PUBLIC HEARINGS As required under the new Planning Act (Section 34(12)), Council is holding public meetings prior to either adopting or rejecting the following: b) Proposed Official Plan Amendment lUt1t7:oning By-law Amendment - Part Lot 10, Concession 1, Former Town of BowmanvilJe - Michael Baratz; c) Proposed Neighbourhood Plan Amendment and Zoning By-law Amendment - Part Lot 29, Concession 2, Former Township of Darlington - Mares and Singer; 201 . G.P.A Minutes - 2 - October 23, 1989 PUBLIC HEARINGS d) Proposed Zoning By-law Amendment - Part Lot 30, Concession 2, Former Township of DarJington - Trull's Road Free Methodist Church; e) Proposed Zoning By-law Amendment - Part Lot 9, Concession 2, Former Town of Bowmanville - Templeton-Lepek; a) Proposed Zoning By-law Amendment - Part Lot 12, Concession 2, Former Town of Bowmanville - Templeton-Lepek. The Chairman asked if there were any persons present wishing to speak to these matters. Several people indicated a desire to speak. Before proceeding with these matters, the Chairman asked the Deputy Clerk to advise on the manner of the notice. . The Deputy Clerk advised that: a) Public Notices were mailed to all property owners within 120 metres by September 22, 1989. b) Notices of the public meeting were posted on each of the sites by September 22, 1989. c) The notices comply with the regulations under the Plmming Act. The Chairman announced that any persons wishing further notice of the passage of the by-laws, if passed, to please leave their name, address and telephone number with the Deputy Clerk before they leave. The Chairman called on the Director of Plmming and Development to briefly describe the purpose and effect of the by-laws and how the by-laws accomplish the stated purposes. The purpose and effect of the applications are as follows: . b) M. Baratz - to permit the development of a parking lot which is to be used in conjunction with a proposed office building. c) Mares and Singer - to permit the development of a 1489.5 sq.m.; 8 unit commercial plaza. d) Trull's Road Free Methodist Chruch - to permit the expansion of a place of worship. e) Templeton-Lepek - to permit the development of a Plan of Subdivision consisting of 53 single family lots, 35 semi-detached lots, and 52 street townhouse units. a) Templeton- Lepek - to permit the development of a Plan of Subdivision consisting of 21 single family lots, 14 semi-detached/linked units and 21 townhouse units. The Chairman announced that questions may be asked concerning the manner of notice or the purpose and effect of the by-laws and that all questions must be asked through the Chair. The Chairman announced that Committee would hear from the objectors, then anyone in support, with the applicant speaking last. , 202 . . G.P.A Minutes - 3- October 23, 1989 b) M. Baratz - Report PD-255-89 Nancy lIIAPlII-ter. 83 Hobbs Drive, BowmanviIIe, Ontario, LIC 3M2, circulated a petition containing 158 signatures in opposition to this development requesting that sidewa1ks be placed on both sides of Lambert Street to ensure the safety of school children while wa1king to and from school. Wayne Cbristie, 17 Liberty St. N., BowmanviIIe, Ontario, LIC 2L5, a neighbour of this proposal, expressed concerns with the overa11 increased traffic level. He requested that traffic enter and exit onto King Street. Noone spoke in support of this application. 111'".........1 Baratz, United Counties Hn1~ Ltd., 303-3995 Bathurst Street, Downsview, Ontario, M3H 5V3, displayed an Artist's Rendering of the proposed development which, in his estimation, will enhance and create a favourable commercial image. Mr. Baratz referred to a TratIIC Impact Study which has been prepared by Totten Sims Hubicki. He noted that a1l traffic from the parking lot will be diverted to King Street and not Church Street. Pedestrian counts have been undertaken which indicate that school children presently use the supervised crosswa1ks. He further indicated that a six foot - eight foot fence will be insta1led around the parking area which will also be landscaped. If required, he will co-operate on the insta1lation of sidewa1ks. c) Mares and Singer - Report PD-256-89 Noone spoke in opposition to or in support of this application. Joan Kingston, G.M. Bernas & A.......u.ies, 110 Scotia Court, Unit 41, Whitby, Ontario, L1N 8Y7, appeared on behalf of the applicant and stated that she fully concurs with Staff's recommendations. d) Trull's Road Free Methodist Church - PD-257-89 Noone spoke in opposition to or in favour of this applicatioIL The applicant was present but did not speak. e) Templeton-Lepek - Report PD-258-89. .
