Councillor O'Toole chaired this meeting.
Ramona Rickard, Chairman, Clarlngton Library Board, together with Erla Jose,
Finance Chairman and Barbara Baker, Chief Librarian, were present to review
the 1994 budget requests received from the Library.

Moved by Mayor Hamre, seconded by Councillor Hannah
THAT the Chief Administrative Officer and the Treasurer meet with the
Librariao in an attempt to recognize funds for 1995 Courtice library start-up
costs, realizing no impact on the tax levy and submit a further report to the
General Purpose and Administration Committee.

THAT Report TR-1O-94 be deferred until later in the meeting to allow for
consideration of the Visual Art Centre's grant request contained in Report
CS-07-94.

THAT the grant request received from the Visual Arts Centre be lifted from
the table.

THAT the salary of the full-time employee at the Visual Arts Centre be
increased to an equivalent of $25,000;
THAT the salary for the part-time employees at the Visual Arts Centre be
frozen at the 1993 rates; and
THAT the increase in salary be accomplished with no impacts being realized on
the tax levy.

THAT Report TR-10-94 be received for information;
THAT the 1994 Capital Budget (Schedule #1) and the 1994 Current Budget
(Schedule #2) be approved, as outlined in Report TR-10-94;
THAT the Executive Summary provided as Schedule #3 be received for
information; and
THAT the Four Year Forecast be endorsed in principle.

The Fire Chief gave an overview of the 1994 Capital and Current Budget
submissions.

THAT the 1994 Capital and Current Budget submissions of the Fire
Department be tentatively approved provided that no equipment is purchased
until a report is brought forward for Committee's approval.

THAT the fire headquarters staffing be implemented by adding the 1994
impact to the future nine years and having an approximate impact of 1.11%
spread evenly over the remainiog nine years.

THAT the Canada Ontario Infrastructure Works Program (Report WD.17-94)
be amended as follows:
Delete: Reconstruction of We11iogton Street from Liberty Street to Division
Street in Bowmanville ($600,741).
Add: King Street East Storm Sewer Reconstruction from Frank Street to
Ontario Street in Bowmanville ($600.741).
THAT the Public Works Capital Budget (draft) for 1994 be amended as
follows:
Delete: King Street East Storm Sewer Reconstruction from Frank Street to
Ontario Street in Bowmanville ($600,000).
Add: Road Resurfacing Account (7205-01003-0261) expenditure be increased
by $400,000.
Add: $70,000 to investigate and implement a short term solution to the
Simpson Avenue turn until the fmal solution is resolved Funds to be
withdrawn from the Lot Levy Reserve Fund.
Add: Sidewalk on the east side of Liberty Street from Fenwick Avenue
Southerly for 280 metres ($35,000 obtained as follows: $31,145 from
Development Charge Fund and $3,855 from Lot Levy Reserve).
THAT the Public Works Capital Budget (draft) for 1995 be amended as
follows:
Add: Reconstruction of We11ington Street from Liberty Street to Division
Street in Bowmanville ($600,741).
THAT the 1994 Capital and Current Budget submissions of the Public Works
Department be approved, as amended.

THAT the Economic Development Officer's budget be amended by deleting
$4,500 from Account #7710-00000-0520; and
THAT the Economic Development Officer's budget be approved, as amended

THAT the Chief Administrative Officer review the credit card issue in relation
to the Economic Development Officer.

Larry Paradis, Chairman, Bowmanville Museum Board and Sher Leetooze,
Finance Chair, gave an overview of the Bowmanville Museum Board's 1994
budget submissions.

THAT the grant applications received from the Bowmanville Museum Board,
the Alliance House Shelter for Abused Women and Children and the Durham
Central Agricultural Society, be lifted from the table.

be approved based on a 0% increase over 1993.

THAT a grant in the amount of $660 be approved for the Alliaoce House
Shelter for Abused Women and Children, subject to a resolution of the Board
and a membership list of the Board of Management being forwarded to the
municipality.

an overall average household decrease of -.8% resulting from the Municipal Mill
rate of 0.0% and the Garbage Flat Rate of -3.4% for 1994, be approved;
THAT the Four Year Forecast be endorsed in principle; and
THAT the Executive Summary be received for information.
