File#: c).44,46— Sy-Law# Subject: REMOVAL OF SNOW FROM SIDEWALKS Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report WD-17-95 be received for information. 1.0 BACKGROUND 1. 1 At a meeting held on January 16, 1995, Council passed the following Resolution #GPA-15-95: "THAT the Director of Public Works and the Clerk review and report back to the General Purpose and Administration Committee on the feasibility of the municipality implementing a sidewalk snow clearing program" . 2.0 REVIEW AND COMMENT 2 . 1 Some Facts Clarington has 155 kms of sidewalks. • There are about 8,260 properties which front onto sidewalks, located as follows: RECYCLER _PERRECYCLE n{is rarrrEo ori pEcvc�o vneEn REPORT NO. : WD-17-95 PAGE 2 Bowmanville 3,600 Courtice 2,260 Newcastle 900 Other 1,500 Total 8,260 0 The width of sidewalks varies from 2k feet to 5 feet. • There are 445 approved applicants using the Senior Citizens and Physically Disabled Snow Clearing Program. The length of the sidewalks in the program is 8.9 km. The contract price for each call-out for clearing snow from the sidewalks and the windrows is $219.06 and the salting/sanding is $387 .62. The cost for the 1994/95 winter was $17,475. 2.2 Estimated Cost for Snow Removal and Sanding/Salting all Sidewalks in Clarington The cost per winter can vary considerably depending on the weather during the winter. Based on the assumption that the cost for snowclearing is 30 per metre, the cost for sanding/salting is 5G per metre and based on 155 kms of sidewalk the cost per call-out is: Clearing @ 30 x 155,000 = $ 4,650 Sanding/Salting @ 50 x 155, 000 = $ 71750 Assuming the average number of call-outs to be 43 for each of snow clearing and sanding/salting, the estimated cost is: Snow clearing @ 43 x 4,650 = $ 199,950 Sanding/salting @ 43 x 7,750 = 333,250 Total $ 533,200 i REPORT NO. : WD-17-95 PAGE 3 Using the number of call-outs for the 1994/95 winter, the estimated cost is: Clearing @ 20 x 4,650 = $ 93,000 Sanding/salting @ 30 x 7,750 = 232 ,000 Total $325,000 Based on the cost of the Seniors Program for the 1994/95 winter, the estimated cost to remove the snow from all sidewalks is: 155 kms x 17,475 = $304,340 8.9 kms 2 .3 Other Municipalities The Town of Whitby provides snow removal and sanding/salting for all sidewalks in the municipality using their own forces and eight bombadiers. Whitby has 260 kms of sidewalks. The level of service is: • None of the work is done on overtime; • Sidewalks are done once per snowfall; • It takes about 1h days to complete each route; • The work can be done as late as five (5) days after the snowfall; and • Snow removal is only done when there is an accumulation of two (2 ) inches or more of snow on the sidewalks. The cost per winter in Whitby is about $85,000. Based on the level of service provided in Whitby, the estimated cost for Clarington is: 155 x $85,000 = $50,670 260 REPORT NO. : WD-17-95 PAGE 4 The City of Oshawa provides the same service as Clarington; maintenance of sidewalks adjacent to City-owned property and a program for Seniors and the Physically Disabled. 2 .4 Other Considerations • Based on there being 8,260 properties which front onto a sidewalk, it can be assumed that there are about 8,000 people out removing snow from the sidewalks and the driveways after each snowfall. The vast majority of the snow removal from the sidewalks is within a few hours following the snowfall. Also, in most cases, the snow is removed such that there is no snow left on the sidewalks. • When snow is removed by machine, there is always about one ( 1) inch of snow left because the blade must be kept above the sidewalk to avoid catching on the joints. • From January 13, 1994 to March 1, 1994, there were 292 properties for which the municipality called out the contractor to remove the snow from the sidewalks because the property owner did not. The cost was $11,620. 3.0 CONCLUSIONS 3. 1 The cost to the municipality for snow removal and sanding/salting all sidewalks in the municipality can vary from as little as $50,000 to as much as $533,000, depending upon the level of service provided and the number of snowfalls/ice storms during the winter. I 3.2 The vast majority of the residents remove the snow/ice from the sidewalks shortly after the snow fall and remove the snow down to bare sidewalk. REPORT NO. : WD-17-95 PAGE 5 3 . 3 The level of service which the municipality would be able to provide would be considerably less from that which is now provided by the residents.
