MINUTES Resolution IGPA-683-89 Moved by Councillor Wotten, seconded by Councillor Deegan THAT the minutes of a regular meeting of the General Purpose & Administration Committee held on September 18, 1989, be approved. The Chairman asked if there were any persons present wishing to speak to these matters. Several people indicated a desire to speak. Before proceeding with these matters, the Chairman asked the Deputy Clerk to advise on the manner of notice. The Deputy Clerk advised that: a) Public Notices were mailed to all property owners within 120 metres by September 1, 1989. b) Notices of the public meetings were posted on the properties by September 1, 1989. c) The notices comply with the regulations under the Planning Act. The Chairman announced that any persons wishing further notice of the passage of the by-laws, if passed, to please leave their name, address and telephone . number with the Deputy Clerk before they leave. The Chairman called on the Director of Planning and Developnent to briefly describe the purpose and effect of the by-laws and how the by-laws accomplish the stated purposes. . 202 . . . . G.P.A. Minutes 3 - October 2, 1989 PUBLIC HEARINGS The purpose and effect of the applications are as follows: a) Lincoln Holdings Pickering Ltd. - to permit the development of forty-two (42) townhouse units. b) Mr. J. Bodurka - to permit the developnent of a six (6) unit apartment building. c) Schickedanz Brothers Ltd. - to extend the Bowmanville Major urban Area and permit the development of a residential subdivision containing 216 Single Family dwellings, 310 Semi Detached dwellings and a commercial block. d) Rosebridge Newcastle Inc. - to permit a mixed-use developnent containing 4004 sq.m. of retail space including a restaurant; 1800 sq.m. of office space, a library and 125 condominium units. e) Amendments to Tbwn of Newcastle Official Plan and Cburtice West Neighbourhood Development Plan - Public Meeting to outline the revisions to the proposed land use designations and policies for this area. The Chairman announced that questions may be asked concerning the manner of notice or the purpose and effect of the by-laws and that all questions must be asked through the Chair. The Chairman announced that Committee would hear from the Objectors, then anyone in support, with the applicant speaking last. a) Lincoln Holdings piCkering Ltd. - Report PD-234-89. Marianne Brown, 19 Barley Mill Crescent, Bowmanville, Ontario, LlC 4E6, expressed concern with this application because too many residential development proposals have been approved in the past. NO one spoke in support of the application. Joan Kingston, G.M. Sernas & Associates, 110 Scotia Court, Unit 41, Whitby, Ontario, LlN 8Y7, appeared on behalf of the applicant and advised the Committee that a meeting will be held on Thursday, October 5, 1989 at 7:30 p.m. at the Durham Christian School to allow surrounding residents to state their concerns. b) Mr. J. Bodurka - Report PD-235-89. Marianne Brown, 19 Barley Mill Crescent, Bowmanville, Ontario, Lle 4E6, expressed concern with this application because too many residential development proposals have been approved in the past. NO one spoke in support of this application. , 203 . G.P.A. Minutes 4 - October 2, 1989 PUBLIC HEAR!tiK;S Joan Kingston, G.M. Sernas & Associates, 110 Scotia Court, Unit 41, Whitby, Ontario, LlN 8Y7, appeared on behalf of the applicant, who, at the time of submission of the application, was not aware of the necessity for an Official Plan amendment. The legal non conforming duplex presently on this site is not structurally sound and therefore the development of a six-unit apartment building would help to reduce the rental shortage crisis in this area. c) Schickedanz Brothers Ltd. - Report PD-236-89. . Gordon Barrie, R.R. 14, Bowmanville, Ontario, who was born and raised in this area, noted that the land adjacent to this proposal is presently being farmed and that SOper Creek is a natural barrier between agricultural and urban development. He reiterated that agricultural land is not suitable for urban development. Marianne Brown, 19 Barley Mill Crescent, Bowmanville, Ontario, LIC 4E6, expressed concern with this application because too many residential development proposals have been approved in the past. Harry Dean, 13 Barley Mill Crescent, Bowmanville, Ontario, expressed opposition to this project and referred to a letter submitted by his spouse, Christine Dean, to the Clerk's Department on October 2, 1989. Martin Mlstert, Lamb's Road, Bowmanville, Ontario, LIC 4E6, a resident of the area for 29 years, owns and operates a green house business directly accross the street from this proposal. He feels that the area cannot adequately accommodate such sudden population growth and the after effects therefrom. Richard Dubeau, R.R. 14, Bowmanville, Ontario, LIC 3K5, advised the Committee that he owns a 19.27 acre parcel of land in this area and represents a coalition of 15 major land owners who own approximately 95% of the surrounding land and who will be submitting to the Town of Newcastle an application for development in the near future. . NO one spoke in support of the application. Gary Templeton, Templeton-Lepek Ltd., 5050 Dufferin St., Suite 232, Downsview, Ontario, M3H 5T5, appeared on behalf of the applicant and displayed a preliminary plan of subdivision for the benefit of the Committee. The developnent will be oomprised of single family detached and semi-detached dwellings. A Storm Water Management Study will be undertaken pursuant to the approval of the Official plan Amendment. The goal of the developer is to contribute towards a more affordable housing product. Bob Schickedanz, Schickedanz Brothers Ltd., 3311 Bayview Ave., Suite 105, Willowdale, Ontario M2K lG4, emphasized that the reason for inflated house prices is that there are not enough homes on the market to satisfy the need. Further, the developer must take certain financial risks in order to undertake a project of this size. Mr. Schickedanz is willing to discuss planning requirements and overcome deficiencies. . 204 . G.P.A. Minutes 5 - October 2, 1989 PUBLIC HEARINGS d) Rosebridge Newcastle Inc. - Report PD-237-89. Andrew percewicz, 19 Cherry Blossom Crescent, Bowmanville, Ontario, LIE lG9, circulated a petition in opposition to this application with approximately 174 signatures, a letter of opposition dated September 29, 1989 from Mark and Laurie Johnson and a copy of his presentation objecting to this proposal for the following reasons: 1) The change from low density to mixed use is completely inconsistent with surrounding residential layout. 2) The construction of a 15 storey building would create unacceptable atmosphere. 3) Surrounding communities restrict the height of buildings. . 4) The quality of life of the local residents would be jeopardized. 5) The local public school is operating at near capacity with one portable unit in use. 6) The proliferation of convenience stores has become unacceptable. Mr. Percewicz also circulated a letter of opposition dated October 1, 1989 from Mr. and Mrs. K. Milligan and a letter of opposition dated september 29, 1989 from John and Margaret Malcolm. No one spoke in support of the application. . Katherine Harrison, Jones and Jones, 58 Rossland Road west, Oshawa, Ontario, LlG 2V5, appeared on behalf of the applicant and noted that the content of Mr. Andrew percewicz' presentation gave much food for thought and that all ooncerns will be taken under consideration by the applicant. A meeting will be held with surrounding residents to arrive at mutually satisfactory conclusions. Ms. Harrison reiterated the need for housing units and the number of units required in order to maintain a viable condominium corporation. e) Courtice West Neighbourhood Development plan - Report PD-238-89. D. Creme, Manager of Strategic Planning, made a presentation for the benefit of the Oommittee. Tony Slavin, 29 Lawson Road, Box 21, Oshawa, Ontario, LlH 8L7, circulated a petition signed by 16 petitioners opposed to this application. Their list of concerns includes increased traffic flow, the upgrading of Lawson Road, adverse effect on taxes and land values, municipal sewer connections, time frame of the proposed development and the request that the placement of the new road should border on their properties. . ?nr.;, ~.. Mr. Jefferies is willing to work with Staff in order to address all concerns. George Street, Bowmanville, Ontario, LlC 2K4, re: School Buses in front of Vincent Massey Public School, advised the Committee that traffic congestion now occurs 2 times each day at the intersection of Church street and St. George Street. He requested that the Committee investigate this matter in order to oorrect this situation. Peter Lugtenburg, 191 Scugog Street, Bowmanville, Ontario, LlC 3J9, re: Report PD-240-89, questioned why the density of this project was altered. Mr. Lugtenburg is worried that this project will adversely affect his septic system. Robert Schueller, Iona Corporation, 186 Bridgeland Ave., Tbronto, Ontario, MGA lZ4, re: Report PD-254-89, advised the Cbmmittee that he concurs with the Planning Department recommendations contained in Report PD-254-89. Irwin Hamilton, I Division Street, Bowmanville, Ontario, re: Report WD-76-89, requested that the parcel of land referred to in Report WD-76-89 be conveyed to the developer to facilitate the plan of subdivision. Gord Sturrock, 210 Scugog Street, Bowmanville, Ontario, re: Report PD-240-89, informed the Committee that he had no Objection to the original proposal of 52 single family dwellings but now opposes the change in density to 25 semi- detached dwellings and 46 semi-detached dwellings. The school cannot accommodate the additional school age population which this project will generate. )(It' ~VO . . . . G.P.A. Minutes 7 - October 2, 1989 Don Hutton, The Protectors Group, 2 Simcoe Street, Suite 505, Oshawa, Ontario, LlH SCI, re: Employee Benefits, implemented the Employee Benefits package in 1984 and has worked in the best interest of the Corporation of the Tbwn of Newcastle. He expressed disappointment with the manner in which the decision was made relating to the new insurance carrier for the Tbwn of Newcastle.
