RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . That Report TR-23-91 be received;
2 . That OE Oshawa Inc . Oshawa, Ontario, with a total
price of $10, 792 . 46 be awarded the contract for the
supply and delivery of Photocopier Paper, Option B, as
required by the Town of Newcastle for 1991; and
3 . That the funds expended be drawn from the various 1991
Current Budget Accounts .
BACKGROUND AND COMMENT:
Tenders were publicly advertised and called for the supply and
delivery of Photocopier Paper as required by the Town of
Newcastle for 1991.
Bidders were requested where possible to submit pricing on both
standard bond (Option A) as well as recycled (Option B) paper.
The Town of Newcastle reserves the right to award either Option A
or B, whichever is in their best interest. In order to ensure
that there would be no service related problems caused by using
recycled paper in the photocopiers the manufacturer of the
equipment provided the specification requirements . Bidders were
advised that the paper must be composed of 50% recycled, 40%
waste and 10% post-consumer. In addition, they were advised that
the quality of paper must be acceptable to the Town of Newcastle.

Subsequently, tenders were received and tabulated as per schedule
"A" attached.
For testing purposes, samples of the recycled paper were
requested from the two low bidders of Option B.
The paper submitted by the low bidder Barber-Ellis Fine Papers
was found to be inferior in that it is more transparent than the
paper submitted by OE Oshawa Inc . , subsequently producing a poor
quality photocopy. In addition the paper supplied by Barber-
Ellis Fine Papers is only 5% post-consumer, and not the 10% as
specified in the tender conditions. Barber-Ellis also indicated
in their bid submission that their pricing included "dock to
dock" delivery only. As specified in the tender, the successful
bidder is responsible for unloading and delivering the products
to the designated area within the Town of Newcastle facility.
The required funds will be drawn from the various 1991 Current
Budget Accounts.
The subject firm have provided satisfactory service to the Town
of Newcastle in past years .
