Subject: Road Treatment
Recommendation:
THAT this report be received for information, and adopted.
Report:
At the Public Works Committee Meeting of April 14, 1981, a request
was made for a summary of comparisons(between 1980 and 1981 in
relation to materials required for road treatment, and the dollar
value of same) to be compiled, for submission to Council.
Attached is an analysis which details the actual materials used,
and expenditure involved, for 1980, as compared to the estimated
amounts for 1981. The 1981 figures are based on those relevant to
recent tender specifications and contract awards, and are, thus,
subject to slight fluctuation prior to final costs, etc. , becoming
known.
In summary, the salient facts are as follows:
Dust Control: The costs estimated for 1981 are increased by
18.7%, while the quantity of materials this
represents is decreased by 11 .42%.
Gravel: The costs estimated for 1981 are increased by
_. 6.9%, but the quantity of materials is also
increased - by 1.16%.
Surface Treatment: The estimated costs are increased by 7.55%,
while the quantities of material represented
is decreased by 13.00%
The overall conclusion can be drawn that costs to the Municipality
for the provision of services have substantially increased since
1980, while the materials necessary to supply those services have
decreased (with one exception) rather than being maintained.
In short, it will be clearly seen that the Town is obliged to pay
more in 1981 for less than it received in 1980.
The attached does not include any costs in respect of "preparation"
of roads for services, nor for administration; the relevant figure
would be in the region of $10,000. 00.
The item "Dust Control" should be noted in that the 1980 (total)
materials expenditure amounted to $353,442. 55�,,, while the 1981
(estimated) figures amount to $419,597. 50�. In the Current Budget
the total of $408,000. 00 is included for this item, leaving a
minimum shortfall of $11,597. 50c not including estimated costs
for preparation and administration (approximately $10,000. 00. , as
stated above) .
As all contracts for 1981, thus far, have been tendered at quantities
below the minimum required to maintain satisfactory services to Town
roads, it will be necessary to gain the required funds for the
successful completion of the Road Treatment Program from elsewhere
in the Budget, as a further reduction in services would result only
in increased expenditure for remedial measures in the future.
