Subject: WARD BOUNDARIES
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report CD-9-93 be received;
2 . THAT the Town of Newcastle ward boundaries remain unchanged
for the 1994 municipal election; and
3 . THAT a further review of the ward boundaries be undertaken
prior to the 1997 municipal election.
BACKGROUND AND COMMENT:
On March 9 , 1992 , Council directed that the Town Clerk review the
present ward boundaries in order to address the inequities in
population between the three wards of the Town.
In order to do so, the Planning Department has provided projected
population figures to the year 2005 and also illustrated where
the growth will be experienced.
Four scenarios have been prepared for Council's review. Each
scenario has been broken down by population in 1991 (the year of
the last municipal election) and projected population for 2005
(Attachment No. 1) . The population figures given are number of
voters versus general population. Each scenario is illustrated
on maps attached to this report.

Scenario No. 1 - Present Ward System (Attachment No. 2)
Scenario No. 1 details the existing ward boundaries . The
figures show a slightly higher voter population in Ward 1 than in
Wards 2 and 3 for the election year 1991. However, looking
forward to the year 2005, a great inequity has appeared. This is
due to the fact that the majority of the Town's growth will be in
Wards 1 and 2, with very little growth being experienced in
Ward 3 .

Scenario No. 2 leaves Ward 3 in its present form but makes small
adjustments to Wards 1 and 2 to correspond to the urban boundary.
The figures show that the existing population is relatively
close, however, by the year 2005 the Ward 2 population will be
significantly larger than Ward 3.

Scenario No. 3 extends Ward 3 westerly to Regional Road 57 and
aligns Ward 2 to correspond to the urban boundary. As the
figures show, the present population is balanced very well,
however, by the year 2005 inequities will appear again. Please
note that this option does not recognize the boundary line of the
former Townships of Clarke and Darlington.
Scenario No. 4 (Attachment No. 4
Scenario No. 4 adds a fourth ward to the Town. For the purpose
of this report, Ward 1 is defined as the Courtice urban area,
Ward 2 as the Bowmanville urban area, Ward 3 as the existing ward
with an adjustment to the west boundary to incorporate all of
Wilmot Creek, and the new Ward 4 to be all of the existing Ward 1
minus the Courtice urban area. As the figures illustrate, this
option has great inequities in both the existing population
figures and the proposed year 2005 figures . The addition of a
ward and, therefore, an increase in the number of Council Members
would require an amendment to the Regional Municipality of Durham
Act.
As can be seen from Scenario No. 3, the inequities in population
can be minimized for the upcoming election, ( 1994) , however, they will
appear again in the very near future because of the growth anticipated
in the Courtice and Bowmanville Urban Areas.

Because it is desirable for the ward boundaries to be applicable
for several elections, it is recommended that the boundaries
remain unchanged for the 1994 municipal election and be reviewed
prior to the 1997 election. At that time, some of the projected
growth in population will have been experienced and the
population may be able to be more evenly distributed.
