11,400 GVW Cab
and Chassis was under budget by $1,978.00, the difference of $193.00 would definitely be
covered by savings in the remaining tenders to be issued for equipment. It is therefore
recommended, that the additional funds required be drawn from the Public Works Equipment
reserve fund and processed through the 2003 Capital Operations Vehicle / Heavy Equipment
Account # 8345-03100-1401.
The Director of Finance has reviewed the funding requirements and concurs with the
recommendations. Queries with respect to department needs, specifications, etc., should be
referred to the Director of Operations.
The subject firm has previously provided satisfactory service for the Municipality of Clarington.
